However, on Meadow Pass and Shallow Creek Loop (Station 5 +00), the raw Pls are already within the limits of what the City requires for "after" lime- treatment. Typically you would see a Time /fly -ash treatment on these types of raw Pis (18 and below). Since we are not the Geotech we cannot recommend, nor does the City have a spec. But, based on our experience, they are going to want some type of "treatment ". Thanks, -Mark. Last year, as we were working through this section we identified the street name as an essential element that had to be addressed before we moved forward. There were two primary reasons we needed the street name change: • Consistency — As we looked at the master plan, the pattern with street names was they were named Creek, Brook, Spring, and Meadows which made sense given the development was named Creek Meadows. In the previous phases in this area, the cul -de -sac streets were Cripple Creek and Cedar Creek running off of Lowery Meadow. Other streets in this section were named Meadow Pass and Flint Creek remaining consistent. Carnes Ct and Carnes Loop were inconsistent and confusing when viewed within the master plan or simply driving through Creek Meadows. • Business Reasons — Among those business reasons was that Carnes Ct South was developed by Todd Carnes and until we took over the management of the development, he was the only builder on this street except for one lot sold to Stylecraft. Builders expressed an unwillingness to build and market homes on a street named after a competing builder. We could not afford to develop a new section where the primary street was named after another builder and not be able to sell lots as a result. I discussed the matter with our project engineer, Rabon Metcalf and also Natalie Ruiz to explore our options. On October 7, 2011, Rabon sent an email to you and Mandi seeking guidance on the street name issue. When Rabon received response that the name change would be permitted and would not need to go through P &Z, we moved forward under that understanding and worked through Rabon and Mandi to secure names acceptable to all. Rabon also references phone conversations and another email regarding the subject below. Had we not have received approval or had we been informed that we would first need to go before Council to change the existing Carnes Ct South before we could rename Carnes Loop, we would not have moved forward with this section and instead would have worked through that process because it was deemed critical. At that time, there were only a handful of residents on Carnes Ct South and I believe we would have been able to get them to support a name change to be more consistent with the other streets in the development to then take before Council and then could have proceeded to go before P &Z to change Carnes Loop and Carnes Ct. North if necessary. The Construction Plans with the new name (Shallow Creek Loop) for Section 4, Phase 2C was submitted, approved, and stamped accordingly. Even though those plans were for Section 4, Phase 2C, they also reflected the name change for Section 4, Phase 3A renaming Carnes Ct. North to Shallow Creek Ct for consistency purposes. Based off those construction plans and prior approvals detailed above and below by Rabon, we purchased over $4,000 in street signs and entered into lot contracts with builders for lots on Shallow Creek Loop with assurances the change had been approved and it would not be named after another builder. Had we have been informed that the street name 1 I change was not permitted without modification or going through other processes, we would have taken those steps and not spent the money to build this section until they were resolved. I appreciate greatly the dialogue and responsiveness from everyone today. I want to express an openness on my part to explore any ideas that you or Alan might have that would permit us to move forward with the approved Shallow Creek Loop name while addressing and relieving your concerns regarding naming consistency and safety. These changes add confusion to emergency services and general public in the absence of presumed consistency. Certainly there are examples of streets with name changes along an alignment, but it is not good practice if it can be avoided. In this case a name change is not warranted. Below is a recap of my activity with the renaming of Carnes Loop to Shallow Creek Loop. I hope it helps. During the Fall of 2011 Oldham Goodwin Group (OGG) approached me about the desire to change the "Carnes" named streets, within Creek Meadows subdivision, to something else (reasons — local competitive builder, more consistent with the naming convention of other streets in the neighborhood, etc...) so I began the conversations with various people at P &DS (Lauren, Joe, maybe Ericka and Morgan). Much of these conversations where with phone calls, but some of the conversation was coordinated via email (dated 10/7/11- Lauren & Mandi, 11 /17 /11- Ericka). Through these conversations it was decide was that the street name could take place since the plat had not been filed. OGG also desired to change the existing cul -de -sac street name from Carnes Court South to something else. However, it was determined that a street name change at this point, for this existing street, would require City Council action and no justifiable reasons where in place for staff to take action. Therefore, when the plans were resubmitted for DP (past DP had expired) we change the street name from Carnes Loop to Shallow Creek Loop on all Construction Drawings. I also had a meeting with Ericka and Morgan (in regards to comments on Section 3, Phase One) where this topic was brought up. I asked about resubmission of the plat (Section 4, Phase 2A & 2C), it going before P &Z, etc... and I was instructed not to resubmit it and that it would not need a new Final Plat application, fees, nor would it be required to appear before the P &Z. The street name change had already taken place at this time and I was under the impression that all was considered satisfactory by all parties. I've had street names change before prior to the Final Plat being recorded and after it appeared before the P &Z so I'm confused. Maybe it was missed or maybe a new state or local code as been enacted. Examples of this are: Summit Crossing, Phase One — Avon Drive to Lonetree Drive Park Place — Complicated Court to Historic Court to Boardwalk Court Again, I hope this helps and clears matters up. Please coordinate with Israel tomorrow to get those adjusted to specifications. • The grass is still sparse throughout the tract. More work is needed to establish the 70% vegetation.
