The following page is a list of staff review comments detailing items that need to be addressed. Galindo, via fax 979.846.8868 Case file #04- 00500199 STAFF REVIEW COMMENTS NO. 1 Project: QUALITY SUITES HOTEL (SP) — 04- 00500199 STOP REVIEW. Staff has received comment from TxDOT that a driveway permit will not be issued along Texas Avenue. Due to the impact this causes, a full review at this time would be futile. Preliminary comments are being returned at this time. PLANNING 1. The following comment is from TxDOT: "Based on TxDOT's 'Regulations for Access Driveways to State Highways' access to the west frontage road is denied. Access regulations are primarily based on posted speed limits (WFR = 45 MPH) and distances to adjacent access points. Additionally, driveway location distance (upstream) from the proposed new SH 6 exit ramp @ Ponderosa Dr. could be a factor." 2. The proposed parking area is not permitted in the drainage easement. 3. Please show all fire lanes throughout the site. 4. Please show proposed FDC location. 5. Please label existing fire hydrant on Ponderosa. 6. The opposite drive on Ponderosa near intersection that is labeled as "Abandoned Drives" is gated, but still in use. 7. Please call out the actual height and material of dumpster enclosures. The southernmost enclosure will require gates because it is visible from the right -of -way. The minimum clear opening is 12' for each dumpster. 8. A 23' drive aisle is required if there is any head -in parking off of the drive. 9. The minimum separation distance required for drives on a local or collector street is 175', measured from the center line of one to the nearest edge of the other. The two proposed drives on Ponderosa do not meet this requirement. You will only be allowed one drive on Ponderosa. 10. Please call out distance to the next closest adjacent and opposite drives. 11. The maximum driveway width is 36 feet and is measured at the property line. 12. Please either remove all signs from the plan or add a note that signs may be permitted separately. As discussed in the Pre - Application Conference, this will be considered one building plot for the purposes of signage. 13. Provide a general note that all roof and ground- mounted mechanical equipment shall be screened from view or isolated so as not to be visible from any public right - of -way or residential district within 150' of the subject lot, measured from a point five feet above grade. Such screening shall be coordinated with the building architecture and scale to maintain a unified appearance. An office development adjacent to multifamily zoning or development does not require a buffer. 2. Please add a note that an irrigation plan must be approved prior to C.O. 3. Please make sure that the number of plants that you are claiming points for match what is drawn on the plan. 4. If parking screening is to be accomplished using a shrub hedge, plants must be no more than 3' apart. A dwarf species may not be used for parking screening. 5. Please provide the size of your proposed non - canopy trees in caliper inches for a single cane. The minimum allowable single cane size is 1.25 ". 6. Provide a general note that 100% coverage of groundcover, decorative paving, decorative rock, or a perennial grass is required in parking lot islands, swales and drainage areas, the parking lot setback, rights -of -way, and adjacent property disturbed during construction. Reviewed by: Jennifer Prochazka Date: August 20, 2004 ENGINEERING 1. I will need to confirm the impact of the fire flow to the existing public system. The fire flow scenario should be calculated and/ or modeled from the existing fire hydrant on Ponderosa to the existing water line at Sara. Only 2 hydrants permitted on a 6 -in line. Please see BCS Unified Design Guidelines. 2. In addition, each fire flow scenario must stand on its own. The calculations should be separate for each building. 3. I will need to confirm that the drainage has been accounted for upstream of this project. No drainage map was submitted with the report. Due to the point discharge situation of this project, it is extremely important to not increase flows downstream. 4. In addition, two drainage reports have been submitted and approved for the adjacent sites to the west. Since this project is changing the drainage in the easement, what has been previously approved must be accommodated. 5. The storm sewer in the easement must be designed to meet City standards. The storm sewer outside the easement is private. 6. Place fire hydrant between buildings out from behind parking areas for easy, emergency access. The site plan we have does not reflect the parking as it has been built out on the site. The grading plan in the construction documents that I found do show what may have been built out there, but we need a revised sheet SP -M for Building E showing the correct parking layout. Also, since the building is different than what is shown on site, the parking count must be recalculated to show what is required parking, and a count of what is actually built on site. We cannot proceed with out a correct sheet SP -M. 2. The elevations we have do not reflect the building that has been built. The pages that were faxed were insufficient, and sheet A -1 in its entirety must be revised and submitted. 3. We need spot elevations along the back wall across from each end of the building and where there is a projection of the building in between for a total of 4 elevations. Because the back of the building steps back towards the residential area, and it appears that that are of the site slopes down, there may be a height issue, and we must have verification that the roof height meets the requirements set out in section 7.1 of the Unified Development Ordinance. It is not necessary to break the square footage out by buildings, lots, nor by office or retail. This is considered a shopping center less than 75,000 square feet which requires 1 -150 parking regardless of how much retail or office use. However you can note the percentage of restaurant /bar use. Once the shopping center reaches 25% restaurant /bar use then anything over 25% will be required to meet the strictest of the parking requirement for that use. This will keep the parking legend Tess confusing. 2. Please adjust building square footages to match what the building permits that have been pulled. 3. As of 8 -23 -04 parking required = 160, parking provided = 201, parking available = 41 spaces (or) 6,150 square feet. Over all parking requirement = 308 parking spaces, parking provided = pending site plan approval. 4. Please consolidate the landscape and streetscape requirements. Detention requirements for this parking lot take this into account by reducing detention requirement. Are there plans for a Building C? 2. As previously commented, the design of the existing drainage channel with flume tying into the buffer wall was not approved on the original Site Plan. It was accepted with additional engineering design including a berm to recover lost capacity. Original design called for flume in bottom center channel with sloped sidewalls. Provide detail of drainage channel showing how flume ties into wall and ground and how capacity will be attained. 3. As previously commented, Drainage Report for parking on Lot 9 needs to show that the drainage channel can carry the flow that is going there now from upstream.
