SUBJECT: FINAL PLAT for CASTLEGATE SECTION 5, PHASE 2
Item: Consideration, discussion, and possible action on a Final Plat for Castlegate
Subdivision Section 5, Phase 2 consisting of 45 lots on 13.507 acres located off
Green's Prairie Road and Castlegate Drive. (04- 00500141)
Applicant: Wallace Phillips for Greens Prairie Investors, Ltd.
Staff Recommendations: Staff recommends approval of the Final Plat as submitted.
Item Summary: This item is for the consideration of a Final Plat for a residential
subdivision that will allow for the development of 45 single family homes. Included in
the development are common areas and a greenway area that encompasses the 100 -
year flood plain located along the northwest property boundary. This Final Plat is in
conformance with the zoning and subdivision regulations and with the Master
Preliminary Plat that was approved by the Commission on December 11, 2003.
Comprehensive Plan Considerations: The Final Plat is in compliance with the Land
Use Plan, which designates the area as Single Family Residential Medium Density (3 -6
DU /acre). The Final Plat is also in compliance with the modified standards approved
with the rezoning, including modifications to standard street widths, sidewalks, lot
dimensions, and setbacks.
Sections 5 will take access from Castlegate Drive, which is designated as a minor
collector on the City's Thoroughfare Plan, and Green's Prairie Road, designated as a
minor arterial. This subdivision is located in the Spring Creek Sanitary Sewer Impact
Fee Area 97 -01. Impact Fees will be due at the time the Final Plat is filed for record.
The Current fee for this area is $349.55 per Living Unit Equivalent (LUE).

ENGINEERING
1. An off -site easement will be required for sewer line S -5.
2. End water line W -7 within plat boundaries or provide off -site easement.
3. Provide detail of 16' wide valley gutter in Newark Circle, and show how it ties in to
the street pavement.
4. A typical street section for Newark Circle is shown on Sheets 2 and 3. Should one
of these be for Hearst Court?
5. Revise detail of 7' drainage channel and detail for 6' drainage flume to include tie to
ground.
6. Add structural backfill to all utilities within 5 feet of pavement.
7. Add erosion control to detention pond outlet pipe.
8. Please consider that fences will not be allowed within the public drainage easement
and how the placement between fences will affect maintenance of the drainage
channel. (As discussed, you may want to relocate channel to Common Area
between Lots 18 and 19.)
9. Drainage Report: Show how you got information in Table 5 by providing sample
calculations.
10. Drainage Report: Provide hydrographs and HEC -1 printouts.
11. Provide water design report as required by BCS Unified Design Gudielines.

ELECTRICAL
1. Developer installs conduit per city specs and design.
2. Developer provides easements for electric infrastructure as installed for
electric lines (including street lights).

5 ft PUE between lots 50 & 51 on 51

Construction," 2 copies of the revised Drainage Report, 2 copies of the

Fire Flow Analysis. Also included is our response to Staff Comments No. 1.
Please return extra sets of stamped plans to our office.

Engineering:
1. The sewer line construction can be completed Linder the blanket utility easement.
2. The waterline construction can be completed under the blanket utility easement.
3. The detail of the valley gutter is on Sheet 2.
4. A typical street section of Hearst Court is shown on Sheet 3.
5. These details have been revised.
6. All utilities within 5 feet of pavement are shown to be structural backfill.
7. Rock riprap has been added to the detention pond outlet pipe.
8. The channel has been relocated.
9. Table 5 information.

SUBJECT: CASTLEGATE SEC 5 PH 2 (FP) - Final Plat
Staff reviewed the above - mentioned final plat as requested. The following page is a list
of staff review comments detailing items that need to be addressed. If all comments
have been addressed and the following information submitted by Monday, June 21,
10:00 a.m., your project will be placed on the next available Planning and Zoning
Commission meeting scheduled for, July 1, 2004, 7:00 p.m. in the City Hall Council
Chambers, 1101 Texas Avenue.
Two (2) copies of the revised Final Plat;
One (1) Mylar original of the revised final plat; and
One (1) copy of the digital file of the final plat on diskette or e-mail to
nmanhart @cstx.gov
Upon receipt of the required documents for the Planning & Zoning meeting, your project
will be considered formally filed with the City of College Station. Please note that if all
comments have not been addressed your project will not be scheduled for a Planning &
Zoning Commission meeting. Your project may be placed on a future agenda once all
the revisions have been made and the appropriate fees paid. If you have any questions
