SUBJECT: OUR SAVIOR'S LUTHERN CHURCH (SP) - Site Plan
Staff reviewed the above - mentioned site plan as requested. The following page is a list
of staff review comments detailing items that need to be addressed. Please address the
comments and submit the following information for further staff review:
$200 processing fee for the next round of three (3) staff reviews; and,
Six (6) complete sets of construction documents for the proposed
development with the revised site and landscaping plans attached;
Two (2) revised site; and
One (1) landscaping plan.
Easement Dedication Sheet and required documents.
If there are comments that you are not addressing with the revised site plan, please
attach a letter explaining the details. If you have any questions or need additional
information, please call me at 764 -3570.

PLANNING
1. Curb must be monolithic. A construction joint is not permissible. (repeat comment)
2. As a reminder, the plans cannot be stamped approved until the property is platted.

ENGINEERING
1. Please provide sealed report of water design showing that the project meets the
International Fire Code.
2. Provide a copy of the drainage agreement that was worked out with the property
owners.
3. Preliminary Plat shows required easement for the water line to be dedicated by the
final plat. If it is not dedicated by plat, it will need to be dedicated or a blanket
easement provided prior to site plan approval.
4. Comment #10 from the previous comments was not a request to check the
deflection of the water line bends, but an FYI (because of some confusion with
contractors in the field) that bends and fittings producing a change in alignment
greater than the deflection allowed in the B /CS Unified Design Guideline Manual are
required to be restrained to the pipe and blocked to undisturbed soil. In addition, the
pipe itself shall be restrained for a minimum of 2 joints on either side of the
alignment change. With future projects please be aware that a note on the plans, or
the fittings called out in the plan and profile, will be required. If you want, I can add
the note this time.
5. Sheet C3 - Verify call at Sta 208 +94.37 indicating bend and meters. The meters are
shown on Water Line W -2.

Staff reviewed the above - mentioned site plan as requested. The following page
is a list of staff review comments detailing items that need to be addressed. The
next submittal will be the third and final review by staff for this round of reviews.
If all items have not been addressed on the next submittal, another $200
processing fee will need to be submitted for the subsequent set of three (3)
reviews. Please address the comments and submit the following information for
further staff review:

PLANNING
1. Please provide a note on the Landscape Plan (in the legend) that the
minimum size for a non - canopy tree is 1.25" FOR A SINGLE CANE. (repeat
comment)
2. Curb must be monolithic. A construction joint is not permissible.
3. Please show location of ALL fire lanes on the site plan(as shown on striping
plan). (repeat comment)
4. Provide a note that the 30' buffer is provided in lieu of the required 15' and a
wall. (repeat comment)
5. The number of plantings shown in the legend does not correspond with the
number of plantings shown on the plan or in the point calculations. ALL
THREE MUST HAVE THE SAME INFORMATION. (repeat comment)

ENGINEERING
1. Show easements that are being required with platting.
2. Site Plan cannot be approved until property is platted.
3. Adjust Architectural Site Plan to match engineering plans. It looks like the
sewer service is tapping into the storm sewer.
4. Water report needs to show the required fire flow based on size of building
and construction. Refer to International Fire Code.
5. For the drainage plan as designed, the discharge from the detention pond will
require an off -site drainage easement to the defined creek.
6. Is all the flow in drainage basin EX2 actually going to the discharge /study
point?
7. Water Line W -1 shall be C -909.
8. PUE required on Water Line W -2.
9. Please see Detail W3 -03 for Blow -Off Riser.
10. All water line bends and fittings producing a change in alignment greater than

11. Add note to plans that all water and sewer construction will be in accordance
with B /CS Unified Design Guidelines, Specifications, and Details.
12. Verify that the sidewalk from the covered drop off to the parking lot is not
covered.
13. Sewer service line in ROW shall be SDR 21 (ASTM D- 2241).
14. Will a temporary construction easement be needed from the property owner
at 9301 Amberwood Court?
15. Is Type 3 Curb (Sheet 2) the Beveled Curb (Sheet 5)?
16. What is Type 4 Curb (Sheet 5)?

Staff reviewed the above - mentioned site plan as requested. The following page is a list

Easement Dedication Sheet and required documents.
Please note that the Easement Dedication Sheet and the necessary documents are
required prior to the issuance of a building permit. The Drainage Report has been
reviewed and you can pick up your copy at your convenience. If there are comments

PLANNING
1. This property must be platted before the site plan can be stamped approved.
2. Please provide a list of building materials for all facades visible, or roughly visible to,
the public ROW.
3. The possible future drive on the frontage road won't work. The drive is too close to
the proposed NB entrance ramp where it is shown. There is no place along the
frontage road where a driveway could meet TxDOT's access management
policy.
4. Please either remove all sign information from this plan or note that all signs are
permitted separately. Your sign proposal has not been reviewed for compliance.
5. Please provide a detail of the fire lane /island intersection. Please mark on the plan
the location of any other fire lane on site.
6. Please show all curbed areas or provide note that all paved areas are surrounded
by a 6" curb (this includes dumpster areas, all parking islands, parking areas, drives,
etc.) Please also provide curb and pavement detail.
7. Please provide zoning of surrounding properties on the plan.

9. If property is not within a floodplain, please provide FEMA / FIRM map number that
verifies this.
10. Please provide building square footage on the site plan.
11. Please call out dumpster enclosure material and height. There must be a 12' x 12'
clear opening within the enclosure.
12. Please show that the transformer will be screened from the ROW.
13. Provide a general note that all roof and ground- mounted mechanical equipment
shall be screened from view or isolated so as not to be visible from any public right -
of -way or residential district within 150' of the subject lot, measured from a point five
feet above grade. Such screening shall be coordinated with the building architecture
and scale to maintain a unified appearance.

LANDSCAPING /STREETSCAPING /BUFFER
1. The scale shown at the bottom of the landscape plan is not the scale used.
2. Dwarf species may not be used for parking screening
3. Please note in the landscape legend that the minimum size for non - canopy trees is
1.25" for a single trunk.
NOTE: Any changes made to the plans, that have not been requested by the City of College Station, must be explained in your

to the City, will constitute a completely new review.

4. To count existing trees toward the buffer requirement, please show the species,
caliper, and location of those trees. The required number will need to fall within the
30' buffer area.
5. Please note on the plan that a 30' buffer is required in lieu of the 15' buffer and
masonry wall requirement.
6. Many of the existing trees that you are claiming for points fall within improved areas
in future phases. If future improvement locations are not tied down, you may
choose to remove this information. FYI: future removal of canopy trees for which
points are claimed will need to be replaced on site caliper for caliper.
7. Ends of parking rows must also be screened from the right -of -way.
8. Are the paved islands enhanced in some way? (is: stamped, died concrete, brick
pavers) Please call out on the plan.
9. The legend should include all plantings, including streetscape and number of
existing trees counted for points. The number of each species of tree in the legend
is not representative of what is shown on the plan.
10. Points may also be earned by shrubs.
11. In the buffer area, there is also a requirement for shrubs or non - canopy trees.
12. Please add a note to the plan that an irrigation plan must be submitted to and
approved by this department prior to C.O.

ENGINEERING
1. Provide engineered plan and profile of public water line.
2. Provide water design report.
3. Public water line needs to be in a PUE.
4. Show location of domestic and irrigation meters. Make sure they are in a PUE or
ROW.
5. Provide size and slope of private sanitary sewer service.
6. If sewer service connection is to a manhole, a drop connection is required when the
flowline of the connection is 30" or higher than the manhole invert.
7. Submit Development Permit Application.
8. Provide Grading Plan.
9. Provide Erosion Control Plan.
10. Provide Drainage Report.
11. Provide paving and curbing details.

1. Developer installs conduit per city specs and design.
2. Developer provides 30' of rigid conduit for riser poles. Developer installs
first 10'. City installs remainder.
3. Developer pours transformer pad(s) per city specs and design.
4. Developer installs pull boxes as per city specs and design.(pull boxes
provided by the city.
5. Developer provides digital AutoCAD 2000 version of plat and /or site plan.

MISCELLANEOUS
Irrigation system must be protected by either a Pressure Vacuum Breaker, a
Reduced Pressure Principle Back Flow Device, or a Double -Check Back Flow
Device, and installed as per City Ordinance 2394.
2. All BackFlow devices must be installed and tested upon installation as per City
Ordinance 2394.
