David Stone upon inspection of the private water distribution facilities connected to the
afore mentioned public water supply do hereby certify that, to the best of my knowledge:
(1) No direct connection between the public drinking water supply
(2) Compliance Non —Compliance and a potential source of contamination exists. Potential sources of
Contamination are isolated from the public water system by an air gap or
an appropriate backflow prevention assembly ift accordance with
Commission regulations.
(2) No cross -connection between the public drinking water supply and a private
water system exists. Where an actual air gap is not maintained between the
public water supply and a private water supply, an approved reduced pressure -
zone backflow assembly is properly installed and a service agreement
exists for an annual inspection and testing by a certified backflow prevention
assembly tester.
(3) No connection exists which would allow the return of water used for condensing,
cooling or industrial processes back to the public water supply.
(4) No pipe or pipe fitting which contains more than 8.0% lead exists in private
water distribution facilities installed on or after July 1, 1988.
(5) No solder or flux which contains more than 0.2% lead exists in private water
distribution facilities installed on or after July 1, 1988.
I further certify that the following materials were used in the installation of the private water distribution
facilities:

Dear' Mr. Schuessler.
On February 3, 2005, at your request, Mr. Brent Plant, M.P.H., R.S., of Austin
Environmental, Inc., conducted a limited asbestos - inspection of Parkway Circle
Apartments located at 401, Southwest Parkway in College Station,,Texas. The purpose
of the Hmited inspection was to determine the presence and location of suspect friable
and non friable asbestos -containing building materials (ACBM) prior to renovations in
twenty-four (24) downstairs units located in buildings 500, 600 and 700. No other units
or buildings located on the property were inspected for ACBM.
The, federal National Emission Standard for Hazardous Air Pollutants (NESHAP) 40
Code -of Federal Regulations (CFR) Part 61, subpart M, and the Texas Asbestos Health
Protection Rules (TAHPR) requires that prior to any renovation or demolition of a
commercial or public building that it must be inspected for the presence of suspect
ACBM.

The scope of work and services provided include:
♦ Field investigation and visual observations
♦ Limited samplings of suspect asbestos -containing building materials (ACBM)
♦ Analysis of suspect asbestos -containing building materials (ACBM)
♦ Collect information on the friability of asbestos -containing building materials (ACBM)
Suspect ACBM was physically handled to determine friability and bulk samples were
obtained for analysis. The limited inspection involved sampling of twenty-seven (27)
suspect asbestos -containing building materials and analyzing them under Polarized
Light Microscopy with Dispersion Staining (PLM/DS) EPA Method 600 /R-93/ 116. The
PLM results are attached to this report.

The limited inspection was conducted on a homogenous -area basis with the
construction materials sampled and tested that are suspect to contain asbestos.
Suspect asbestos containing building materials that were sampled included; drywall
texture and joint compound, linoleum (paisley brown and gray pattern), carpet and
padding, yellow carpet mastic, linoleum (yellow and brown square pattern), white
caulking, linoleum (off-white), 12" x12" °peel and stick" floor tile (various colors), exterior
fiberboard siding, exterior foam insulation and exterior brick and mortar.

The following materials were confirmed to be asbestos -containing building
materials (ACBM) by laboratory analysis.

Linoleum sampled under floor - the in the front foyer and foyer closet was found to
contain.65% Chrysotile asbestos. The linoleum was in good condition edition and non-fnabte
at the time of the inspection.

• An asbestos abatement project design and air monitoring may be required
during the disturbance or removal of asbestos -containing building materials
(ACBM) that exceed 160 'square feet of (ACBM).
Friable asbestos -containing material refers to material, which contains more than one
(>1 %) percent - asbestos by weight and when dry, can be crumbled, pulverized, or
reduced to powder by hand pressure, Non frlable asbestos -containing material is any
material containing more than one (si %) percent asbestos by weight and when dry,
cannot be crumbled, pulverized or reduced to powder by hand pressure,
LIMITATIONS
This report only applies to the scope of work described herein. This report describes
existing conditions at the time of services. Conditions of asbestos -containing materials
may change as a result of damage, deterioration or other disturbance and may increase
the potential for elevated fiber levels. This report applies only to accessible areas
observed during our field services. Asbestos -containing - materials may exist in
concealed inaocessible enclosures, such as areas enclosed by permanen# partitions,
chases; shafts, equipment etc. Sampling of exterior roofing materials was not included
in the scope of work of this asbestos inspection. Material locations and quantities may
vary.
Although a good -faith effort was made to locate asbestos -containing materials in the
area within the scope of work, extensive destructive Inspection and/or testing was not
conducted due to the expense, potential exposure hazards and/or potential regulatory
violations.

All surfaces, paints, wire insulation, electrical panels, fire rated doors and panels,
furnishings, Heating Ventilation and Air Conditioning (HVAC) Systems, fixtures and
similar materials and equipment were not sampled and analyzed due to safety concerns
and expense. Inspection and testing for lead -based paint, PCB containing light ballast
and/or other hazardous and/or regulated materials was not included in Austin
Environmental Inc.'s survey.
Per the DSHS TAHPR this document (asbestos survey report) may not be used as a
design (specification) for asbestos abatement. Design and/or abatement air monitoring
services were not included in Austin Environmental Inc.'s scope of work. Austin
Environmental Inc, makes no warranty and assumes no liability for the inappropriate
use or misuse of this document.
