SUBJECT: AMERISUITES HOTEL (SP) - Site Plan
Staff reviewed the above - mentioned site plan as requested. The following page
is a list of staff review comments detailing items that need to be addressed. The
next submittal will be the third and final review by staff for this round of reviews.
If all items have not been addressed on the next submittal, another $200
processing fee will need to be submitted for the subsequent set of three (3)
reviews. Please address the comments and submit the following information for
further staff review:
$600 Infrastructure Inspection Fee;
One (1) complete set of construction documents for the proposed
development with the revised site and landscaping plans attached;
Three (3) copies of the TxDOT Driveway Permit
If there are comments that you are not addressing with the revised construction
documents, please attach a letter explaining the details. If you have any
questions or need additional information, please call Spencer Thompson at

PLANNING
1. No comments.

ENGINEERING
1. TxDOT driveway permit required. What are your plans for the street light in the
proposed driveway?
2. 1 do not show that a $600 Infrastructure Inspection Fee to
proposed public water and /or sewer has been paid.
3. Retaining wall in easement is not permitted. This includes the
sewer easement and the one shown in the waterline easement.

5. One option for the sewer line/ retaining wall conflict is to reroute the line if it is going
to be replaced anyway. This may require a manhole or two.
6. The fire line if it is public is required to be in a utility easement. If this is problematic
on this site you may want to consider placing vault and backflow preventer outside
the building. The line will be private after the backflow preventer and does not
require a public utility easement.
7. The following comments are regarding the public waterline. Some comments refer
to the line up to the property. If you choose to install a backflow preventer outside
the building the vault and meter need to be in an easement. The remaining fire line
to the building does not need to be in an easement.
8. Please make reference in construction notes that all construction to be done per
Unified BCS manual, details, and specifications.
9. Sheet C -11. Minimum PUE for waterline is 15 -ft.
10. Sheet C -12. Blow -off at end of line not needed. Fire hydrant is sufficient.
11. Sheet C -12. Center joint of waterline over existing 12 -in sewer.
12. Sheet C -12. Blow -off at Sta 6 +65 not needed. Upgradient hydrant is sufficient.
13. Sheet C -12. Casing should be 18 -in.
14. Please add note to plans concerning the following item on page 6 of the BCSDG.
All bends and fittings producing a change in alignment greater than the deflection
allowance of this manual shall be restrained to the pipe and blocked to undisturbed
soil. In addition, the pipe itself shall be restrained for a minimum of 2 joints on either
side of the alignment change.
15. From the water demands you have supplied from your report, the proposed hotel will
receive a 2 -in domestic meter. Is this your intent?

Staff reviewed the above - mentioned site plan as requested. The following page is a list
of staff review comments detailing items that need to be addressed. Please address
the comments and submit the following information for further staff review:
One (1) complete set of construction documents for the proposed
development with the revised site and landscaping plans attached;
Easement Dedication Sheet and required documents.
Please note that the Easement Dedication Sheet and the necessary documents are
required prior to the issuance of a building permit. If there are comments that you are
not addressing with the revised site plan, please attach a letter explaining the details. If

PLANNING
1. Please provide a key map on the site plan.
2. Please include the subdivision name with the legal description.
3. Please identify the distances to adjacent driveways and opposite median openings,
if any.
4. If there will be pedestrian access to the hotel from the rear, please show the areas
that will not be sodded (e.g., concrete paths from curb to door).
5. Please remove "Flood" from the fire hydrant identification.
6. Please identify fire lanes and note their form of identification.
7. Please provide curb and pavement details.
8. Please provide more detailed information on the screening of the dumpster pad.
9. Provide a general note that all roof and ground- mounted mechanical equipment
shall be screened from view or isolated so as not to be visible from any public right -
of -way or residential district within 150' of the subject lot, measured from a point five
feet above grade. Such screening shall be coordinated with the building architecture
and scale to maintain a unified appearance.

LAN DSCAPING /STREETSCAPING /BUFFER
The Unified Development Ordinance requires that this project provide a buffer
between it and the adjoining property zoned R -4 (approximately 38 feet along the
western property line). The minimum buffer is a 10 -ft. planted yard and a wooden
fence. If a buffer yard is tripled, the fence may be omitted; therefore, the fence may
be omitted in this case. The buffer yard plantings (two 1.25 -inch non - canopy trees
or 13 shrubs, and one 2 -inch canopy tree) and related irrigation are still required. If
you wish to propose an alternate buffer standard or request a waiver to the buffer
requirements, such appeals must be made to the Design Review Board.
2. Provide a general note that 100% coverage of groundcover, decorative paving,
decorative rock, or a perennial grass is required in parking lot islands, swales and
drainage areas, the parking lot setback, rights -of -way, and adjacent property
disturbed during construction.

ENGINEERING
1. This project is required to submit a Development Permit application. The DP and its
requirements are processed in conjunction with the Site Plan. Some comments
below are DP related.
2. TxDOT has submitted comments on this plan to the City. According to the new
TxDOT Access Manual, driveway spacing along this roadway is 425 -ft side -to -side.
Therefore, there is insufficient space for the proposed eastern drive. Please see
cross access requirements per the UDO. This site should provide access from
University Drive to the adjacent tract to the east. Any maintenance issues should be
worked out between property owners in private agreements.
3. The water line shown is a public line. Construction documents are required as part
of the DP. You must provide a plan and profile of the entire line to be constructed.
See BCS Unified Design Guidelines.
4. A water report is required to show compliance with fire flow capacity, hydrants and
the BCS Unified Design Guidelines. The Guidelines state: avoid water lines under
pavement where possible.
5. You may wish to look at tying into the existing 8 -in water line to the south rather than
from Lincoln. Another option is further to the south along west property line. Again,
a water report must show compliance. An 8 -in line may not be sufficient.
6. As part of the DP and site development you must provide a Drainage Report. See
Drainage Policy and Design Guidelines. This site is in the Mandatory Detention
Area.
7. You must provide an estimate of water and sewer demands as part of the site plan.
The water meter will be sized accordingly. All private lines are to meet plumbing
code.
8. Please note, the adjacent site to the west discharges stormwater onto this site. Is
grading on this site going to accommodate this?
9. Please note, the existing sewer line on this site is under rehab. The pipe bursting
project will leave an SDR -19 HDPE sewer line for this site to tie -in to.

ELECTRICAL
1. Developer installs conduit per city specs and design.
2. Developer provides 30' of rigid conduit for riser poles. Developer installs
first 10'. City installs remainder.
3. Developer pours transformer pad(s) per city specs and design.
4. Developer installs pull boxes as per city specs and design.(pull boxes
provided by the city.
5. Developer provides digital AutoCAD 2002 version of plat and /or site plan.

7. Developer provides temporary blanket easement for construction
purposes.

8. Developer provides easements for electric infrastructure as installed for
electric lines.

MISCELLANEOUS
1. In regards to the dumpster: Enclosure approach angle (58 degrees) is too sharp for
the lane space (35 feet). Enclosure needs to be rotated by 13 degrees clockwise to
create an approach angle of 45 degrees.

2. Irrigation system must be protected by either a Pressure Vacuum Breaker, a
Reduced Pressure Principle Back Flow Device, or a Double -Check Back Flow
Device, and installed as per City Ordinance 2394.
3. All BackFlow devices must be installed and tested upon installation as per City
Ordinance 2394.
