Originally they wanted to do the park development them selves but that did not work out so they do owe the development portion of the fee. They have been paying them for the other phases so they should continue to be required. The developer wanted to develop the park at one time but it was determined that the ordinance needed to be rewritten to achieve this. So they will not be developing the park.
