BRANCH (SP) - Site Plan Staff reviewed the above - mentioned site plan as requested. The following page is a list of staff review comments detailing items that need to be addressed. Provide a general note that all roof and ground- mounted mechanical equipment shall be screened from view or isolated so as not to be visible from any public right -of -way or residential district within 150' of the subject lot, measured from a point five feet above grade. Such screening shall be coordinated with the building architecture and scale to maintain a unified appearance. 2. Per site plan application check list, please identify the zoning for the abutting parcels. 3. It appears that you would want to get the future expansions of the building approved at this time. Please adjust the parking legend to reflect the required parking for the total square footage. 4. A portion of the proposed easements are being shown on Block 1 Lot 3 as well as the proposed transformer pad. The adjacent property owner will need to sign off on these easements. 5. Per Pete Caler (Sanitation Superintendent) A 12x12 dumpster pad will need to be approved with this site plan for the future building expansions. 6. Fire lanes are required to be a minimum of 20 -feet, please widen the 16.8 -ft. drive to the north to 20 -feet. 7. FYI: Per Final Plat Lot's 8 & 9 Block One shall share one free standing sign. It appears that a low profile sign is being proposed on the site plan. This would not be permitted. All signs are permitted separately and not approved by site plan. 8. The proposed pipe curbing will not be acceptable. The city requires monolithic concrete curbing. LAN DSCAPING /STREETSCAPING /BUFFER 9. Provide a general note that 100% coverage of groundcover, decorative paving, decorative rock, or a perennial grass is required in parking lot islands, swales and drainage areas, the parking lot setback, rights -of -way, and adjacent property disturbed during construction. 10. Please adjust the irrigation note to say: An irrigation plan is required to be reviewed, approved and installed prior to C.O. Reviewed by: Jennifer Reeves Date: 08 -18 -04 ENGINEERING 1. Provide sealed engineering documents for public water line. 2. Provide Water Design report per BCS Unified Design Guidelines. 3. Provide instruments for the PUE that will be dedicated. 4. Copies of filed proposed off -site Public Utility Easements will need to be submitted prior to Site Plan approval. 5. Per Jay Paige (TxDOT) If the driveway radius encroaches into the projected south adjacent property line (Block 1, Lot 3), a letter of permission will be required from the Owners when the Access Permit is submitted. 6. Show utilities. NOTE: Any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Your proposed design #3 bars at 12" OCEW is okay, but the pavement thickness will need to be 6 ". 9. Minimum fire lane width is 20 feet. 10. TxDOT permit application calls for asphalt driveway, but Site Plan does not indicated asphalt. Will driveway be concrete or asphalt? 11. Delineate areas of asphalt and concrete paving. 12. (easement dedication sheet for the adjacent property owner to sign) 2. The entire fire truck "T" turn - around must be painted. Please remove the proposed fire lane markings from the 16'8" drive way. Reviewed by: Jennifer Reeves Date: 09 -01 -04 ENGINEERING 1. Drainage Report: You cannot discharge more to TxDOT ROW than is going there currently. It appears that you are almost doubling it. 2. Drainage Report: Show how you determined the runoff coefficient for developed conditions? 3. Site Plan shows a double culvert. Grading Plan shows a single. Please size the culvert/s. The driveway permit shows a single 18" diameter culvert. Please verify that it is sized appropriately. 4. How will Lot 3 be able to drain if the flowline of the channel beginning on your property is at 327? 5. Fire Flow Report: For commercial development, the second fire hydrant can be no more than 300' feet lay of hose with spray coverage of 150' radius from the structure. Can you meet the fire flow requirements with one fire hydrant? 6. Fire Flow Report: Fire Report shows a 2,880 sf total build -out. The drainage report shows a total build -out of 4,223 sf. Please reconcile report and drawings. It is my understanding that the future expansion will bring the total building to no more than 2,880 sf. 7. To submit the TxDOT driveway permits, I need supporting documents to show complete driveway design; including curb return radii, connection to roadway detail (undercutting of pavement is not allowed), pavement detail, culvert size, culvert flowlines, etc. Please submit 4 copies of supporting documents necessary to show this (If you have this information on separate sheets, then I need 4 copies of each sheet). The northern adjacent property may not be constructing the flume to the inlet box. If they do not, you will be required to improve the drainage easement all the way to the inlet. The City requires an improved channel in a Public Drainage Easement and this includes a trickle channel. 2. It appears that the elevation of the drainage flume will block drainage from the southern adjacent property. Your design needs to consider the flow upstream being able to use the drainage channel improvements. This may require you to drop lower the elevation of your flume. 3. As previously commented: Per Jay Paige (TxDOT) If the driveway radius encroaches into the projected south adjacent property line (Block 1, Lot 3), a letter of permission will be required from the Owners when the Access Permit is submitted. Since a letter one was not received, I submitted the driveway permit to TxDOT without one. Be prepared to provide this letter as it may hold up TxDOT permit.
