Schick property, consisting of 9.62 acres located at 100 Southwest Parkway, on the corner of Southwest Parkway and Wellborn Road, from C -1 General Commercial to R -4 Apartment Low Density. (03 -93) Applicant: Greg Taggart, Municpical Development Group, applicant for Kenneth Schick, property owner. Staff Recommendations: Staff recommends approval of the rezoning. Item Summary: The applicant is requesting the rezoning from C -1 General Commercial to R -4 Apartment Low Density in order to develop the property as condominiums. The property is surrounded by Southwest Parkway to the north, Wellborn Road to the west, Christine Lane to the south, and unimproved A -O and C -1 that is owned by Kenneth Schick and park property that is owned by the City of College Station to the east. Comprehensive Plan Considerations: The Land Use Plan designates this property as residential attached and floodplain, however, all of this property is currently zoned C -1 General Commercial. The Greenways Master Plan designates the floodplain on this property as a Priority 4. The Greenways Program Manager has had discussions with the current property owner concerning purchase of the greenway. Since this is a Zone A floodplain, as determined by FEMA, any development on this property will require a drainage analysis to show any resulting impacts due to development. The Bikeways Master Plan also shows a pedestrian and bikeway path through this greenway that will be required at the time of site plan. Wellborn is classified as a major arterial in this area and Southwest Parkway is a minor arterial. Much of the surrounding area is developed as multifamily housing in the form of apartments. Item Background: The property was annexed in 1969 and zoned C -1 in 1975. The property was platted in 1982. The Crossing Place Apartments, located on Tract 3 of the Kenneth Schick property, were constructed in 2002. R: IHTLTRIPZLTRIPRODIPZ20031P0008012. Commission Action Options: The Commission acts as a recommending body on the question of rezoning, which will be ultimately decided by City Council. The Commission options are: 1. Sewer: There is an existing 10" line across the rear of the property. Streets: Southwest Parkway is classified as a minor arterial and Wellborn Road is classified as a major arterial in this area. Off -site Easements: It appears the subject property needs no off -site easement at this time. Drainage: Drainage of the site is to a branch of Bee Creek Tributary B. Flood Plain: The property has substantial floodplain on -site. Any development in the floodplain will require hydraulic analysis. Oversize request: Op may be request to extend public infrastructure along frontage.
