Subject: Crowley Tract Update
Wallace Phillips (developer of Castlegate and the Crowley Tract) called last week to inform me that the
group that was planning to construct a driving range facility on the existing Crowley Tract detention facility
had determined that the project was not financially feasible. He said that Mr. Crowley now wanted to
return to the proposal that the City accept the detention facility for park purposes in an overall agreement
that would include the neighborhood park site and the proposed greenway area.
I told Wallace that I could not see any potential value to the City for the detention to be used as a
recreation site due to its configuration and construction. It would be a very expensive maintenance
burden for the City in the future with little recreation value. He agreed with this assessment and wondered
if there might be some way to reconfigure the dentention area to accomodate some type of recreation
area. I told him that I was willing to meet with him at the site to look at it, but it would require a lot of work
to make it into any thing that may be useable for us. Also, the park dedication should not be up for
re- consideration as the we have already acted upon that.
The main issue that I see is that Crowley may decline to give the greenway area to the City unless we
also accept the detention facility. However, this is an area that is partially restricted from development
due to a previous commitment to TxDOT related to the construction of the new highway 40 and the
presence of an endangered species.
I am sure that we will have some discussion of this in the future and wanted to let you know the latest
information. It is not on the agenda for the meeting tomorrow.

Dear Ms. George:
Attached are 2 copies and the mylar original of the Revised Final Plat for the above -
mentioned project. Revisions include those noted in the Staff Comments dated February
5, 2003. Concerning Engineering Comment #2, the future parking for Phase 4 will not be
in the street right -of -way. A common area will be shown when the Phase 4 Final Plat is
prepared. For Engineering Comment #6, the small easement shown off of Line Segment
9 in Common Area #3 is for a future sewer line in Phase 4. A 15' PUE, which was
inadvertently left off, is also shown near this area to accommodate the future storm sewer
for Phase 4.

The deed is acceptable in its current form. Thanks. As for the taxes, we will accept the certificate for last year and Mr.
Crowley can pay the taxes for this year when they come due.
