TEXAS AVENUE CROSSING
Preliminary Site Plan Review
The purpose of this review is to assist the applicant in identifying potential variances based on
the latest revised site plan. After a cursory review, I noted the following deficiencies:
• Parking space depth does not meet the minimum dimensions.
• Interior islands are not provided for every 15 spaces of interior parking.
• The required parking lot setback along Milliff is 6' from the property line.
• The row of parking along Milliff exceeds the amount of pavement allowed in the
24' Landscape Reserve. (This variance may be eliminated with the addition of a
raised interior island(s) that meets the ordinance. Not more than 1134 sq. ft. is
allowed without adding an island.)
• Many of the islands at the end of every parking row do not meet the minimum
180 square foot area requirement.
• The driveway throat depths on Texas Avenue and George Bush do not meet the
minimum requirements. (Engineering staff feels like they may be able to support
the variance on Texas. However, the variance at George Bush cannot be
supported by staff at this time. Staff originally recommended 130' on Texas and
55' on George Bush.)
• Drainage variance to develop within the floodway. (It appears that work is being
proposed within the floodway other than maintenance of existing infrastructure.
This is especially evident in the northwest corner of the site where parking, and
dumpster enclosures are shown.)
More variances may be identified as a complete site plan is provided. I've made the following
assumptions in reviewing the revised site plan:
• The total number of parking spaces required by ordinance are provided on site.
(There was not a legend provided on the site plan that I reviewed.)
• The landscaping requirements are met. (There was no landscape plan provided.
One concern that I have is adequate dispersal of landscaping throughout the site.
If no interior islands are provided and the end islands are too small for plantings,
it will limit the amount of landscaping provided in the parking lot.)
Other comments:
• I did not review the proposed freestanding signs. Currently, one freestanding
sign would be allowed for the entire center. (The site plan reflects 2 freestanding
signs and a low profile sign. We'll need setback, height and area information to
review the freestanding sign.)
• Dumpster locations & dimensions need to be reviewed more closely. Staff is
concerned about the proposed enclosures in the Milliff right -of -way.

Bed, Bath & Beyond C.O.
• July 9, 2003 — E- mailed the developer an issues list outlining what needed to
be completed for a temporary C.O. for merchandising and stocking only as
well as permanent C.O. to open Bed, Bath & Beyond. (See attached
punchlist.)
• January 15, 2004 — Request by the contractor to fixture and stock Bed, Bath
& Beyond.
• January 29, 2004 — Electrical final inspection passed.
• January 29, 2004 — Building final inspection passed.
• January 30, 2004 — Request for a permanent C.O. for Bed, Bath & Beyond
to open for business. Staff inspected the site and notified the contractor of
the deficiencies.
• February 1, 2004 — Staff performed inspections, still outstanding issues to be
addressed.
• February 2, 2004 — Brad Sondock contacted Lance Simms concerned that he
would not be able to get a C.O. (Brad insulted Mandi Alford on the
telephone.) Jennifer Reeves & Raymond Olson on site until after 6:30 p.m.,
still outstanding issues to be addressed.
• February 3, 2004 —
o 6:30 a.m. Jennifer Reeves & Raymond Olson on site, still outstanding
issues to be addressed. Staff met with the contractor at 8:00 a.m.
o 7:30 a.m. Jennifer called me on the way to work to let me know there
were many outstanding issues.
o Brad Sondock called the office several times and insulted Susan
Stanley and used profanity.
o 8:00 a.m. I called Charles Wood to give him a head's up that there
were many outstanding issues including a few life - safety issues. It did
not look like we were going to be able to issue the C.O. before 10:00,
get ready for Brad to call.
o 8:30 — 9:30 — Raymond, Jennifer and Lance were in my office and we
were putting together the punchlist for the C.O.
o 9:45 — Lance received a call or voice mail from Charles Wood saying
to issue a temporary C.O. & have it delivered to the contractor by
10:00 a.m. to allow Bed, Bath & Beyond to open. Lance asked for
that in writing & Charles e- mailed him the request at 9:47 & requested
that Brad receive 30 days to finish the punchlist items.
o 10:15 — Temp C.O. issued.
TEXAS AVENUE CROSSING
In the City of College Station, a Certificate of Occupancy (C.O.) includes required site
improvements. Prior to issuance of a permanent C.O., all site improvements shown on the
approved site plan must be installed.
Temporary C.O. for Merchandising & Stocking Only:
In order to obtain a temporary C.O. to allow employees to merchandise and stock the store, all
life /safety issues must be addressed. Such issues include, but are not limited to:
• All systems are up and running; such as, alarms, sprinklers and extinguishers. This
includes monitoring for these systems as well.
• All exits are operational.
• Fire lane access is installed and property marked.
• Parking on the roof of the Bed, Bath & Beyond building is completed.
• Successfully pass the electrical final inspection.
• Provide adequate sanitation access.
• Both public water and sanitary sewer systems are completed and accepted by the
City. (Part of the water system includes fire hydrants. One of which along the east
side of the George Bush driveway needs to be relocated.)
• What is constructed on site must match the approved plans used to issue necessary
permits. The architectural plans reviewed by staff and the civil plans being used on
site do not match.
• Adequate parking constructed and striped for employees.
Permanent C.O. to open for Business:
In order to obtain a permanent C.O. to open for business, all construction and improvements
shown on the approved plans must be complete. This includes all site - related improvements
including but not limited to the following:
• The entire parking lot must be installed and completed including required curbing,
striping and handicap markings /signage.
• Dumpster enclosures and required screening must be installed.
• The landscaping and associated irrigation system must be installed. (There is an
option to guarantee the landscaping & irrigation system through a bond or letter of
credit in the amount of 150% of the cost of improvements.)
• The site must be clean and free of construction debris, equipment, job trailers, dirt,
etc.
• All areas disturbed during construction (including adjacent properties, rights -of -way
and easements) must be graded and either seeded or sodded. If seeded, a temporary
C.O. may be issued for 30 days in which grass must be established.
• Successfully pass the final building inspection along with the final inspections for all
subcontractors. (This includes a final inspection by the City's Fire Marshal.)
• The development, construction and finance signs must be removed.

February 3, 2004
The following issues are still outstanding as of 6:30 a.m. on Tuesday, 2/3/04:
• Add the two exit lights in locations as discussed with contractor.
• Install signage on all 4 sides of columns at extinguisher locations.
• Install no smoking sign.
• Install address numbers on the front of the building.
• Install name and address numbers on the rear of each lease space.
• Provide monitoring agreement for the fire alarm system for Bed, Bath &
Beyond.
• Correct alarm system to adequately respond to power outages. (Alarm
system should report trouble signal instead of general fire signal.)
• Due to lack of ramps and/or stairs, the secondary exit is not functional.
(Also compromising exit for Jason's Deli and Copy Corner.)
• Install fire lane signs at all entrances.
• Provide means of egress through adjacent lease space as discussed with
Building Official and Fire Marshal.
• Provide spray -on fire protection certification.
• The entire parking lot must be complete including striping, handicap
markings /signage and islands. (This includes the parking area on top of the
building. This area is currently not accessible.)
• Remove all construction debris and trash so that all parking spaces and drive
aisles are accessible to the public. (This includes the parking area on top of
the building.)
• Complete the grading of the site per the approved plans. Along the rear of
the site including the creek area that currently has no ground cover along the
banks.
• Complete the curb along George Bush Drive.
• The landscaping and associated irrigation system must be installed. (There
is an option to guarantee the landscaping & irrigation system through a bond
or letter of credit in the amount of 150% of the cost of improvements.)
