Staff reviewed the above-mentioned site plan as requested. The fallowing page
is a list of staff review comments detailing items that need to be addressed.
Please address the comments and submit the following information for further
staff review:

Dear Ms. George:
This letter transmits ten (10) copies of our re-submittal of the site plan package for the proposed United
States Department of Agriculture Office Building planned to be located on Holleman Drive, east of the
intersection with Dartmouth Road in College Station, Texas. This submittal is being made on behalf of
the owner/developer of the site/project, Curtis Investments-College Station, LLC of Dallas, Texas. An
earlier submittal of the site plan package was withdrawn due to some conflicts between the site plan and
the landscape plan as submitted by the architect. Those conflicts have been resolved. The required fees
for the submittal were paid with the original submittal.
The submitted site plan package includes three separate items: (1) the site plan (sheet SP-1) as prepared
by CSC Engineering & Environmental Consultants, Inc. (CSC); (2) the landscape plan (sheet L-1)
prepared jointly by CSC and the project architect, Tim Risley & Associates from Fort Smith, Arkansas
(Risley); and (3) the illustration (sheet A4) of the dimensioned building elevations as prepared by Risley.
Color and material samples of the building are being collected by Mr. Chris Curtis of the developer,
Curtis Investments-College Station, LLC, and will be submitted separately within approximately one to
two weeks.

Hi Jennifer,
In general a drip irrigation system will use less water than a spray irrigation system, because they apply
water very slowly, to the plant's root zone, as opposed to spraying it straight up in the air to be blown away
by the wind.:-) You should still ask to see an irrigation plan, I think. Doesn't the UDO require an irrigation
plan? Rain sensors and wind sensors should also make it a more water-conserving system. These
devices prevent the irrigation system from coming after a predetermined amount of rain has fallen, or if
wind speeds are over a certain amount.

(Section 7.5.7.a) of the (UDO) Unified Development Ordinance states:
"A 10 percent point credit will be awarded where the irrigation system employed is a recognized
water-conserving system"
I am reviewing the site plans for the USDA building that will be going in at Holleman and Dartmouth in the
Wolf Pen Creek Corridor. They have deducted 10 percent of there landscape point requirement because
they are going to propose the irrigation to be a drip system. My question to you is...Are all drip systems
water conserving? They have not even shown us a plan as to what their drip system consist of so I
hesitate to approve something that I have yet to see.
I am asking you this because I figured you were a little bit more knowledgeable about water conserving
irrigation systems than I am. I appreciate any kind of insight that you may be able to offer. If you would like
to take a look at the irrigation plan when it comes in, I would be glad to include you in on the review.

Hey Pete - I wanted to let you know that I talked to the applicant about their submittal (there were
numerous things wrong). I told him that we would not consider this an official submittal. He is going to try a
whole new submittal for next weeks review. I am going to hang on to your comment and I will make sure
that you get the new copies to review. Thanks, Jennifer

Dear Ms. Reeves:
This letter transmits the revised site development documents outlined in your Memorandum dated
September 2, 2004 for the proposed United States Department of Agriculture Office Building planned to
be located on Holleman Drive, east of the intersection with Dartmouth Road in College Station, Texas.
The submitted site development documents includes the following six (6) separate items:
(1) the revised site plan as prepared by CSC Engineering & Environmental Consultants, Inc.;
(2) the revised landscape plan as originally prepared by the project architect, Tim Risley &
Associates from Fort Smith, Arkansas (Risley) and later modified by CSC;
(3) one complete set of the site development construction documents prepared by CSC which
include the attached copies of the previously cited revised site and landscape plans;
(4) a water demand report;
(5) a drainage report; and
(6) an engineering cost estimate for the domestic water line and fire line.
A listing of the construction drawings presented in the accompanying Table 1
The submitted site plan, landscape plan, and construction drawings have all been revised to address the
comments of the City of College Station staff as outlined in the previously referenced Memorandum. The
staff comments were designated as "Staff Review Comments No. 2" and are summarized in Table 2,
along with a description of how the responses to the comments were integrated into the previously
referenced site plan, landscape plan, and construction documents. The presently submitted construction
documents also reflect the changes discussed for the site plan and the landscape plan.

Dear Ms. George:
This letter transmits the revised site development documents outlined in your Memorandum dated
November 24, 2004 for the proposed United States Department of Agriculture Office Building planned to
be located on Holleman Drive, east of the intersection with Dartmouth Road in College Station, Texas.
As requested in the referenced Memorandum, the site development documents transmitted via this letter
include the following three (3) separate items:
(1) eight (8) complete sets of the site development construction documents prepared by CSC
which include copies of the revised site and landscape plans [six (6) sets are for the City
and the other two (2) sets are for the contractor and engineer];
(2) two (2) copies of the revised site plan as prepared by CSC Engineering & Environmental
Consultants, Inc.; and
(3) one (1) copy of the revised landscape plan as originally prepared by the project architect,
Tim Risley & Associates from Fort Smith, Arkansas (Risley) and later modified by CSC.
A listing of the construction drawings presented in the accompanying Table 1
The submitted site plan, landscape plan, and construction drawings have all been revised to address the
Engineering comment concerning the addition of another 8-inch valve on the water along Holleman
Drive. That comment is outlined in "Staff Review Comments No. 3" in the previously referenced
Memorandum. Although the plans for Holleman Drive water line are being prepared by Kling
Engineering and Surveying (Kling}, CSC has shown the additional value on our drawings. CSC has also
notified the project contractor, JaCody Construction, Inc. (JaCody), of the need for the value, and JaCody
will oversee the installation of the valve.
We are aware of the other Engineering comments concerning the need for the Final Plat to be approved
and for the waterline to be bonded (or constructed). Kling is performing the work associated with the
Final Plat submittal. JaCody is coordinating with Kling to insure that the Final Plat is submitted along
with the appropriate bond for construction of the public water line. CSC understands that the attached

construction plans cannot be approved until the Final Plat is submitted and the bonding is completed, but
we are submitting the plans in anticipation that both of these items will be completed in the nett week or
two.
