Graduate Civil Engineer Development Services, City of College Station College Station, TX 77840 Re.: Southwest Business Center I & II (Site Plan) Revisions per City comments Summary Letter Dear Mrs. Cotter: Below is the summary of the revisions made per your comments dated July 27, 2004 for the Southwest Business Center II. COMMENT #7: Drainage report forthe proposed additional parking lot indicates there will not be a Building C. Detention requirements for this parking lot take this into account by reducing detention requirement. Are there plans for a Building C? ACTION: Building C is not to be built at this time according to the owner. The architect will update the site plan to show this revision. COMMENT #8: The design of the existing drainage channel with flume tying into the buffer wall was not approved on the original Site Plan. It was accepted with additional engineering design including a berm to recover lost capacity. Original design called for flume in bottom center channel with sloped sidewalls. Provide detail of drainage channel showing how flume ties into wall and ground and how capacity will be attained. ACTION: A detail showing the connection of the flume, wall, and surrounding ground is attached (Exhibit E). Calculations for flows through the flume are shown as well on this exhibit. The proposed drainage channel has a capacity of 49.5 cfs flowing 1.5' deep. The calculated flowrate for the 100 -year event through this section is only 16.1 cfs as shown in revised Exhibit D -4 (attached). COMMENT #9: Drainage report needs to show that the drainage channel can carry the flow that is going there now from upstream. Are your design elevations adequate to allow for the upstream properties to discharge into the channel? ACTION: The upstream drainage area includes approximately 2.09 acres from offsite according to the drainage report for Edelweiss Estates, Phases One through Six dated October, 1996 (see Exhibit F). This includes portions of Lots 8 and 9, Block 1 (Breedlove Tract and State Bank Site). A revised drainage map and calculations are attached to this response. The proposed flume will easily handle the drainage from upstream as shown in Comment #8. The proposed flume is designed at 0.3% grade in order to be at the lowest grade possible at the end of the project. Below is the summary of the revisions made per your comments dated August 4, 2004 for the Southwest Business Center I. COMMENT #1: Copy of signed shared parking agreement will be required prior to Site Plan approval. ACTION: The owner is to provide a copy of this agreement to the City. COMMENT #2: Please angle outlet so that it is not discharging across flow path of channel. Will slope protection be required directly across from discharge? ACTION: Slope protection will not be required based on the discharge from the detention pond on Lot 4. The discharge velocity is only 2.5 fps for the 100 year storm. Sincerel Je obe son, E.I.T. The plan accurately represents the numbers of constructed spaces, the accurate layout and location of the parking spaces, the existing permitted square footages of the tenants in the center and a cross reference to the building permit to reflect the spaces needed for the tenants in relationship to the amount of square footage that can be finished out for new tenants, subject to availability of constructed and approved spaces. Using the building permit square footages and applying this to the requirement of 1 space per 150 square results in required parking of 160 spaces. We have constructed and approved 201 parking spaces, leaving us with 41 spaces excess or 6,150 square feet of space that can be finished out. We have several tenants ready to sign leases that will approach the 6,150 square feet of space yet to be permitted. Please review, contact me if you have any questions and we'll hope to proceed with the addition of tenants to the center. As you know, we have submitted a corrected site plan for the entire center and upon your approval, will immediately construct additional spaces on Lots 4 and 9 to ultimately exceed the parking necessary for the center. O'f'Dq - 6 z1 s Resubmission of Site Plans ) } Lots 4 -8, Edelweiss Business Center, Block 2 Lot 9, Edelweiss Business Center Block 1 Jennifer: Attached is the tentative layout of the change in site plans for the above referenced lots. The purpose is to satisfy the parking requirements to reclassify the improvements on lots 5 -8 to the "Commercial Shopping Center" Designation. The plan provides more than adequate parking to satisfy this reclassification. As you can see, a modification to the existing site plan for Lots 7 & 8 will occur and then a later replatting will occur on Lot 4, Block 2 and Lot 9 Block 1. In the interim, as outlined under the UDO, we will incorporate "Alternative Parking Plans ", with the written agreements discussed, until the parcels are successfully closed. The portion of Lot 9, Block 1 and the portion of Lot 4, Block 2 are presently under contract to purchase by Southwood West. The idea of using the UDO is to speed up our process of providing adequate parking to the existing structures. In the interest of time, I would ask that the following be considered during this process: We have multiple retail tenants that could be successfully located in the front building of Lots 5 & 6. As you know, we have approached staff about the allocation of existing parking spaces to be applied to permits and asked that we utilize the built spaces applied to tenants until such time as we run out of spaces, thereby rendering the remainder of the the then vacant space unrentable, until further parking spaces are secured. That has been answered with no. Now that we have the land secured, we still have the ultimate process of revised site plans, drainage and replatting. This is not a fast process as you know. I would ask the favor of staff in working with us to issue building permits for the retail tenants we have, but no issuance of "certificates of occupancy" for those tenants until staff is satisfied the parking is completed, or a bond posted for the completion of the improvements.
