Box 9960 1101 Texas Avenue 0 College Station, TX 77842 (979) 764 -3500 www.ci.college-station.tx.us MEMORANDUM TO: Planning and Zoning Commission l FROM: Ken Fogle, Transportation Planner DATE: January 29, 2003 RE: Comprehensive Plan Amendment As you know, staff has been working with a Planning and Zoning Commission subcommittee on updating the comprehensive plan for the area of College Station south of Barron Road. This item represents the first of two proposed comprehensive plan amendments that will result from this subcommittee's efforts. On this item, staff proposes to amend the thoroughfare and land use plans in two primary areas. The first area is the "Crowley tract" located on the northwest quadrant of the SH 6 /Greens Prairie Road interchange. The second area is the "Seaback tract" located west of and adjacent to the "Crowley tract ". The attached figures show the proposed thoroughfare and land use changes that are described below. Crowley Tract On this tract, the proposed plan would adopt the thoroughfare alignments and land uses that have been approved as part of the Crowley Master Development Plan by the Planning and Zoning Commission and City Council. Regarding thoroughfare alignments, this includes extending Decatur Drive as a major collector through the site to align with Greens Prairie Road south of SH 40 and providing a connection to the SH 6 frontage road on the north side of the property (currently being constructed as Oxburgh Lane). Additionally, a minor collector will provide access through the proposed single family residential area along SH 40 and will connect to Victoria Drive to the west. The proposed land use plan provides for regional retail uses along SH 6 and SH 40 frontages near their interchange, single family residential (high density) and residential attached uses along the north side of the property, and single family residential uses (medium density) on the southwest portion of the property. In addition, there is a significant amount of greenways on the property that provides natural buffers between the various land uses. Home of Texas A &M University Planning and Zoning Commission Memo January 29, 2003 Page 2 of 4 Seaback Tract On this tract, the proposed thoroughfare plan would align Victoria Avenue across SH 40 to improve safety and mobility. The current alignment on the thoroughfare plan shows Victoria Avenue offset at SH 40. Staff strongly believes that if Victoria Avenue is constructed with this offset alignment, a hazardous situation will exist with motorists having to make either a left -turn or a U -turn to navigate from one side of SH 40 to the other. Additionally, when the freeway mainlanes are constructed in the future, the offset alignment of Victoria Avenue would preclude the opportunity to construct a grade separated crossing for Victoria Avenue. The proposed land use plan provides for single family residential uses east of Victoria Avenue. On the west side of Victoria Avenue, the plan provides for regional retail uses south of Spring Creek and an institutional use north of the creek for the proposed College Station Independent School District high school. RESIDENTIAL MEDIUM INSTITUTIONAL RURAL 0 00, Memorandum Date: February 14, 2003 To: Planning and Zoning Commission From: Lee Battle, Senior Planner Re: Land Use and Thoroughfare Amendment - Wellborn Rd. / IG &N Triangle At your last meeting on February 7, this item was tabled due to concerns over the Council's awareness of this proposal, specifically with regards to the possible future extension of Highway 40. The item was further confused in media reports after that meeting. At the February 14 City Council meeting the item was clarified. The Council understands that the proposal involves removing the possible future phase of Highway 40 from the Thoroughfare Plan. It was also made clear that the current Highway 40 project between Greens Prairie Road and Wellborn Road is continuing as planned and that TxDOT is still planning the Wellborn Road widening project. Staff recommends that the Commission make a recommendation regarding the proposed plan amendments and forward the item to Council for their consideration.
