COMMENTS No. 1
These comments are in regard to the Water System Analysis provided for
Shenandoah Ph. 10 -17. This report is required as part of the construction
document submittal. The report is not accepted as submitted.
1. The analysis provided is inadequate. It only considers one fire scenario. The
report does not address fire events in other areas.
A fire event at the end of Beckley Court would require 1500 gpm from hydrant
59 because only one hydrant is within 500 feet. The same would be for all
cul -de -sacs off Newport Lane. The required fire flow can be split between two
hydrants if the fire event can be covered by two hydrants. In a residential
area each hydrant would have to be within 500 feet of the event. If a hydrant
is more than 500 feet from a fire event the flow to that hydrant cannot be
considered in the analysis. The report can model all hydrants at 1500 gpm or
show how each area is covered by what hydrant and how the flow was split
accordingly.

ENGINEERING
1. Provide public sidewalk along Waynesboro Court to greenway.
2. One concern has been that Waynesboro Court intrudes into the floodplain /creek
channel too much. This can be addressed on the construction plans.
3. The Water, Sewer and Drainage Reports need to be approved and accepted for full
compliance.
4. Provide off -site easements needed for construction.
5. Electrical comments provided again here for clarity. The off -site easement is
necessary to serve this development with power. This easement is required as a
condition of approval for this plat.

ELECTRICAL
1. Developer installs conduit per city specs and design.
2. Developer provides 30' of rigid conduit for riser poles. Developer installs first 10'.
City installs remainder.
3. Developer installs pull boxes and pour necessary concrete j -box pads or switchgear
pads as per city specs and design.(pull boxes provided by the city).
4. Developer provides digital AutoCAD 14 version of plat and /or site plan. Email to
tmichalsc cstx.gov
5. Developer provides easements for electric infrastructure as installed for electric lines
(including street lights). Contact Tony Michalsky (979- 764 -3438) for a copy of
electric design plan so additional easements can be added to Final Plat.
6. Will need PUE along future Newport Lane from Southern Plantation to Barron Rd to
be able to provide electric service to this phase of the development. An electric
power line will be extended along Newport Lane between proposed park and Phase
13.
7. Developer installs street lights per city design and specs. (Dark Bronze Pole with
cobra head cutoff type fixtures.)
8. College Station Utilities will provide Electric Distribution design plan to developer for
installation of electric infrastructure. Contact Tony Michalsky at (979- 764 -3438) for
copies.

Plat Comments: Comments pertaining to construction documents to be returned
at a later date. Comments provided at this time are to help in ensuring the
required infrastructure will comply with all City regulations.
ENGINEERING
1. Construction documents show off -site construction of Southern Plantation on
adjacent property. Provide required easement or ROW dedication information.
2. Construction documents show off -site construction of sewer line to future Phase 14.
Provide required easement dedication information.
3. Numerous sewer lines are shown to be constructed deeper than 6 -ft. According to
City Standards the easements covering these lines are required to be 20 -ft. Show
easements on plat as such if lines are intended to be constructed deeper than 6 -ft.
If easement provided is less than 20 -ft, line will be restricted to 6 -ft depth.
4. Construction documents show Waynesboro Court to exceed slope minimum
requirements. In addition, the earthen slope at the end of cul -de -sac is not
sufficiently shown in order to approve it's proximity near the creek channel. If this
affects the plat, ROW location or other, make adjustments on plat accordingly. Why
is cul -de -sac being constructed so close to the creek channel? It appears the ROW
can be pulled back from creek channel and stick out into it.
5. It is the Applicants responsibility to ensure this plat and required infrastructure
comply with all City regulations.

Revisions per City's Staff Comments #1 dated June 15, 2004.
Dear Ms. George:
Below is the summary of the revisions made per the staffs comments.
ENGINEERING:
Comment #1: Note: Subdivision regulations require submittal of construction
documents as follows: "When filed (with the city), the plat shall be
accompanied by the construction documents as prescribed below, in
duplicate, and bearing the seal and signature of a registered
professional engineer. All shall be in accordance with city engineering
standards
ACTION: Duly noted.
Comment #2: Note. One Development Permit has been requested for these two
phases. The City's issuance of a Letter of Completion /Acceptance
will be dependant on completion of both phases.
ACTION: Duly noted.
Comment #3: Comments concerning utility easements have been previously
returned with plat. Comments not repeated here.
ACTION: Utility easements shown in the plans have been adjusted as
requested with final plats.
Comment #4: General Note. Water line sizes 6 -in thru 12 -in are required to be
AWWA C -909.
ACTION: One note in the plans was found to show AWWA C -900. The note
has been updated to show AWWA C -909.
T Comment #5: General Note. Remove all references to yp Type-I and/or Type-II Fire
Hydrant.
ACTION: All references to Type I and Type 11 Fire Hydrants have been
removed.
Comment #6: General Note. Provide full sidewalk width wherever recessed
stormwater inlets reduce full 6 -ft sidewalk clear width.
ACTION: The plans have been revised to show the extra width at the inlets.
Comment #7: Sheet 1. Change reference in Construction Notes to read "BCS
Unified Design Manual" when referring to water and wastewater
construction.
ACTION: The plans have been revised to show this change.
Comment #8: Sheet 1. Strike Note 7. All construction must comply with City
design requirements, details and specifications. No relief of this
requirement has been granted at this time. It is the responsibility of
the Engineer to ensure plans meet City requirements.
ACTION: The plans have been revised to show this change.
Comment #9: Sheet 1. In order to meet City design criteria for the entire
subdivision, the water line along Halifax Drive should be an 8 -in
line. See BCSUDGM, Maximum Lengths of Water Lines
concerning 6 -in lines.
ACTION: The water line has been changed to an 8 -in.
Comment #10: Sheet 1. Proved turnaround at end of Martinsville Lane.
ACTION: The plans have been revised to show this change.
Comment #11: Sheet 2. Sheet shows items off -site. No construction easement
submitted with plans. Remove or relocate silt fence and Southern
Plantation Drive intersection as shown.
ACTION: Southern Plantation Drive has been revised to stop short of the
property line. Silt Fence around Waynesboro Court has been moved
inside of the Phase 13 boundary.
Comment #12: Sheet 2. Show sidewalk down Waynesboro Court from Hallifax Drive
to Proposed Greenway Dedication area. This requirement will be
addressed at the P &Z meeting when the Final Plat is presented.
ACTION: The sidewalk has been added to the plans.
Comment #13: Sheet 4. Show slope of terrain at end of Petersburg Court
ACTION: Existing ground contours have been added to the sheet near the cul-
de -sac of Petersburg Court.
Comment #14: Sheet 4. Slope of Waynesboro Court cul -de -sac at end exceeds
maximum allowed.
ACTION: The slope of the Waynesboro Court near the end of the cul -de -sac is
approximately 5.5 %. This less than the maximum slope allowed by
the Subdivision Regulations for residential streets (8 %). The profile
of the street is distorted because it is drawn based on centerline
stations. The plan view of Waynesboro Court shows contour grading
which shows the true slope of the cul -de -sac.
Comment #15: Sheet 4. Show slope of terrain at end of Waynesboro Court cul -de-
sac beyond ROW.
ACTION: A detailed grading plan has been added to this sheet showing the
proposed grading and existing contour data at the end of the cul-
de -sac.
Comment #16: Sheet 5. Provide full sidewalk width where recessed stormwater
inlet reduces full 6 -ft sidewalk clear width.
ACTION: See Comment #6.
Comment #17: Sheet 6. Provide additional sidewalk width where recessed
stormwater inlet reduces full 6 -ft sidewalk clear width.
ACTION: See Comment #6.
Comment #18: Sheet 6. Remove off -site roadway construction or provide easement.
ACTION: See Comment #11.
Comment #19: Sheet 7. Provide construction easement for construction of
stormwater line along property boundary.
ACTION: The storm drain along the west property line is in a 15' PUE and PDE.
The adjoining property is a City Park so no construction easement is
necessary.
Comment #20: Sheet 8. Plan view shows Ex. 8" W/L inaccurately.
ACTION: The Ex. 8" W/L is labeled correctly. The linetype has been changed
per your request.
Comment #21: Provide additional information showing how construction of manhole
in existing sewer line will meet City and State standards. PUE on
adjacent lot in process of being completed.
ACTION: A note has been added to the plans that the contractor shall verify
depth/location of pipe prior to construction. If a conflict arises the
contractor will notify the engineer.
Comment #22: Sheet 9. Slope on sewer does not meet City standards. Minimum
slope on 6 -in sewer is 0.8 %.
ACTION: The plans have been revised to show this revision.
Comment #23: Sheet 10. Provide survey information for all sewer lines in and out of
existing manhole at Sta 123 +68.79.
ACTION: The plans have been revised to show this revision.
Comment #24: Sheet 10. Slope on sewer does not meet City standards. Minimum
slope on 6 -in sewer is 0.8 %.
ACTION: See Comment #22.
Comment #25: Provide sidewalk along Waynesboro Court to comply with Subdivision
Regulations 8.M.1. It is City staffs opinion the sidewalk requirement
in this location applicable.
ACTION: See comment #12.
Comment #26: Sheet 10. How is manhole lid in cul -de -sac to be constructed with
extreme slope in pavement shown on Sheet 4?
ACTION: As noted in the Action for Comment #14, the slope Waynesboro Court
near the manhole is only 5 %. The difference in pavement elevation
across the manhole will only be 0.12'. The pavement can easily be
"warped" by the contractor around the manhole top to be level and
smooth.
Comment #27: Sheet 11. Easement for S -6 off -site portion not provided to date.
Remove or provide easement dedication information.
ACTION: The easement dedication was submitted with the final plat revisions.
Comment #28: Sheet 11. Slope on sewer does not meet City standards. Minimum
slope on 6 -in sewer is 0.8 %.
ACTION: See Comment #22.
Comment #29: Sheet 12. Show S -8 conflict on W -3 waterline profile.
ACTION: The plans have been revised to show this change.
Comment #30: Sheet S -1. Type 4 curb not approved.
ACTION: The plans have been revised to show the curb as a monolithic pour.
Comment #31: Remove W/WW details not City approved. Provide City details from
BCS Unified Design Manual or refer to City details in plan set.
ACTION: The water and wastewater details have been removed from the
construction plans and a note has been added to refer to BCS Unified
Details.
Comment #32: Sheet S -2. Utility Crossing Detail. Revise detail for TCEQ
compliance. Provide note for pressure sewer pipe as required.
ACTION: The detail has been revised to show appropriate notation.
Comment #33: Sheet S -3. Blow -off Assembly. See Note 26. Blow -off pipe size
differs with water main size.
ACTION: This detail has been removed from the plans since it is a standard
BCS Unified Detail. (See Comment #32).
Comment #34: FYI to Design Engineer for contractor. See page 6 of BCSUDGM. "All
bends and fittings producing a change in alignment greater than the
deflection allowance of this manual shall be restrained to the pipe and
blocked to undisturbed soil. In addition, the pipe itself shall be
restrained for a minimum of 2 joints on either side of the alignment
change." This may affect contractor costs. You may wish to add a
note. City inspectors are required to inspect for compliance.
ACTION: Duly noted.
Comment #35: Water Report, Sewer Report and Drainage Report have not been
reviewed for compliance. All reports are sealed by an Engineer as
being in compliance. Reports will be checked as soon as time allows.
If you know any reason these reports are not in compliance with the
International Fire Code, TCEQ, BCS Unified Design Manual or other
government agency, please notify City staff as soon as possible.
Subsequent Comment #1 regarding the Water Report (June 24, 2004)
The analysis provided is inadequate. It only considers one fire scenario.
The report does not address fire events in other areas.

ACTION: The comments by the staff refer to future phases of Shenandoah that
are not being constructed at this time. The scope of the water
analysis has been reduced to only cover the system in Phases 12 &
13. This abbreviated report is being resubmitted for analysis. In it,
the fire hydrants on dead end lines have been modeled at 1500 gpm
and the water line sizes adjusted to accommodate that flowrate.

Revisions per City Staff Comments #1 & #2
Dear Ms. George:
The final plat for Phase 13 was revised per the Staff Review Comments #1 dated June 8,
2004. Two revised copies of the final plat were submitted on June 9, 2004. Staff Review
Comments #2 dated June 22, 2004 was received on June 23, 2004. It has been
determined that the plat is not effected by Staff Review Comments #2. Below is a
response to the staffs comment letter.
ENGINEERING COMMENTS NO. 1:
COMMENT #1: Construction documents show off -site construction of Southern
Plantation on adjacent property. Provide required easement or ROW
dedication information.
ACTION: The limits of construction on Southern Plantation have been revised
to eliminate construction on adjoining property.
COMMENT #2: Construction documents show off -site construction of sewer line to
future Phase 14. Provide required easement dedication information.
ACTION: The easement dedication was submitted to the City on July 2, 2004.
COMMENT #3: Numerous sewer lines are shown to be constructed deeper than 6 -ft.
According to City Standards the easements covering these lines are
required to be 20 -ft. Show easements on plat as such if lines are
intended to be constructed deeper than 6 -ft. If easement provided is
less than 20 -ft, line will be restricted to 6 -ft depth.
ACTION: The easements have been increased to 20 -ft where necessary. The
Unified Design Guidelines require a 20'PUE for all sewer lines deeper
than 4 -ft.

maximum slopes for local roads at 0.6% and 8.0 %, respectively. No

the construction will not effect the creek. The street is being
constructed as shown in order to provide minimum lot depth on Lot 7,
Block 38.
COMMENT #5: It is the Applicants responsibility to ensure this plat and required
