A waterline will be along Oxburgh and Decatur. Water Service: Water to be provided to each structure, as required. Sewer required for plat: Each lot is required to have public sewer service, as shown on the plat. Sewer extension will come off the main Spring Creek sewer trunkline. Sewer Service: Sewer to be provided to each structure, as required Street(s) required for plat: All streets shown on plat are required for this subdivision. Streets /Access: Oxburgh and Decatur are both collector streets. Residential access is precluded on collectors, where applicable. Off -site Easements required for plat: None Drainage: Drainage from this project is predominately to the regional detention pond, Tract 1 -D. Flood Plain: The existing floodplain is shown on the plat. In addition, the proposed floodplain per an approved CLOMR is shown, as well. Oversize request: See Budgetary and Financial Summary Section. Impact Fees: The subject property is in the 97 -01 Spring Creek Sewer Impact Fee Area. The current fee is $349.55 per Living Unit Equivalent. Parkland Dedication Fees: The Developer proposes to dedicate the required parkland. A development fee of $358 per unit is required for each platted lot. STAFF REPORT Project Manager: Spencer Thompson Date: February 11, 2003 Email: sthompson @ci.college- station.tx.us Item: Consideration, discussion, and possible action on a Final Plat for the Spring Creek Townhomes Subdivision Phase 1 consisting of 29 lots and Common Area(s) on 4 acres located at Oxburg Drive and (the future) Decatur Drive on the Crowley Tract. (03- 00500030) Applicant: Mr. Wallace Phillips for Spring Creek CS Development Ltd. Staff Recommendations: Staff recommends approval of the Final Plat as submitted. Item Summary: This item is for the consideration of a Finaf Plat for Phase 1 of a townhome subdivision per the approved PDD -H zoning requirements. The Meritorious Modifications are included as Note 3 on the plat. Oxburgh Drive will be constructed to just past Spring Hill Drive to accommodate this development. All Common Areas shown on plat are to be owned and maintained by an established HOA. Comprehensive Plan Considerations: Land Use Plan: The LUE shows this area as single - family residential. The Commission and Council approved an initial rezoning from A -O to R -3 for the subject property. A subsequent PDD -H was approved by the Commission and Council earlier this year. Thoroughfare Plan: The plan shows Decatur, a major collector, connecting to Oxburgh, a major collector. Oxburgh will eventually tie -in to SH 40. The Applicant is currently constructing Oxburgh Drive. Parkland Dedication: The Crowley Tract has been approved to dedicate a 5 -acre tract to meet all parkland requirements as approved by the Parks Board. The required portion of parkland for this development is required to be dedicated at time of filing this plat. The development fee is required, as well. Open Space Dedication: None, at this time. Compliance with Master Plan: This plat complies with the approved Master Preliminary Plat. Compliance with rezoning conditions: This plat complies with the approved PDD -H zoning. See note #3 on plat for details. Compliance with Subdivision Regulations: The plat complies with current City Subdivision regulations. Zoned: PDD -H. Related Advisory Board Recommendations: Parks Board: The board has approved the 5 -acre park to be dedicated for the planned residential properties for the Crowley tract as shown on the Master Preliminary Plat.
