SUBJECT: USDA - SITE PLAN (SDSP) - Site Plan
Staff reviewed the above-mentioned site plan as requested. The following page
is a list of staff review comments detailing items that need to be addressed.
Please address the comments and submit the following information for further
staff review:
One (1) complete set of construction documents for the proposed
development with the revised site and landscaping plans attached
One (1) revised site and landscaping plan.
If there are comments that you are not addressing with the revised site plan,
please attach a letter explaining the details. If you have any questions or need
additional information, please call me at 764-3570.

PLANNING
1. Landscaping note #7 is to address disturbed areas from construction to
assure that there will be an acceptable ground cover and not left as graded raw
dirt. As previously commented, please provide a note stating: "Provide a general
note that all roof and ground-mounted mechanical equipment shall be screened
from view or isolated so as not to be visible from any public right-of-way or
residential district within 150' of the subject lot, measured from a point five feet
above grade. Such screening shall be coordinated with the building architecture
and scale to maintain a unified appearance".
2. Per my phone conversation with Ric Conlin (CSC Engineering) 8/26/04:
Please relocate the proposed fire hydrant located at the rear of the building to
the corner between the parking space and the proposed bike rack. (Per Steve
Smith, Fire Marshall's Office)
3. FYI: The (F.D.C.) Fire Department Connection will need to be located on the
rear side of the building facing the back parking lot (Per Steve Smith, Fire
Marshall's Office)
4. All paved areas must be curbed. It appears that the main drive isle that dead
ends at the rear of the property is not showing curbing.

ENGINEERING
1. Site Plan cannot be stamped approved until the Final Plat is filed. The off-
site easement for the water line is still needed in order to approve the
construction plans required for the Plat. The waterline will need to be
constructed or bonded before the Plat can be filed.
2. Add note that all water and sewer construction to be in accordance with BCS
Unified Design Guidelines and Specifications. The details you provided do
not match current approved details. You can copy and include our details our
just provide the aforementioned note. (Contractor may prefer details be
included.)
3. Please relocate water line to east side of existing sewer line. There is not
enough space between the building and the existing sewer line to allow for
any give in placement of water line.
4. Provide sealed engineer's cost estimate for public (fire) line.
5. No develop permits can be issued until Development Permit application and
fees and documents are submitted.
NOTE: Any changes made to the plans, that have not been requested by the City of College Station, must be
explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these plans
that have not been pointed out to the City, will constitute a completely new review.

6. Provide water design report and drainage report.
7. Filed copies of the joint access easement and private drainage easement will
need to be provided prior to Site Plan approval.
8. Minimum curb return radius for a commercial driveway is 20 feet.
9. A drop manhole connection will be required for sanitary sewer service line if it
is more than 30 inches higher than manhole invert.

Please note that the Easement Dedication Sheet and the necessary documents are

PLANNING
,/1. Provide a general note that all roof and ground-mounted mechanical equipment
shall be screened from view or isolated so as not to be visible from any public right-
of-way or residential district within 150' of the subject lot, measured from a point five
feet above grade. Such screening shall be coordinated with the building architecture
and scale to maintain a unified appearance.
,J2. The final Plat will have to be filed prior to site plan approval.
J3. Provide distances from the proposed driveway to the Dartmouth/Holleman
intersection, as well as the driveway cut for the Mall and Sears Service Center.
-1--+ 4. Please note on the site plan weather or not the subject property lies within the 100-
year flood plain or of referencing FEMA panel.,,
,~5. A future building expansion is being shown on the site plan. The expansion appears
to be approximately 3,600 square feet. With this addition this would require a total of
70 parking spaces and currently the site layout is only providing 63 parking spaces.
It does not appear with the current configuration of the site layout that there is
enough room for this addition.
1 /6. (Per Raymond Olsen Fire Marshalls Office) The coverage area of the building will be
accepted as submitted, however the (FDC) Fire Department Connection has to be
accessible by the fire trucks. Please relocate to a fire lane location.
LANDSCAPING/STREETSCAPING/BUFFER
7. Provide a general note that 100% coverage of groundcover, decorative paving,
decorative rock, or a perennial grass is required in parking lot islands, swales and
drainage areas, the parking lot setback, rights-of-way, and adjacent property
disturbed during construction.
8. For screening purposes a dwarf species is not an acceptable shrub (Burford Dwarf
Holly) (See Section 7.5.A) "Dwarf plants will not be allowed in required screening or
buffer areas". All screening shrubs must be 3-ft in height (minimum) at planting
stage. (See Section 7.5.D.5- Parking areas adjacent to a right-of way) Shrubs must
be at a maximum distance of 3-feet on center.
9. Landscape/Streetscape Calculations are as follows:
• 1.68 acres = 73,180 divided by 1000 = 73.180 x 30 = 2,195 landscape points
• 196 feet of frontage along Holleman Drive (minor arterial) divided by 32 = 7
canopy trees or 14 non-canopy trees.
196 feet divided by 50 = 3.92 x 300 = 1,176 additional points
• Total points required = 3,371
• To receive the 10% credit that is talked about in (Section 7.5.7.a - Additional
Point Credits).The proposed drip irrigation plan will need to be submitted for
review for the administrator to determine weather or not it is recognized as a
water-conserving system.

10. To accrue points for the existing tree that is shown to be 8" or larger, the following
information would need to be provided:
• Would need to know the species (Is it an acceptable canopy tree?).
• Would need to show the barricade detail (See Section 7.5.2.c).
• It appears that this tree cannot be properly barricaded for the drip line is shown
to be encroaching into the proposed building plan as well as the proposed drive.
11. One of the Texas Pistache is being proposed just outside of the proposed 1 0-foot
right-of-way dedication. Please be aware that plantings in the right-of way are
required to have a (PIP) permit approval.

ENGINEERING
1. Provide engineered construction documents for the public fire water line.
2. The fire line tap should be moved to outside the encasement pipe.
3. Submit DP application with associated documents.
4. Provide water design report and drainage report.
5. Remove dedicated ROW from the property boundary.
6. From the water demands provided, the domestic meter will be sized at W.
7. Why are you showing a proposed public sanitary sewer along the front of your
property. Will it be part of your project?
8. A filed copy of the joint access easement will need to be provided prior to Site Plan
approval.
9. The access easement on the adjacent property needs to extend to the ROW.
10. Provide paving and curbing details.
11. Provide driveway design information.
12. Provide Erosion Control Plan.
13. Provide additional point grades in parking lot.

MISCELLANEOUS
1. Irrigation system must be protected by either a Pressure Vacuum Breaker, a
Reduced Pressure Principle Back Flow Device, or a Double-Check Back Flow
Device, and installed as per City Ordinance 2394.
2. All BackFlow devices must be installed and tested upon installation as per City
Ordinance 2394.
