This letter is in response to the City of College Station Staff Review
Comments received February 17, 2003.

1. Please remove the language regarding parking spaces
"required." The number of parking spaces required will be
determined by the Project Review Committee.
The language regarding "required" parking spaces has been
removed from the Site Development Plan.
2. Please provide curbing between the sidewalk and the parking
located closest to the building.
The proposed sidewalk has a built in curb with 6 -inch reveal
along the parking area located closest to the building. Please
refer to "Brushed Concrete Walk" detail on Site Development
Plan.
3. Please curb the entire dumpster area.
Curbing has been added around the entire dumpster area.
Please note, a 4 foot wide sidewalk has been added to serve
the access door along the east side of the dumpster enclosure.
Please see Site Development Plan for location.
4. 1 am providing you with our standard paving /curb details. Any
other proposal will have to be approved by the City Engineer.
We are proposing an 18 -inch straight concrete curb for the site
to be reviewed and approved by the City Engineer.
5. Please be aware that there must be a fire hydrant within 300
feet of the furthest point of the structure. If the existing fire
hydrant meets this requirement, please provide the exact
distance and location. I do not find a fire hydrant in the
direction that you call out.
From available information from the City of College Station
Utility Department and Fire Department, the exact distance
and location of an existing fire hydrant is 160' West of the
centerline to the proposed western drive. The hydrant location
is noted on the revised site development plan.
6. Please provide the sizes of existing utilities and whether they are
public or private lines. Easements are required for all public
utilities and meters that are not located within the public right -
of -way.
From available information, the sizes of existing utilities are
provided and noted public or private on the Site Development
Plan. If it is determined that any easements are required, they
will be applied for prior to construction.
7. Please locate the irrigation meter. Irrigation will be required for
all landscaped areas and an irrigation plan must be approved
by our department prior to C.O.
The location of the irrigation meter is called out on the irrigation
plan. All landscaped areas are irrigated per city and state
codes.
8. Specify whether the wood fence, you show as existing, will
remain.
A southern portion of the fence (Approximately 45') will be
removed so that termination of the fence is parallel with the first
parking stall of the proposed site. The area being removed is
noted on the site development plan.
9. Does the proposed sidewalk that you are showing line up with
the existing sidewalks on adjacent properties? Will the existing
sidewalk in front of the property remain concrete or will it be turf
or ground cover?
The proposed sidewalk lines up with the existing sidewalk along
University Drive, please see Site Development Plan. The existing
sidewalk along University Drive will be removed and turf is
proposed in this area. Please refer to Site Development Plan
and Landscaping Plan for locations.
10. The existing Northgate Design Guidelines strongly encourage an
eight -foot wide sidewalk (you could extend the proposed
sidewalk toward the street). The guidelines also called for
stamped dies concrete sidewalks (resembles brick pavers). The
Public Works department can provide the specs for the
stamped dies concrete. This may or may not be required by
the Project Review Committee. Staff will recommend for it.
An 8 -foot wide sidewalk has been provided along University
Drive. This sidewalk has been specified, as a stamp died
concrete sidewalk. Please refer to Site Development Plan for
locations.
11. Please be aware that internally lit signs are discouraged in the
Northgate area. Indirect lighting is preferred. The Project
Review Committee has discretion over signs.
Please note that all signs except the marquee sign over the
main entrance has been changed to indirect lighting.
12. Please screen the parking along the southern property line from
the right -of -way. This can be accomplished using shrubs or a
berm along the length of the last parking space on that row.
Please note that 6 shrubs have been added along the length of
the last parking space adjacent to the southern property line
for screening.
13. 1 am providing you with a list of plants that grow well in College
Station area. You may wish to use these species on your site.
The street trees must come from this list of canopy trees.
Please note the changes in species of plants used to
correspond with the list provided. Changes noted on
Landscape Plan enclosed.
14. Street trees in planter boxes located every 30 feet along
University Drive is strongly recommended to meet your
streetscape requirement. This can be accomplished by moving
some of your proposed trees to the front of the building on the
site plan. This may or may not be required by the Project
Review Committee.
The proposed landscape plan includes excess landscape
points to enhance the appearance of the site. Critical sight
lines were considered when designing the landscaping and we
would appreciate an opportunity to discuss the planter boxes
with the Project Review Committee before making such
revisions.
15. Please be sure that the parking spaces on either side of the
dumpster do not block the 12 foot required opening for the
dumpster screening gates (you may wish to pull the parking
slightly forward on the site)
The parking space layout next to the dumpster has been
adjusted to prevent blocking when the dumpster screening
gates open. Please refer to Site Development Plan.
16. The gate for the enclosure is only 10 feet wide. It needs to be
12 feet wide by Pete Caler, Sanitation.
Please note the revised dumpster enclosure on sheet A006 with
a 12' opening.
17. Please remove the reference to the West directional on
University Drive. Correct address is 815 University Drive.
Reference to the "West" directional on University Drive has
been deleted; please refer to Site Development Plan.
Engineering:
1. The proposed driveway throat length meets City ordinance
requirements (55 -ft). However, if needed, the Project Engineer can
adjust this requirement to accommodate a more efficient site
layout. You may adjust the parking spaces along the west such
that there is no longer any conflict with the dumpster pad; 5 -ft
adjustment should be sufficient.
Parking spaces along the west side of the site next to the
dumpster pad have been shifted to the south to avoid conflict
when the dumpster screening gates open. Please refer to the
Site Development Plan.
2. You will need a TxDOT permit for construction in the ROW. There is
no fee for this. It requires a form to be filled out, signature of the
landowner, and related construction drawings. Please contact this
department if you need this form faxed to you.
We have received a TxDOT Right -of -Way Permit application for
construction in the Right -of -Way of University Drive and it will be
submitted for approval prior to the start of construction.
Electrical:
1. Developer installs conduit per city specs and design.
All conduit installation is to be per city specifications and
design. Change noted on sheet E600.
2. Developer provides 30' of #4 rigid conduit for riser poles. Developer
installs first 10'. City installs remainder.
Per my conversation with Ronnie Bolin this note does not apply
to the proposed site. If it is determined that a riser pole is
needed, developer will provide 30' of #4 rigid conduit and
install first 10'.
3. Developer provides digital AutoCAD 20001 version of plat and /or site
plan. Email to rbolin@ci.college- station.tx.u
The CAD file of the Site Development Plan has been e- mailed
to Ronnie Bolin at the provided address.
4. Developer provides load data for project.
The estimated electrical load analysis for the proposed project
can be found on sheet E600.
5. Developer provides temporary blanket easement for construction
purposes.
We have received an Easement Dedication Sheet application
for the temporary blanket easement and it will be submitted for
approval prior to the start of construction.
6. Developer provides easements for electric infrastructure as installed
for electric lines.
If it is determined that the electric line is on the proposed
property the developer will provide the city with a meets and
bounds descriptive easement.
Miscellaneous:
1. Irrigation system must be protected by either a Pressure Vacuum
Breaker or Reduced Pressure Principle Back Flow Device and
installed as per City Ordinance 2394.
The proposed irrigation system is protected by a pressure
device and is to be installed per City Ordinance 2394. Please
note the revision on the irrigation plan.
2. All Backflow devices must be installed and tested upon installation
as per City Ordinance 2394.

Ms. George,
This letter is in response to the City of College Station PRC Meeting
Minutes received March 14, 2003 and Staff Review Comments No. 2
received February 28, 2003.
Planning:
1. An access easement will be required for the sidewalk that is
built on private property. This will be required to C.O.
Scott Deskins with SCC Development Company applied for a
temporary blanket construction easement on March 06, 2003.
The proposed 5' access easement has been shown on the site
plan.
2. The curb detail proposed does not meet minimum standards
and is not acceptable. Please see curb and pavement details
sent with the last set of comments.
The curb detail has been changed to the curb detail provided
by the City of College Station.
3. Any existing meters or utilities that will be used are required to
be in the public ROW or in a Public Utility Easement. Easements
need to be shown on the site plan and must be provided prior
to C.O.

The proposed 10' public utility easement has been shown on
the site plan.
4. 1 apologize for the outdated information sent to you by Fire
Marshall Mies regarding the water lines. Please remove the 12"
water line at the front of property. This line has been
abandoned. Please also remove the water line shown
traversing the property; this line does not exist.
Per conversations with the city, the 12" water line and the line
traversing the property have been noted as abandoned on the
site development plan.
5. The islands at the end of each parking row that abut the
dumpster pad will need to be extended the full length of the
parking space.

6. The typical pavement detail is still showing the 6" extruded
curb. This is not acceptable.
The pavement detail has been changed to the detail provided
by the City of College Station.
PRC Meeting Minutes:
1. First, they will be loosing one parking space in order to extend a
required end island next to the dumpster. The second change is to
cut off the access shown through the neighboring property and
make a turn around.
Both of these changes have been reflected on the revised site
development plan.
2. Commissioner Williams asked about the elevations and the
attached signage. The applicant wants an internally lit sign but
staff is recommending indirect lighting. The applicant Scott Shippey
stated they had changed all of the signage to have the indirect
lighting, except for the marquee sign. Commissioners Hall and
Williams told the applicant that internally lit signs are not allowed in
this area and all signs must be externally lit.
The marquee sign is now externally lit.
3. Staff Planner Flanery stated that the Board should consider requiring
some of the trees shown on the site plan be moved toward
University Drive to better meet the intent of the streetscape
requirement. She stated that this is within the Board's discretion.
Commissioner Williams stated the trees look fine where they are and
Commissioner Hall agreed. The landscape does not need to be
changed.
The landscape plan has been changed to address
comments made regarding streetscape requirements from
the Project Review Committee Staff Report dated February
24, 2003.

Re: Site Plan Application (the "Application ") made by Cheryl Obert for a Chipotle Mexican
Grill (the "Project ") to be located at 815 West University Drive, College Station, TX.
Dear Ladies and Gentlemen:
I have reviewed the plans (the "Site Plans ") accompanying the Application, prepared by
Civil & Environmental Consultants, Inc, and dated January 31, 2003. Culpepper Family, L.P.
owns the 3,386 (called 3,400) square feet tract of land (the "3,386 square feet tract ") shown by
being shaded in yellow on the enclosed Land Title Survey. The Site Plans indicate an access
way to and from the Project over and across the 3,386- square feet tract.
I am not presently actually aware of any agreement or circumstance that allows for ingress
and egress over the 3,386- square foot tract for the benefit of the Project land. Culpepper Family,
L.P. does not generally object to the Project. However, Culpepper Family, L.P. does object to
any use of the 3,386 - square foot tract by the owners, occupants or visitors of or to the Project.
