HomeMy WebLinkAboutStaff Comments03 -2/ FILE LtirY Memorandum Date: January 30, 2003 To: Planning and Zoning Commission From: Lee Battle, Senior Planner Re: Land Use and Thoroughfare Amendment - Wellborn Rd. / IG &N Triangle The attached Comprehensive Plan amendment is for the area bound by Wellborn Rd., the IG &N right -of -way and N. Graham Rd. Most of this area was recently annexed and has also been referred to as Annexation Area #1. This area is currently experiencing some development pressures, and that is expected to increase as utilities are extended into the area. Now that the area has been annexed, staff expects to see rezoning requests for some properties. It is important that the Land Use and Thoroughfare Plans be current to provide guidance for rezonings and to ensure that future platting reflects future streets and infrastructure. In addition, the City is currently developing an impact fee study for the area to provide utilities and fulfill annexation requirements. The impact fee study depends on reliable land use assumptions to accurately size utilities and set fees. You may remember that an amendment for this area was presented to the Planning Commission in May 2002 where the item was tabled. Staff has since attempted to address the concerns expressed at that time. A two member subcommittee of the Planning and Zoning Commission has met with staff to review the plans and provide input which has been incorporated into the final proposal. All property owners in the area were mailed letters and invited to discuss the proposal with staff. The proposed amendment has also been posted on the City's web site.
