THOMAS AQUINAS (CUP) - Conditional Use Permit Site Plan Staff reviewed the above - mentioned site plan as requested but had to stop review due to an incomplete submittal. The following page is a preliminary list of staff review comments detailing items that need to be addressed. Please address the comments and submit the following information by a future deadline to be scheduled for a future Planning & Zoning Commission meeting: One (1) copy of the revised site plan with the landscape /streetscape plan attached. THOMAS AQUINAS (CUP) - (03- 00500101) THIS IS A STOP REVIEW: Items that need to be addressed may affect the layout of the site. The following comments do not constitute a full site plan review. Without the landscape /streetscape plan the site plan review is incomplete. PLANNING 1. The subject property must have a filed plat prior to getting a stamped approved site plan. Currently the property is not platted. 2. Please list the hours of operation along with the uses. 3. Please provide a key map. 4. Please provide address and phone number of the church in the title block. 5. Please show zoning and ownership of all abutting parcels. 6. The southwest corner of the subject property is not shown on the site plan. Please show all property boundaries. 7. Please provide square footages for all existing and proposed structures. Depending on square footages for the proposed buildings a Fire Department Connection may be required. 8. There is a portion of the phase one facility that is located between an existing building and the proposed gymnasium that does not have adequate fire coverage. You may need an additional fire hydrant. 9. The parking legend and site plan, do not correspond. Please adjust accordingly: Existing Parking = 181, Proposed parking Spaces for Phase I = 258, Future Phase Parking = 110. Total provided = 549. (It may be a little clearer if an existing site plan was provided on a separate sheet) The site plan that was submitted does not match what is currently existing now on a portion of the parking lot. 10. Please dimension parking spaces (one on each row is sufficient). 11. All interior - parking spaces must be 9x20. 12. Please show curb and pavement detail. 13. Please be aware that a minimum 12x12 pad is required for the dumpster, with a minimum opening of 12 -ft. for front loading access. LANDSCAPE /STREETSCAPE 14. Please submit landscape /streetscape plan. Please provide a landscape /streetscape legend providing the following information: total site area per phase, points required, points provided, species, caliper and symbols for different types of species. Please be aware that for the streetscape requirement for Highway 6 frontage is one canopy tree for every 25 -ft. of frontage minus drive way and site distance triangles (20 -ft.) and for North Forest Parkway one canopy tree for every 32 -ft. An additional 300 points is required for every 50 -ft. of frontage on a major arterial, this is in addition to the total landscape requirement. As previously mentioned the entire frontage needs to be provided on the site /landscape plan. 15. Please be aware that an irrigation plan must be approved and installed prior to C.O. Please provide this note on the landscape plan. Reviewed by: Jennifer Reeves Date: 04 -24 -03 NOTE: Any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that have not been pointed out to the City, will constitute a completely new review. Page 2 of 3 ENGINEERING 1. The proposed driveway on the frontage road will require a TxDOT Permit. It is our experienced opinion that TxDOT will require any widening of the existing entrance to be toward the south, not toward the north as proposed. 2. The proposed fire line will need to be located in a public utility easement. 3. Show all utilities and easements as existing or proposed, and indicate utility sizes. 4. Show the meter locations as existing and proposed. 5. Provide water and sewer demands. 6. The public water /fire line will need to be extended to N. Forest Drive or a public utility easement dedicated along N. Forest Drive. 7. Public sewer service will need to be extended to Lot 2. 8. Show water and sewer services to each building. 9. A Development Permit will be required prior to any site work. Reviewed by: Carol Cotter Date: 04 -24 -03 ELECTRICAL 1. Developer installs conduit per city specs and design. 2. Developer provides 30' of #4 rigid conduit for riser poles. Developer installs first 10'. City installs remainder. 3. Developer pours transformer pad(s) per city specs and design. 4. Developer installs pull boxes as per city specs and design.(pull boxes provided by the city). 5. Developer provides digital AutoCAD 20001 version of plat and /or site plan. email to rbolin _ci.college- station.tx.us 6. Developer provides load data for project. 7. Developer provides temporary blanket easement for construction purposes. 8. Developer provides easements for electric infrastructure as installed for electric lines (including street lights). Irrigation system must be protected by either a Pressure Vacuum Breaker, a Reduced Pressure Principle Back Flow Device, or a Double -Check Back Flow Device, and installed as per City Ordinance 2394. 2. All BackFlow devices must be installed and tested upon installation as per City Ordinance 2394.
