The transmitted drawings are labeled as Erosion Control Plan — Sheet C -1 I and are dated July 16, 2004. A Notice of Intent has also been prepared for the project and will be posted at the project site. Similarly, a Storm Water Pollution Prevention Plan has been developed and will be available for review at the project site for review. If any additional documents are required for the issuance of the clearing and grading permit, or for issuance of the final site development permit, please do not hesitate to let us know. To the best of our knowledge, the $600 Infrastructure Inspection Fee and the $200 Development Permit fee have already been paid by the owner /developer, Mr. Tom Kirkland of Kyle Legends 1. More specifically, the following documents are transmitted: • one (1) set of revised construction plans; • one (1) copy of the revised site plan (attached to the construction plans); and • three (3) copies of the TxDOT Driveway Permit request. The submitted documents site plan and landscape plan have been revised to address the comments of the City of College Station staff as outlined in the previously referenced Memorandum. The staff comments were designated as "Staff Review Comments No. 2" and are summarized in Table 1 along with a description of how the comments were integrated into the previously submitted plans. There were no changes requested for the previously submitted landscape plan and therefore, no "new revised" landscape plan is submitted. The presently submitted construction drawings also reflect the changes discussed for the site plan and the landscape plan. The blanket easement for the project site that had been previously requested by the City of College Station for the project site is being prepared directly by the developer, Mr. Tom Kirkland, and will be submitted separately. In addition, the previously referenced Memorandum cited a $600 Infrastructure Inspection Fee that should be paid for the project. Mr. Kirkland is submitting that fee directly to the City. What are your plans for the street light in the proposed driveway? Three (3) signed copies are included in the present submittal. 2 ---- ------ 1 do not show that a $600 Infrastructure Inspection Fee to cover inspection of proposed public water and/or sewer has been paid. The owner/developer, Mr. Tom Kirkland, is mailing the check for the Infrastructure Inspection Fee directly to the City of College Station. 3 Retaining wall in easement is not permitted. This includes the retaining all in the sewer easement and the one shown in the waterline easement. The existing sanitary sewer line is being moved back from the center of the easement (see Comment No. 4) and should allow enough room for a retaining wall to be constructed within a limited portion of the easement without being above the reconstructed sewer line. Therefore, we are requested permission for a limited encroachment of the existing easement. 4 The existing sewer line at the rear of the property is VCP. The plans show additional fill and parking being placed on top of this line. This would not be allowed due to the nature of the pipe material. You may wish to consider replacing the sewer line. --- ------- --- --- ----- The existing 8-inch diameter VCP SS line will be replaced with an 8-inch PVC SS line that will include two proposed manholes to adjust the re-alignment of the reconstructed line away from the stream. The subject sanitary sewer is located in the rear of the property. The attached drawing is being submitted for your review and approval. The attached Sheet C -14 is entitled SS Plan & Profile and is listed as being Revision No. 2 of the original sheet with a revision date of August 25, 2004. The drawing is being submitted to incorporate the increase in sewer line size from 8 -inch diameter as shown on the previously submitted construction plans to 12- inch diameter as requested by the City of College Station. As can be seen from a review of the attached drawing, we have also changed the slopes of the proposed sewer line as compared to both the existing line and the line shown on the previously submitted construction plans. As discussed in earlier conversations concerning the line sizes, the initial slope of the proposed larger 12 -inch diameter sanitary sewer has been flattened to a slope of approximately 0.34 percent. As you might recall, the slope for the existing 8 -inch diameter line was approximately 2.98 percent. The larger diameter line with the flatter slope will still have approximately the same flow capacity as the previously existing smaller line with the steeper slope. The flatter slope for the proposed line will permit shallower excavation depths for installation of the proposed line. However, it should be noted that the slope of the final or end segment of the proposed line had to increased to the maximum permissible slope of 3.1 percent for a 12 -inch diameter line in order to maintain the 6 feet minimum cover for sanitary sewer lines as required by the B /CS Unified Design Guideline Manual — Water and Sewer, Effective February, 2004 (page 6). Even with the steeper end slope there will be a drop of approximately 5 feet at the existing connecting downstream manhole. Dear David, The purpose of this letter is to confirm the location of a possible traffic signal on University Drive in front of the Henton - Lincoln Subdivision. As you are aware, the Texas Department of Transportation (TxDOT) widened University Drive and installed raised medians two years ago. At that time, staff examined existing and future traffic signal locations. As a general rule of thumb, traffic signals should be spaced at least 1 /a mile (1000 feet) apart. This spacing could be accommodated in this particular section of University Drive, between Lincoln Avenue and Tarrow Street intersection. (See attached Exhibit "A ".) Prior to a traffic signal location being approved by the City and TxDOT, the proposed location must satisfy a traffic signal warrant based on the Texas Manual on Uniform Traffic Control Devices (TMUTCD). This determination would be made with a traffic signal warrant study. In addition to determining if warrants are satisified, the study would also address other issues that should be considered in the design. Right now the only left hand protected turn along University going south is on the eastern side of the Quality Suites and McAlisters deli. This entry drive, because it is a protected left hand turn, is utilized currently by the McAlister's restaurant, the Quality Suites and the condominiums behind the Quality Suites, Now with the new 91 room AmeriSuites using this drive as its only means of egress and ingress there is a HUGH traffic problem, not to mention the danger to the patrons of the 2 hotels and the restaurants. Now the City wants us to allow the traffic for the Wheeler tract, which I understand to be a future restaurant, to utilize this same driveway and for us to allow their traffic to drive across the AmeriSuites property, through our porte- cochere and over to their restaurant, is ludicrous to say the least. That would be 2 hotels (172 rooms) 2 restaurants and a condominium complex All using this single access point. We MUST have a meeting ASAP on this issue, as I cannot believe this is the best we can do. Thanks. Tom Kirkland 1�
