What specific element of the Comprehensive Plan (for example, Land Use and Character designation, Thoroughfare Plan Context Class, or thoroughfare alignment) and at what specific location (if applicable) is requested to be amended? Requesting a change to the land use and character designation. 2. What is the amendment request? Change the land use and character designation from Suburban to Suburban Commercial. 3. Explain the reason for this amendment. The property is adjacent to an existing Urban land use designation and has frontage on a major freeway/ expressway arterial. The adjacent cross street (University Oaks) has an Urban thoroughfare classification. Transportation designations do not match land use and character designation. Proposed development is for business/ office condos under the Administrative/ Professional Zoning. This project proposes to use a combination of architectural aesthetics with buffer zones left in their natural state to allow for urban activities while preserving nearby suburban residential character. 4. Identify the conditions that have changed to warrant this change to the existing Comprehensive Plan. Property is a remnant of the nearby subdivision that was left over after all residential lots were established and has never been developed as residential due to the frontage on Earl Rudder Freeway. In addition, the existing heavily wooded undergrowth along with well - established oaks trees will allow the required buffer zones to be left uncleared and provide a natural delineation between the proposed office condos and the existing residential structures along the shared rear lot line. 5. Explain why the existing element of the Comprehensive Plan in question is no longer appropriate. Traditional development along a major arterial such as Earl Rudder Freeway will not comply with the current designation of Suburban. In addition, the proposed office condo development will be a less intense alterative to the commercial developments seen adjacent to this lot as well as those across the freeway. 6. How does the requested amendment further the goals and objectives of the Comprehensive Plan? This request will correct the mismatch between the transportation designations and the land use and character designation within the Comprehensive Plan. It will also allow for an urban type development in the location that the Comprehensive Plan promotes and sets clear objectives to achieve. 10/10 Page 2 of 3 • 7. Per PAC meeting on September 5, 2012, a Traffic Impact Analysis (TIA) is not required.
