TEXAS AVE. • BRYAN, TEXAS 77803 -2760 • (979) 778 -2165 SH 6 Frontage Roads One -Wa y Conversion From College Station to the Navasota River Open -House Public Meeting Thursday, July 22, 2004 3:00 p.m. to 7:00 p.m. Wellborn Community Center The Bryan District of the Texas Department of Transportation (TxDOT) will hold an open -house public meeting to discuss the planned conversion of all the SH 6 Frontage Roads between College Station and the Navasota River to one -way operation. The planned conversion will include revising entrance /exit ramps and possibly adding interchanges to facilitate one -way travel. A layout of the potential changes to the corridor will be available for viewing at the open house. All interested citizens are invited to attend this meeting. TxDOT staff will be available to discuss the planned changes. No formal presentation will be made. Comments may be presented at the meeting or in writing to Mr. Robert A. Appleton, P.E., Bryan Director of Transportation Planning and Development at: TxDOT, 1300 North Texas Avenue, Bryan, Texas 77803, or by Internet E -mail to cbohne @dot.state.tx.us. An Equal Opportunity Employer F!LEgOpy f)41, i., It L Pebble Creek Owners Association August 19, 2004 Dear Planning and Zoning Committee Member: The Pebble Creek Owners Association would like to communicate its position regarding the amendments being requested by Pebble Creek Development Company to the City of College Station's Thoroughfare Plan. The first request is for Congressional Drive not to extend to Lakeway Drive, as currently shown on the Thoroughfare Plan. Of the more than two thousand residents who reside in Pebble Creek, the majority of them that we have spoken with, agree that extending Congressional Drive to Lakeway would serve no purpose and would create additional traffic hazards. We oppose the extension of Congressional to Lakeway Drive, and support amending the Thoroughfare Plan to demonstrate this change. The second request is to extend Spearman Drive to Greens Prairie Road rather than to Pebble Creek Parkway, as currently shown on the Thoroughfare Plan. This extension is the key in relieving the traffic problems on Parkview near the Elementary School, and the backed -up traffic that occurs at the Lakeway /Greens Prairie intersection every morning. We support amending the Thoroughfare Plan to extend Spearman Drive to Greens Prairie Rd. We have been informed by City Staff that they feel extending Congressional Drive will alleviate traffic problems near the Elementary School. We have surveyed these residents who live by the school and the majority of them feel that Congressional being extended is not going to help with their traffic problems. Included in this packet are petitions which have over 200 signatures from residents of Pebble Creek who DO NOT want Congressional extended and who WANT Spearman to extend to Greens Prairie Rd. There is also a map included in this packet with the residences highlighted, which have signed these petitions. We urge you to vote AGAINST extending Congressional Drive to Lakeway, and FOR the extension of Spearman to Greens Prairie Rd. Thank you for all your support. We, as residents of Pebble Creek, would OPPOSE any attempt to proceed with this proposal for the following reasons: (1). In making Congressional a Minor Collector, the City's Intent Is to divert traffic from the other entrances and exits of Pebble Creek. Having an entrance or exit In the Southwest area of Pebble Creek will not accomplish this. The majority of the residents will still use Pebble Creek Parkway and Spearman as entrances and exits to Pebble Creek, as these streets go north - which Is where the majority of our residents are headed, Therefore, the extension is completely unnecessary, (2.) Unlike Spearman Dr., which Is also a Minor Collector, Congressional Dr. Is not designed as a "collector street ". Although the only area of Congressional that is being labeled as a collector is the part West of St. Andrews, any resident who would use this exit would be coming from Royal Adelade. On Congressional Drive, from Royal Adelade to St, Andrews, there are many homes which frontage Congressional and have driveway access off of It. Therefore, the extension would create traffic problems. (3). As with most of the Interior streets of the development, Congressional Dr. is now the home to many families with young children. Adding the additional traffic that will come from the extension to Lakeway Dr. will greatly increase the danger that accompanies human - vehicle Interaction. Therefore, the extension would create safety issues. (4). The current width of Congressional Dr. is also a concern when considering its use as a "collector street ". Unlike Spearman Dr., which is 38 feet wide, Congressional Dr. Is only 26 feet. If there were any cars parked along the curb of Congressional Dr,, it would not be possible for cars going opposite directions to pass next to each other. Since we realize there is a need for additional access to and from Pebble Creek, we propose the following: (1). Extend Spearman Dr. north to intersect with Greens Prairie Rd. This intersection would be directly across from the new CS Fire Station, which would: (a). Provide better access for Emergency vehicles into the heart of the Pebble Creek community, (b).
