Project: COMFORT SUITES (SP) — 04- 00500134
This is a Stop Review: This is an incomplete submittal. Please be aware that this
does not constitute a full site plan review. The following comments are a cursory review
to assist you with your next submittal.
PLANNING
1. Provide a general note that all roof and ground- mounted mechanical equipment
shall be screened from view or isolated so as not to be visible from any public right -
of -way or residential district within 150' of the subject lot, measured from a point five
feet above grade. Such screening shall be coordinated with the building architecture
and scale to maintain a unified appearance.
2. Please be aware that the subject property is located in the Corridor Overlay (OV)
District. See Section 5.8 Overlay Districts. Building colors, materials and elevations
will be required to be reviewed and approved prior to site plan approval. Please be
aware of the setbacks and signage for the Overlay District.
3. Please be aware of the Outdoor Light Standards in Section 7.10
4. Please be aware of Building Mass and Design in Section 7.9 D, 1.2.3
5. Please provide parking legend noting total number of dwelling units as well as total
square footage of any meeting rooms. The parking requirement for hotel /motel is
one parking space per dwelling and one parking space per 200 square feet for
meeting rooms.
6. Show dimension's on parking spaces.
7. Note on the site plan the zoning of the subject property as well as all abutting
parcels.
8. Show building setbacks on site plan.
9. Fire lanes are required a minimum width of 20 -ft.
10. Are fire hydrants proposed or existing? Please note.
11. Please shoe (FDC) Fire Department Connection.
12. Please show curb and pavement detail.
LAN DSCAPING /STREETSCAPING /BUHER
13. Provide a general note that 100% coverage of groundcover, decorative paving,
decorative rock, or a perennial grass is required in parking lot islands, swales and

drainage areas, the parking lot setback, rights -of -way, and adjacent property
disturbed during construction.
14. Per Section 7.6 C Landscape required in the buffer cannot count toward the
landscape point requirement. It appears that an existing tree was being counted for
barricaded pints toward the landscape calculation. This will require more plantings
out side of the buffer to meet the required point calculations.
15. The buffer area is short one canopy tree (18- required, 17- provided).

ENGINEERING
1. Construction documents required for public fire water line. Refer to BCS Unified
Design Guidelines and Specifications.
2. Public fire line to building required to be in a PUE.
3. Water design report required.

5. Make sure domestic and irrigation meters are located within the easement.
6. Private sewer service to meet building code.
7. Please refer to the Drainage Policy and Design Manual for all requirements for
complete Drainage Report submittal.

MISCELLANEOUS
1. Irrigation system must be protected by either a Pressure Vacuum Breaker, a
Reduced Pressure Principle Back Flow Device, or a Double -Check Back Flow
Device, and installed as per City Ordinance 2394.
2. All BackFlow devices must be installed and tested upon installation as per City
Ordinance 2394.

3. The property lines on sheet C1.1 and LS.1 do not match up. For example:
The peripheral parking spaces adjacent to Lot 3F are shown on sheet LS.1 to
be two feet from the property line and on sheet C1.1 to be five feet from the
property line. The side walks around the building are shown to be six feet
wide on the sheet LS.1 and 5 feet wide on sheet C1.1. Please be aware that
these plans must match. ADA requires 44- inches of clearance so if the side
walk is five feet with a two foot overhang from the parking spaces then ADA
is not being met. Please adjust accordingly.
4. The building setback lines are not delineated on sheet C1.1 Please show the
building setback lines.
5. Fire lanes are required to be 20 -feet in width. You are not providing the 20-
width all the way around the building. Only 15 -feet of width is being provided
for 143 -feet along the rear of the building.
6. This building is required to be sprinkled and therefore must provide a (FDC)
Fire Department Connection.
7. Access easement from University Drive must me painted and marked fire
lane. Please show these markings on the site plan.
8. Sanitation requires 20 -foot minimum drive aisle width all the way around the
building.

9. Please edit irrigation note to say: Irrigation plans must be reviewed, approved

aware that 50% of the shrubs must be an evergreen species.

ENGINEERING
1. Sheet C2.2 was not submitted.
2. The scales given on Sheets C3.1 to C3.6 are not correct. What is scale of
Sheet 2.3.
3. The water line to be extended from the 12 -inch line along University Drive is
an 8 -inch line. Please revise drawings and water design report.
4. Please show current lot configuration. Lot 3D was replatted into a larger Lot
3D -R.
5. Verify that a retaining wall is not required in those areas of grade change
between adjacent properties.
6. Add to the Erosion Control Plan a construction exit or another method to
keep dirt off driveway and University Drive.
7. Off -site easement is required for extension of water line from existing 6 -inch
line.
8. Show proposed grades on profiles. You may not have required 4 -foot cover.
9. Sheet C3.1 calls out an 8" Sanitary Sewer; however, Sheet C3.2 shows a 6-
inch. Please rectify. (Manholes are not required on 6 -inch private service
lines. Per Building Code, minimum slopes for private 6 -inch and 8 -inch
service lines are 1 % and .5 %, respectively.)
10. Please refer to TCEQ regulations for waterline crossings over existing non -
pressure rated sewer mains.
11. Station Fire Hydrants.
12. Verify that fittings called out are the same on all Sheets. There is a 90 and
22 Y2 called out on Sheet C3.5, but a 45 and 22 Y2 is called out on Sheet
C3.6.
13. Plan and Profile are required for the fire line to the building.
14. Add note that all water and sewer construction to be in accordance with BCS
Unified Design Guidelines and Standard Specifications and Details.
15. Provide Exhibits listed in Drainage Report.

It appears that additional retaining wall is required along a portion of the northeast
property line. Contours on the adjacent property have not been provided on the
drawings, but the City's GIS shows elevations that may not be attained with 3:1
slopes.
The retaining wall as designed will not be allowed in the PUE. As previously
discussed, either pull parking out of easement or provide a design that does not
require a footing in the PUE.
Detention pond requires a sloped bottom and trickle channel.
Orient the detention pond discharge so that it is not projecting out into the alley.
How are you ensuring that the discharge makes it to the drainage creek? Will any
downstream grading be required?
Scales provided on Sheets 3.1 through 3.5 are incorrect.
The plans and profiles submitted are small and hard to read. Please enlarge scale.
Station all fittings.
Waterline is shown to be located under retaining wall and detention basin wall. This

ENGINEERING
1. Sheet C2.1 - It does not appear that the grading in the northeast corner of the
property will allow the flow to be routed to the detention pond. Please check
grades.
2. Sheet C2.1 - Minimum PUE width is 15 feet. The FS Line shows a proposed 10'
PUE.
3. Sheet C3.1 — A 15' PUE is called out near the northeast corner of the site, but
no easement is delineated. Are you planning and easement? If you are
proposing the easement, then why not avoid the sewer crossings and relocate
line in the proposed easement.
4. Sheet C3.1 — If your water report shows that an 8" water line is required off the
existing 6" line, then change tee to 6x8.
5. Sheet C3.1 - You show an 8x8 tee and 8x6 reducer on the fire hydrant located
at the front to the building. Isn't this already a 6" line?
6. Show limits of required structural backfill, or note where it is required.
7. Please specify the pipe material for water line.
8. Sheet C3.3 — Plan view shows 6 -inch Fire Supply Line; however, the profile
shows a 3 -inch line. Please verify that a 6 -inch line is not needed for the type of
building being constructed and revise drawing.
9. Sheet C3.3 — Plan view shows a 8x8 tee for the fir hdrant at the forn of the
building, but the profile shows a 90 bend. Rectify.
10. Sheet C3.3 — 3 -inch PVC is required to be SDR 21, ASTM D241.
11. Sheets C3.3— Add TCEQ requirements to water /sewer line crossings.

12. Sheets C3.4 and C3.5 — Show sewer line conflicts and add TCEQ requirements
to all water /sewer line crossings. In addition, you do not have 9' separation
between the lines for a portion of the run.
13. Sheet C3.4 — Is Fire Supply line 6 -inch or 3 -inch?
14. Sheet C3.5 — A 3 -inch domestic meter requires a meter vault assembly. See
BCS Unified Detail W3 -00.
15. Sheet C3.6 — Station fire hydrant assembly. It is not shown on profile.
16. As previously commented, details provided do not match BCS Unified details.
17. As previously commented, please provide detention pond routing as part of
drainage report.

ENGINEERING
1. Sheet C1.1 — Will you be dedicating an off -site PUE for the construction of the 8"
waterline, or are you stating that there is an existing 65' PUE? You show both. If
you are dedicating one, the off -site easement will be required prior to Site Plan
approval.
2. Sheet C2.1 - It appears that additional retaining wall is required along a portion of
the northeast property line. Contours on the adjacent property have not been
provided on the drawings, but the City's GIS shows elevations that may not be
attained with 3:1 slopes. Please verify.
3. Sheet C2.2 — The bottom elevation of the detention pond is shown as 302.47 all
around the bottom; however, a 1/8" per foot slope is called from the 302.47

elevations to the trickle channel. If the outlet is at 302.47, how will the pond drain
dry? There should also be a trickle channel from the pond inlet to the trickle
channel already shown.
4. Sheets 3 Series — BCS Unified Design guidelines call for valves on 2 legs of every
tee. At a minimum, please add a valve to the fire line, add a valve to the 8' line in
the access drive from University, and add a valve to the 6" line north of the fire
hydrant on the west side of the building.
5. Sheet C3.3 — Waterline crossing under wastewater main shall be ductile iron pipe
per TCEQ regulations and as stated in General Notes on Sheet 4.2.
6. Sheet C3.5 — It is hard to tell, but there should not be a PUE over the domestic
service to the building. You just need to make sure that the meter is in the
easement.
7. Structural backfill is required for utilities under pavement including sidewalks. I can't
tell from what was added to Sheet C2.1 if this covers that. Contractor needs to
know that structural backfill is required for utilities under pavement.
8. The pond routing that has been previously requested is the elevation in the pond
resulting from the associated inflow and outflow.
9. A sealed Engineer's Construction Estimate is required for all public infrastructure.

The existing 30 -inch Post Oak that is being counted for barricaded points was not
barricaded during construction and there is a retaining wall that has been constructed within
the drip line of the tree, therefore protected points cannot be accumulated for this tree.
Please see Section 7.5.C. of the Unified Development Ordinance (UDO).
Section 7.5.2.a. Plant Material Point Value: to receive 10 points for a shrub, the shrub has to
be at least 5- gallons in size.
Section 7.5.4. "Every project must expend a minimum of 50% of its point total on canopy
trees. The total points required for this site is 2,610, this would require a minimum of 1,305
points that need to be accrued by canopy trees. Currently only 900 points are being
provided with the proposed. (6) Live Oaks.

The following is a written description of the revisions made to the contract documents of
the above mentioned project. These revisions were made to address Staff Review
Comments No. 4 from the City of College Station Development Services. Items addressed
are Engineering comments from Mrs. Carol Cotter.
1. Sheet C2.1 — Grading in the northeast corner of the property has been revised to
provide positive drainage to the detention facility.
2. Sheet C2.1 — The PUE shown as 10 feet in width was a proposed extension of an
existing 10 foot wide easement. The proposed easement has been adjusted to the
required 15 foot width.
3. Sheet C3.1 - The easement in the northeast corner is a 10 foot expansion of an
existing easement. The waterline will be placed in the expanded easement, thus
eliminating the sewer crossings.
4. Sheet C3.1 — The tee has been changed to a 6x8.

The following is a written description of the revisions made to the contract documents of
the above mentioned project. These revisions were made to address Staff Review
Comments No. 5 from the City of College Station Development Services. Items addressed
are Engineering comments from Mrs. Carol Coffer.
4/ Sheet C1.1 — An off -site PUE will required for the construction of the eight (8) inch
waterline that will extend from the southeast comer of the property into the sixty -five
(65) wide PAE. The PUE for the existing waterline actually exists within the PAE
and is located twenty -seven (27) feet east of the property line for the Comfort Suites
� site.
( 2J Sheet C2.1 —Spot ground elevations have been added to this sheet along the east
�- property line to depict the ground elevation. The retaining wall has been extended
to the north to accommodate the pavement and the existing ground elevation
differential.
Sheet C2.2 - The bottom elevation of the detention pond has been revised to depict
the 1/8 inch slope denoted upon the plan. In addition the trickle channel has been
extended to the pond inlet.
4. Sheet 3 Series —Additional gate valves were added at the six (6) inch fire line to the
building, at the access drive to the property where water service is provided and
north of the fire hydrant on the west side of the building.
5. Sheet C3.3 — The waterline crossing under the wastewater main has been denoted
as ductile iron pipe as per the TCEQ requirements.
6. Sheet 3.5 — The PUE extends towards the building at the domestic service so that
the meter vault is constructed out of the drive. The proposed meter valve shall be
constructed in the area behind the curb.
7. Sheet 3.1 - A note indicating that all utilities constructed under pavement including
sidewalks shall be constructed of structural backfill as defined by the BCS Unified
Development specifications.

ENGINEERING

3. Water design report is enclosed with plans.
4. Water and sewer demands are 704 F.U. and 744 F.U., respectively.
5. Domestic and irrigation meters are located within easement.
6. Private sewer service meets building code.
7. Drainage report requirements are met as stated in the drainage policy and
design manual.
8. Sheet flow is planned to the detention pond at this time.
ELECTRICAL
1. Note provided that developer installs conduit per city specs and design on
sheet
2. Developer provides 30' of rigid conduit for riser poles. Developer installs
first 10'. City installs remainder.

ENGINEERING
1. Sheet C2.2 is enclosed.
2. The scale on sheet C2.3 has been added.
3. The water line to be extended along the access easement from University
Drive was revised to an 8 -inch line.
4. The new lot configurations are depicted for Lot 3D -R.
5. A retaining wall has been added along the grade change between the parking
and the property line as needed on Sheet C2.1.
6. A construction entrance was added to the Erosion Control Plan, Sheet C2.3.
7. The existing off -site easement was added to Sheet C1.1.
8. The proposed grades have been added to the profiles (Sheets C3.2 through
C3.6).
9. The sanitary sewer service line on Sheet C3.2 has been changed to a 6 -inch
line. In addition the manhole has been removed.
10. Notes were added to Sheet C4.1 with reference to TCEQ regulations for
waterline crossings.
11. The fire hydrants were stationed on Sheets C3.3 through C3.6.
12. All fittings have been verified.
13. The fire line to the building has been plan and profiled on Sheet C3.6.
14. A note was added to Sheet C3.1 that all water and sewer construction to be
in accordance with the BCS Unified Building Guidelines and Standard
Specifications and Details.
15. The exhibits for the drainage report were resubmitted for review.
