Storm Water Discharge Perm
Texas Pollution Discharge Elimination System General Permit NO TXR 150000,
The State of Texas assumed regulatory authority over storm water discharges associated with
construction activities, effective March 5, 2003. The regulatory requirements under the general
.permit are based upon the area of land disturbed and are classified into two categories:
Large Construction Activity: 5 or more acres of disturbed land or part of a ar er common la
development that will disturb 5 or more acres. I g p n of
1. Obtain a copy of TPDES GP No. TXR 150000
2. Develop and implement a Storm Water Pollution Prevention Plan
3. Two days prior to the start of construction, submit a Notice of Intent to TCEQ
4. Provide a copy of the Notice of Intent to the City
5. Submit a Notice of Termination to TCEQ once the site has reached final stabilization
Small Construction Activity: at least 1 but less than 5 acres, or is part of a larger common plan of
development that will disturb at least 1 but less than 5 acres.
1. Obtain a copy of TPDES GP No. TXR 150000
2. Develop and implement a Storm Water Pollution Prevention Plan
3. Prior to starting construction, post a Construction Site Notice as in Part II.D.2 at the site
4. Provide a copy of the Construction Site Notice to the City
Additional information can be obtained from:
TCEQ Website: www.tnrcc.state.tx.us/permitting/water erm/ww erm/construct.html#additional

Larger Common Plan of Development — A construction activity is part of a larger common plan of
development if it. is completed in separate stages, separate phases, or in combination with'other
construction activities
Example 1: A subdivision is being built. You are grading 0.75 acres, another company is clearing 4
different acres, and a contractor is excavating another 0.5 acres. In this case, the total area that
would be disturbed is 5.25 acres, so each contractor would fall under the requirements associated
with disturbing 5 or more acres.
Example 2: At first, your project calls for you to grade, clear, or excavate a total of 0.93 acre. But
after your project begins, you learn that you must disturb another 0.15 acre. Because this project
has grown to disturb a total of 1.08 acres, you must obtain coverage under the uirements for
disturbing 1 to less than 5 acres. req

Solar Heat Gain Coefficient:
The area -weighted average Solar Heat Gain Coefficient (SHGC) of all glazing cannot exceed 0.4. SHGC
values must be determined in accordance with the NFRC test procedure or taken from the default table.
Air Leakage:
Joints, penetrations, and all other such openings in the building envelope that are sources of air
leakage must be sealed.
Recessed lights must be 1) Type IC rated, or 2) installed inside an appropriate air -tight assembly
with a 0.5" clearance from combustible materials. If non -IC rated, the fixture must be installed with a
3" clearance from insulation.
Materials Identification:
[ ] Materials and equipment must be installed in accordance with the manufacturer's installation instructions.
[ ] Materials and equipment must be identified so that compliance can be determined.
[ ] Manufacturer manuals for all installed heating and cooling equipment and service water heating
equipment must be provided.
[ ] Insulation R-values, glazing U-factors, and heating and cooling equipment efficiency must be clearly
marked on the building plans or specifications.
Duct Insulation:
[ ] Ducts in unconditioned spaces must be insulated to R-5.
Ducts outside the building must be insulated to R-8.0.
Duct Construction:
[ ] I All joints, seams, and connections must be securely fastened with welds, gaskets, mastics
(adhesives), mastic -plus -embedded -fabric, or tapes. Duct tape is not permitted.
Exception: Continuously welded and locking -type longitudinal joints and seams on ducts
operating at less than 2 in. w.g. (500 Pa).
[ ] Ducts shall be supported every 10 feet or in accordance with the manufacturer's instructions.
[ ] Cooling ducts with exterior insulation must be covered with a vapor retarder.
[ ] Air filters are required in the return air system.
[ ] The HVAC system must provide a means for balancing air and water systems.
Temperature Controls:
[ ] Thermostats are required for each separate HVAC system. A manual or automatic means to
partially restrict or shut off the heating and/or cooling input to each zone or floor shall be provided.
Service Water Heating:
[ ] Water heaters with vertical pipe risers must have a heat trap on both the inlet and outlet unless the
water heater has an integral heat trap or is part of a circulating system.
[ ] I Insulate circulating hot water pipes to the levels in Table 1.
I
Circulating Hot Water Systems:
[ ] Insulate circulating hot water pipes to the levels in Table 1.
I
Swimming Pools:
[ ] All heated swimming pools must have an on/off heater switch and require a cover unless over 20%
of the heating energy is from non-depletable sources. Pool pumps require a time clock.
Heating and Cooling Piping Insulation:
[ ] HVAC piping conveying fluids above 105 OF or chilled fluids below 55 OF must be insulated to the
levels in Table 2.
