McClure Engineering Inc. 1008 Woodcreek Drive Suite 103 College Station, TX 77845 Re: Westfield Village Phase 6 Turnaround Requirements Dear Mike, This letter should serve as response to your e -mail dated July 7, 2003, a copy of which is attached for reference. In March of this year, a preliminary plat was submitted for Phase 6 of Westfield Village. This plat included Victoria Avenue and Mountain Breeze Way across the length of the project, as well as the intersection of these two boundary streets. This submittal was subject to a stop review due to non - compliance with the zoning of the property. While Ordinance Chapter 9, Section 6 -B.2.1 requires that subsequent phases of a master preliminary plat may only be developed if adjacent to each other, Staff believed that the connection to the north via Victoria Avenue provided sufficient traffic access for the project. After the project was rezoned, a revised preliminary plat was submitted in June that no longer included Mountain Breeze, and only included Victoria Avenue up to the curb return points of the intersection with Mountain Breeze. Rather than reject the roadways as dead -ends, staff interpreted that temporary turnarounds on Victoria Avenue and Night Rain Drive would effectively make them temporary cul -de -sacs to avoid the dead -end street prohibition requirement. As in all such requirements, applicants have the option of modifying their proposal in any number of ways to address the issue, or to request a variance from the P &Z. As you are well aware, we are able to take variance requests to the same meetings as the preliminary plats to avoid time delays, and have done so for you and your clients on other occasions. The plat shows a residential street crossing park property, the park that was dedicated with Westfield Addition PH 1. The plat also shows dedication of approx. 0.5 acres of land to parks. Compensation? Please let me know if you have verbally okay'd this or not and we can proceed with the plat review. It is my understanding that this item is to be on the Board's agenda for April. Is constructing a street on park property something Steve can approve? Board approve? Needs referendum approval? Thank you for your response. st Are you guys checking e-mail while in San Antonio? I feel like the lot configuration can change as long as you're able to maintain a pathway system similar to the Concept Plan. It showed an 8' pathway along Victoria to connect with the City's park and ultimately the elementary school. The change that you're proposing results in fewer lot. I don't see a conflict.
