He felt like a stealth application (flag pole) in front of City Hall would be more appropriate. I would agree. The only thing I can think of at this point is thoroughfare setbacks and I'm not sure if the City would want to encumber the property with this type of improvement and whether or not it would pose a limit to the City's ability to sell, lease or redevelopment the property for another use. A cursory review was performed at the time and we did not count this toward the three reviews that you normally get with the initial fee at the time of application.
