A situation has come up with the new extension of the Alexandria Subdivision that will apparently have the same parking situation on Eagle that the Stylecraft houses that are at the Eagle/Victoria intersection currently have. With the parking on the street that will invariably occur, the traffic and safety on Eagle will be a disaster. This street parking will be directly in front of a very busy Creek View Elementary and will make things incredibly hazardous. I truly believe that bike lanes are the only solution for all of the myriad of problems that currently affect Eagle Drive. I am forwarding you an email from another resident that shows the plan for the subdivision and the potential parking issues. Please let me know if there has been any movement on the bike lanes. I will also be sending this to Tami Laza, the Principal of Creek View, who is also in favor of the bike lanes on Eagle Drive. Thanks Matt Wofford Original Message Thank you Mr. Hilgemeier for answering all my questions and sending me the plan to look at. I am extremely concerned about these new homes going in because Newport & Eagle are way too congested with traffic in the morning & when school lets out and when there are school events. Already the streets can not handle the traffic and when homeowners park on the street which they will do just as they currently do with the Stylecraft homes down the street on Eagle -- that's just going to add to the problems that exist. Lots of parents park on Newport- -on the street where those new houses are going to be built and walk their children to school to avoid the lines of cars on Eagle. The school has done all it can do to keep the flow of traffic moving and to keep the children safe. However, by allowing these new homes to be built here, you'll just be adding to the problems that already exist. The direction of the houses needs to be changed or they don't need to be built. If you all don't believe how bad it is, talk to the school officials and park out on both streets and just observe the morning & afternoon traffic patterns and you should see how you will be introducing more problems into the mix that already exisits -- eventually some child and or parent is going to get hit by a vehicle. That whole area is dangerous and there have been several close calls. I have attached a copy of the platting document for Phase 6 of the Alexandria Subdivision. It appears that there will be 12 lots that face Eagle Avenue, but will take access via a private alley, and then an additional 5 lots on a bulb off of Crested Point Court. The alley backs -up to 9 acres of greenway area that was dedicated to the City with this plat. For the most part the greenway area will remain largely undeveloped, however at some point in the future when funding is available, a multi -use trail will be constructed in the greenway area. There may also be some grading work done for detention purposes, but it will be sensitive to the surrounding natural areas. Please let me know if you have any questions about the plat or any other questions about this development and I will be happy to help you in any way that I can. • Sincerely, Matthew • Matthew Hilgemeier Staff Planner, Planning & Development Services City of College Station 979 - 764 -3570 City of College Station Home of Texas A &M University ® • On Thu, Sep 2, 2010 at 4:28 PM, Venessa Garza <Vgarza @cstx.gov> wrote: > Hi Matt, > Thank you for your comments and concerns regarding Eagle Avenue. The car situation on Eagle is getting out of hand. This morning there were 13 cars parked in front of the first 5 houses on Eagle drive. Right now there are still 9, plus the work vehicles on the 2 new houses. Their trash pickup is today, so the trash cans are out in front of the cars and in the street. In the momings and afternoons, that road is packed with cars going to and from Creek View. Everyone is having to squeeze in between all of the cars parked on both sides of the street. 3/4 of the vehicles are large trucks from primarily two houses. With the two houses being currently built, that small block of houses will have 15 -20 cars parked in front of them. If the other side of Eagle (over Victoria) is already no parking and since Victoria, Graham, Longmire and Baron are No Parking, how is this part of Eagle any different? QTY OP COLLEGE STATION June 2012 Dear Property Owner /Resident, In an effort to provide a safe biking environment and better accommodate residents, the City of College Station is implementing and improving the bicycle network in your neighborhood by installing a bike lane on E Avenue'from ....to .::. Extending the City's bicycle network is part of the Bicycle, Pedestrian, and Greenways Master Plan adopted by Council per City Ordinance No. 2010 -3226. You are receiving this notification because you live on and /or own property adjacent to Eagle Avenue in College Station, Texas. Bike lanes can serve to improve access to schools, parks, and area neighborhoods and businesses; enhance mobility; as well as help to encourage active healthy living. This effort is documented in the City's Bicycle, Pedestrian, and Greenways Master Plan (available at cstx.gov /bikepedgreenways) which identifies areas where bicycle facilities are needed and has goals to improve connectivity and accessibility, increase safety and create a multi -modal transportation system around the City. The City of College Station will be installing bike lanes within the next 2 -4 weeks. A bike lane is a striped portion of the roadway that has been designated for the preferential use of bicyclists. To accomplish this improvement, on- street motor - vehicle parking will be permanently removed on both sides from this portion of the roadway. This draft is based on the information presented to Council, the meetings we have had between PDS and PARD and input from the joint sub - committee of the P &Z Commission and the Parks and Rec Advisory Board. Please review the information and provide any comments, corrections, additions, etc. It would be best if these could be done using track changes and comments from Word Perfect. Also, I would like to send out a revised text -only draft to the sub - committee by the end of the week for their meeting on the 28th. If at all possible, I would appreciate your comments by the end of the day on this Wednesday so that I can make necessary revisions (sorry for the quick turn - around). Also, please distribute the draft to anyone else you feel appropriate - the more thoughts and comments the better. Please review the draft with the following in mind: The draft is text only - there are many pictures, charts, maps, graphics, etc. that will be added - most of these will come from the previous preliminary draft The Executive Summary is intended to be a stand -alone item and thus the text in the rest of the plan will seem somewhat repetitive. The population data has yet to be updated to reflect the just - released census info, though the number used are close enough that no major changes should be needed Information still needs to be added to the recreation program needs (starts on p 39) Costs and revenue information still need to be developed The list of actions in Section 6 will not be in list form in the final document, but rather a table and the information will be more detailed than presented in this draft A priority list of the 6 or so most critical actions is yet to be finalized. Once finalized it will be added to the document The Appendices are intended to be where the detailed information is placed, rather than cluttering the body of the main document. Most of the Appendix information will come from the previous preliminary draft. Appendix G still needs a great deal more information that I will be adding with the formatted version. Please let me know if the main concept comes through clearly (that is, we want to figure out a way to meet needs, lower O &M costs, move parks closer to residences, create new ways to pay for programs and events, understand better the costs of programs and decide how much subsidy is needed for each, and we want to do all of this in a strategic incremental fashion - for example figure out how to lower O &M costs first and implement and then take the more dramatic step of accepting private parks as meeting parkland requirements). If this does not come through clearly and /or there is a better way to reinforce this, please let me know as it is critical to the plan. Please feel free to comment on any obvious technical errors, typos, grammar errors, etc. If you have any questions or need additional information please do not hesitate to contact me. Eagle seems to have room in some areas, but we also want to avoid impacting existing trees if we can. I'm not sure if we will need to take it from the existing road way or if it can fit. Maybe just in the section from Longmire to SH 6 would involve demo -ing the roadway to avoid tearing out their landscaping and sign. Perhaps your photos taken during our walk and the attachment will give you an idea of whether adequate space exists. You can assume the fence lines are the ROW lines. The SH 6 frontage road option seems to have enough space for the most part, but we assume the drainage will need to be placed in pipes /culverts with the trail on top in the existing drainage area with adequate separation and /or barrier if needed from the frontage road. The cost estimate should account for those drainage improvements. Longmire and Barron Road will probably need additional ROW, therefore we would look to eating up the bike lane to provide space for the trail. As far as utilities, if they are private utilities (gas, telephone, cable) and are in our ROW, there shouldn't be any cost we incur for the relocation, only if it's a waterline, sanitary sewer, and electrical. All of your other assumptions seem fine. Let me know if you have any questions about any of this, and thanks for sending the response matrices. • Danielle Charbonnet, P.E., CFM Assistant City Engineer Public Works Department City of College Station 300 Krenek Tap Road College Station, TX 77840 P: (979) 764 -5028 F: (979) 764 -3489 dcharbonnet @cstx. gov <mailto:dcharbonnet @cstx.gov> City of College Station Home of Texas A &M University ® From: "Cooper, Wayne" <wCooper @Halff .com <mailto:wCooper @Halff.com» To: Danielle Charbonnet <Dcharbonnet @cstx. gov <mailto:Dcharbonnet @cstx.gov» CC: "McCarthy, Meghan" <mMcCarthy @Halff .com <mailto:mMcCarthy @Halff.com» Date: 3/27/2012 3:59 PM Subject: FW: survey tabulations Danielle: Please see attached tabulations for public surveys returned at each meeting. We can tweak the formats if you think the message will convey better one way over another. Regarding costs for moving the trail into the bike lanes along Options 2-4 in Segment "A ", we will calculate curb /gutter and 6 -foot width of asphalt demolition costs within the bike lanes; and we will calculate that adjacent 3 to 5 -foot wide sidewalks be removed as well. We will assume that a new curb and gutter be installed at the edge of former the bike lane, and that the new walks will be located along the back of the new curb. We will assume that fill materials will and new turf will be required where old walks were formerly located. We will assume that storm drain inlets along the street, on the existing curb line, will have to be totally rebuilt. We will provide an allowance for as -yet- unforeseen utility impacts /relocations /renovations as a result of the curb /pavement removal and walk reconstruction. Does the above approach sound acceptable? We should be able to get these updated costs to you by tomorrow after lunch. We will have a list of O &M activities to you tomorrow as well. We would probably want to put that in a pipe and place the path somewhere on top of it, so I would assume the entire length along the frontage road with curb inlets draining into it rather than the bar ditch. Bike lanes are proposed from SH 40 to SH 6. This includes the removal of parking along both sides of the road and wanted to make y'aIl aware of this change since this includes a section in front of Edelweiss Gartens Park. Parking would still be allowed along Latinne Court and Brandenburg Lane. This would take effect in the next month or so and wanted to see if y'alI have any questions or concerns. Thanks!
