The following page is a preliminary list of staff review comments detailing items that need to be addressed. Attachments: Staff review comments cc: BCS Development Company, Via fax 690.0348 Case file #03- 00500076 Home of Texas A &M University STAFF REVIEW COMMENTS NO. 1 Project: WESTFIELD VILLAGE, PHASE 6 (PP) - 03 -076 STOP REVIEW PLANNING As the preliminary plat varies considerably from the approved PDD -H rezoning concept plan, this review has been stopped. There are several issues that need to be addressed before we can proceed: 1. On the concept plan, common areas are shown at the intersection of Victoria and Mountain Breeze Way and through a portion of the tract's interior. 2. The concept plan shows eight -foot pathways around and through the tract. 3. The purpose statement of the rezoning ordinance talks about connectivity to the schools and adjacent neighborhoods. How will this be addressed? Reviewed by: Molly Hitchcock/Jennifer Reeves Date: March 31, 2003 ENGINEERING 1. Please change plat boundary line crossing Mountain Breeze Way to N 42 58' 55" E 91.40'. 2. Please show extension of Mountain Breeze Way through Bald Prairie Subdivision as shown on the Thoroughfare Plan. 3. Please submit Parks Board approval information. Sanitation is OK with this project for 70 gallon services. (PDD but single structures with side setbacks) NOTE: Any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that have not been pointed out to the City, will constitute a completely new review. 2 of 3 ELECTRICAL 1. Developer installs conduit as per city specs and design. 2. Developer installs street lighting per city specs and design. 3. Developer provides 30' of #3 rigid conduit for riser pole(s). Developer installs first 10'. City installs remainder. 4. Developer installs pull boxes per city specs and design. (pull boxes provided by the city). 5. Please address the comments and submit the following information by Monday, July 7, 10:00 a.m. to be placed on the next available Planning and Zoning Commission meeting scheduled for July 17, 2003, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue. Off -site easement is required for sewer line extension. 2. Why is the 0.139 -acre piece dedicated as greenway rather than park, as the last submission shows? 3. Please show temporary turn - arounds at Victoria and Night Rain Drive since you have taken Mountain Breeze Way out of this plat. 4. Show utilities that are existing or to be constructed with this plat. Do not show off- site, non - existing, non - required utilities. 5. Note 4 mentions Starlight Drive. Where is Starlight Drive? 6. This preliminary plat has been scheduled for the July 8, 2003 Parks Board meeting so that they can consider the proposed 8 -ft. pathway location. 2. Please reduce the depth of Lot 1 along Victoria to 115 feet. Any additional changes on these plans that have not been pointed out to the City, will constitute a completely new review. 2 of 2 MEMORANDUM July 7, 2003 TO: Planning and Zoning Commission FROM: Molly Hitchcock, Staff Planner Email: mhitchcock @cstx.gov SUBJECT: PRELIMINARY PLAT for WESTFIELD VILLAGE PHASE 6 (PP) Item: Consideration, discussion and possible action on a Preliminary Plat for Westfield Village Phase 6 consisting of 30 lots on 7.3 acres generally located at the southern end of Victoria Avenue across from Edelweiss Gartens Subdivision. (03 -076) Applicant: McClure Engineering for BCS Development Co. Staff Recommendations: Staff recommends approval of the item as submitted. Item Summary: In accordance with the amended PDD -H zoning approved in June 2003, the applicant has submitted a preliminary plat for Westfield Village Phase 6 that will allow for the development of 30 single family homes. As part of the PDD -H, meritorious modifications were allowed for lot widths, building setbacks, and sidewalks. The flexibility provided by the modifications have allowed for the preservation of open space, a pedestrian and bicycle path, and visibility of parkland and greenway. The rezoning was conditioned upon the developer building the pathway and increased visibility at the greenway's entrance behind Lot 1. The preliminary plat is in compliance with the modified standards and conditions approved with the rezoning. One modification from the concept plan is proposed on the preliminary plat. The location of the eight -foot pathway by Night Rain Drive has shifted from the street's edge into the greenway and park property. The Parks Board will discuss this change at their July 8 meeting and their comments will be available at the July 17 P &Z meeting. Comprehensive Plan Considerations: Land Use Plan: The Land Use Plan designates the area as Single Family Residential Medium Density (3 -6 DU /acre). The preliminary plat is in compliance with the Land Use Plan with a density of approximately 4 DU /acre. Thoroughfare Plan: Victoria is a major collector. Mountain Breeze Way is a minor collector. Parkland Dedication: Parkland was dedicated with Phase I. Open Space Dedication: Several park and greenway dedications are shown on the plat. Budgetary & Financial Summary: Oversize participation is being requested for construction of Victoria Avenue and the sewer extension crossing Victoria. Attachments: 1. Area map 2. Application 3.
