Woods, Via Fax (979) 846 -9133 FROM: Jennifer Reeves, Project Manager SUBJECT: SOUTHWEST BUSINESS CENTER /l (SP) - Site Plan As you're aware, we have been working diligently over the past few weeks to resolve the outstanding site issues at the Southwest Business Center Phase II and issue a certificate of occupancy for the new Dollar General store. Upon final inspection of the site, we identified many changes to the approved site plan as well as areas of the site that were not completed. As a result, we requested an as -built site plan that reflects the changes made in the field along with a phasing plan to deal with the portions of the site you were constructing at this time. The site plan submitted on July 19 showed the phasing of the site, the site changes and a new parking area in Phase 3. Review comments for Phase 3 have been withheld from this review so that we can focus on Phases 1 and 2 which are the immediate areas of concern. Staff will review the changes in Phase 3 with a future submittal. We have reviewed the revised site plan and have several comments and /or issues that need to be addressed. In an effort to resolve this situation as quickly as possible and to allow Dollar General to open for business, we have broken down the outstanding issues into categories. There are public safety issues that need to be resolved immediately for the issuance of a certificate of occupancy for Dollar General. However, we are willing to delay compliance for other outstanding site issues to a future date. No additional building permits will be issued for the center until all outstanding issues are addressed. Home of Texas A &M University �C Items to be resolved before C.O. for Dollar General: 1. All paved areas must be curbed. This means that everything that is contained inside of Phase 1 will be required to be curbed. A temporary knock off curb will be acceptable in some areas. This includes curbing at the future most southerly entrance, as well as the 6- parking spaces that were installed with the Southwest Business Center Phase I project that is abutting Phase 3. Please show the curbing and curb details on the site plan. 2. The dumpster adjacent to Building B will not be accessible as well as the parking spaces and drive isle behind Building A. Each phase must be able to stand alone, thus the circulation and safety is an issue when you cannot circulate traffic. The drive isle will need to be constructed as part of Phase 1. 3. The dumpster enclosure behind Dollar General will have to be altered and angled toward the building for Sanitation to be able to service. 4. The bollards inside the dumpster enclosures may not encroach into the minimum 12' x 12' and 12' x 24' clear spaces needed for the dumpsters. 5. A one -way drive aisle with 90- degree parking spaces is required to be 23 feet wide. The parking spaces on the south side of Dollar General will have to be reconfigured to 45- degree spaces per the approved plan, unless the aisle is widened to meet the 23 feet drive isle width for 90- degree parking spaces. 6. Phase 3 should be graded and returned back to 100% established ground cover. 7. Complete detention pond #1. Grade discharge to drain and finish detention the pond. Items to be resolved before a future B.P. for the Center:(A revised site plan must be approved that addresses the following outstanding issues.) 1. Please break parking requirements out for each phase (required and provided). This is going to be considered a shopping center parking requirement, please take the 1- 250 off of the site plan and use the correct parking ratio. This will help with future 2. End islands are required at phase lines. This would be where the phase line goes through the row of 16 parking spaces that will be required an interior island. 3. The plan does not meet the interior parking island requirement. These will have to be phased as well. 4. A landscape plan is required showing the same phasing as the site plan. This will need to reflect site area calculations for each phase. Please be aware that the buffer will be required to be complete (wall and plantings) prior to 0.0 of Phase 1. 5. The screening shrubs that are installed at this time will not be acceptable for screening cars from the Wellborn right -of -way. The plantings have been planted in the detention pond up front and barely stick up over the 6 -inch curb, much Tess 3- feet above the pavement elevation (per Section 7.5.D.5 of the UDO). 6. Interior islands are required every 15 parking spaces. Phase three will need at least three additional interior islands. 2 of 4 7. Drainage report for the proposed additional parking lot indicates there will not be a Building C. Detention requirements for this parking lot take this into account by reducing detention requirement. Are there plans for a Building C? 8. The design of the existing drainage channel with flume tying into the buffer wall was not approved on the original Site Plan. It was accepted with additional engineering design including a berm to recover lost capacity. Original design called for flume in bottom center channel with sloped sidewalls. Provide detail of drainage channel showing how flume ties into wall and ground and how capacity will be attained. 9. Drainage report needs to show that the drainage channel can carry the flow that is going there now from upstream. Are your design elevations adequate to allow for the upstream properties to discharge into the channel? Please contact us once the outstanding items in the first list are completed so that we may perform a site inspection. Submit the following information regarding the revised site plan prior to applying for additional building permits on the site: Two (2) revised site and landscaping plans; $200 site plan review fee. With a proposed one -way frontage road to be developed @ this site, it is TxDOT's recommendation that a right -in & right -out driveway with median divider island (small) be incorporated in the access driveway design." ...is the proposed location of the drive approved or should it be move to the north to meet the spacing requirements? I understand the comment to mean that since it is possible to meet spacing requirements, that they must do this. The applicant understands that the proposed location was approved.
