HomeMy WebLinkAboutStaff ReportSTAFF REPORT Project Manager: Molly Hitchcock Date: May 15, 2003 Email: mhitchcock @ci.college - station.tx.us Item: Public hearing, discussion, and possible action on a rezoning to amend the concept plan and other elements of the PDD -H Planned Development District – Housing for 7.15 acres in the proposed Westfield Village Phase 6, located east of the future Victoria extension, south of Westfield and north of Westfield Village Phase 1. (03 -096) Applicant: Randy French, developer Staff Recommendations: Staff recommends approval of the rezoning with the conditions that the eight -foot pathways be constructed by the applicant as part of the street section and that lots 1 and 30 be removed from the concept plan. Item Summary: In an effort to meet market demands, the applicant is requesting a new PDD -H for the subject property. The applicant would like to build a more traditional layout than was adopted with the first PDD -H concept plan. Variances are requested for lot widths, setbacks, and sidewalks. Instead of standard sidewalks along the park and greenway, the applicant has proposed to construct eight -foot pathways that will meander. Common areas adjacent to the park and greenway have been proposed as additional parkland dedication to the City. Staff recommends that the concept plan be altered to show the removal of lots intended for residential development that would back onto the City's greenway and neighborhood park property. Removing the lots would make the most of the visibility and access to the greenway entrance at Victoria and to the park from the collector street. It would also continue the concept of the single - loaded street that faces onto the greenway /park property and would allow the crossing for eight -foot pathway at Victoria to be at a street intersection. Comprehensive Plan Considerations: The Land Use Plan designates the area as Single Family Medium Density. Density will be checked for compliance at time of platting. The property is bound by two streets on the Thoroughfare Plan— Victoria (a major collector) and a new minor collector. Victoria will be built with the platting of Phase 6 while the minor collector will be constructed with the platting of Phase 4. Except for the three common areas adjacent to the City's property, parkland for the subdivision has already been dedicated, as has greenway. Item Background: This property was annexed in 1995 and rezoned in 2001 to PDD -H as part of the 75.65 -acre Westfield Village development. Phases 1 through 5 were preliminary platted in accordance with the PDD -H in 2002, and Phase 1 has been final platted. Related Advisory Board Recommendations: The Parks Board reviewed the proposed concept plan at their April 8, 2003 meeting. They voted to accept the parcels of land in addition to the Park Development Fee for Phase 6. Commission Action Options: The Commission acts as a recommending body on the question of rezoning, which will be ultimately decided by City Council. The Commission options are: 1. Recommend approval of rezoning as submitted; 2. Recommend a less intense zoning classification; 3. Recommend denial; 4. Table indefinitely; or, 5. Defer action to a specified date.
