Attached please find the following:
• Thirteen (13) complete sets of the construction documents for the proposed
development with the revised site and landscaping plan - six (6) for the City of
College Station and seven (7) additional copies to be stamped for our records,
• Two (2) revised site plans,
• One (1) landscaping plan,
• One (1) drainage report to be stamped, and
• An additional letter of clarification to accompany the drainage report.
Below you will find the City Comments answered in full.
Planning
Comment: The Aristocrat Pear is considered a non-canopy tree and will receive 40
points per tree. Please adjust point calculations to reflect this change (this
comment has already been returned to the landscape architect).
Answer: Landscape plan revised to reflect this change.
Comment: Please remove alt. bid information per our telephone conversation.
Answer: Changed on Sheet C1, "Site Plan".
Comment: As a reminder, ALL fire lane and turn around must be "heavy duty" as
shown on the detail in the previous submittal.
Answer: Bid alternate "A" has been deleted from sheet C1, "Site Plan".
Comment: The 45' buffer zone only applies to the property line that abuts the
Castlegate subdivision. Please remove this note from the other property
lines.
Answer: Changed on Sheet C1, "Site Plan".

Comment: You will need to provide an amended fire flow report once water line that
will serve this property is constructed.
Answer: Acknowledged.
Comment: Please relocate the 2" domestic water line outside of the PUE.
Answer: Per our telephone conversation, the 2" domestic water meter was moved
as close to the building as possible without being located in the
wheelchair ramp.
Comment: Provide driveway design when available.
Answer: Acknowledged.
Comment: Refer to Standard Fire Hydrant Assembly Detail in the Unified Design
Guidelines for additional thrust blocking and pea gravel requirements.

Comment: The stationing of the water is confusing. A station is shown on the line,

was also removed.
Comment: Indicate location of construction entrance/exit.
Answer: The construction entrance/exit is shown on sheet C2, "Grading Plan".
Comment: Add additional silt fence along Greens Prairie Road and along eastern
boundary of project limits (including detention outlet and sanitary sewer
installation).
Answer: Silt fence added to sheet C2, "Grading Plan".
Comment: Hay bales may need to be added to silt fencing in areas of concentrated
flow.

Comment: Required fire flows should be distributed to fire hydrants only. Do not

Answer: After our telephone conversation, we confirmed that the system as shown
will carry the required fire flows. However, the actual fire flow cannot be
calculated until the water line we are tying onto is built and tested.

Answer: Profiles on sheets C5 and C6 adjusted to meet the minimum requirement.

Comment: Did you reduce capacity of inlet grates by 25% to allow for
clogging?
Answer: Yes. Grate Inlets are sized using the orifice equation:
Q= C * A * (2 g H) ^ 0.5 where:
Q = Grate Capacity in cfs
C = Orifice Coefficient (usually 0.70) for contraction of flow.
A = Area of Orifice (in square feet.)
g = acceleration of gravity 32.2 f/sec/sec (constant)
H = Head, allowable depth of flow over the orifice in feet.
For the purpose of design, the capacity per square foot is computed using A=1.0
and the orifice coefficient is reduced by a factor of 2 to 0.35 for
clogging.
Q/SF=0.35xIx(2*32.2*H)^0.5
The capacity per square foot is shown in the Exhibit 2. The Area Required is then
computed by dividing the total flow by the capacity.

RE: Water Distribution & Sanitary Sewer Analysis for Forest Ridge
Elementary School
Dear Carol:
Mitchell & Morgan, LLP conducted a water distribution and sanitary sewer
analysis for the proposed Forest Ridge Elementary School. For sanitary sewer
service, a private six-inch (6") line will connect to an existing City of College
Station manhole located on the eastern side of the property. The water line will be
a public twelve-inch (12") line connecting to the existing City of College Station
water line located along the south right-of-way of State Highway 40.
Sanitary Sewer Design:
The sanitary sewer line will run south and west approximately 1070', servicing
only the Forest Ridge Elementary School. As per the 2000 edition of the
International Plumbing Code, cleanouts will be located not more than 100' apart.
We are currently showing cleanouts at all change of direction locations as well.
Using the B/CS Unified Design Guidelines for Sanitary Sewer a peak flow was
determined for Forest Ridge Elementary School. Method 1 (fixture unit method)
was used to determine peak hourly flow. From the plumbing fixtures, the school
has less than 500 fixture units, which from "Table II, Peak Wastewater Flows
Based on Fixture Units," the peak demand for the school is 125 GPM. Using this
peak demand the 6-inch line (laid at 0.30% slope) is adequate for the Forest Ridge
Elementary School. The slope is increased to 1.00% slope to meet the minimum
requirements of the 2000 International Plumbing Code.
Water System Design:
The water line for this building must run from the water service at the State
Highway 40 Right of Way into the site to provide fire and domestic services.
The platting process provided a 12" water line from the existing 24" water line
along the north side of the SH 40 right of way to the south side where this project
will connect. Please note that this line crossing the SH 40 right of way is not
finished yet so no fire flow test can be provided at this time.
The building as designed is 86,473 square feet (SF) and is classified as a Type IIB
construction for fire protection purposes. Using Table B105.1 in the 2000
International Fire Code, this structure requires a fire flow of 6250 gallons per
minute (gpm), which can be reduced by local amendment by 50% because of the
provision of a fire sprinkler system within the building. Using this reduced flow
(6250 gpm / 2) plus the domestic peak flow (125 gpm) results in the flow of 3250
gpm. This flow produces a velocity of 10.37 feet per second (fps) in the 12" line
and requires a head of only 15 pounds per square inch (psi) to convey this flow
through the 1400 linear feet of 12" lines from the 24" line to the fire hydrant next
to the fire department connection. Based on these calculations, the 24" main must
have at least 35 psi while flowing the 3250 gpm. Our experience with the system
shows that this main will easily produce flows much greater at much higher
pressures.

This letter is in response to the COCS plan review comments for Forest Ridge
Elementary School Site Plan. Below is a list of the comments with an appropriate
response:
Planning:
Comment: As part of the "Minimum Submittal Requirements" of this
application, please submit building elevations of all sides and a list
of building materials that are visible from the any right-of-way.
Answer: Submitted with package on 21 Apr. 04.
Comment: Please call out the overall height of the building on the site plan.
Answer: Shown on sheet C 1 as submitted 21 Apr. 04.
Comment: Please call out the right-of-way width for Greens Prairie Road and
State Highway 40.
Answer: Shown on sheet C 1 as submitted 21 Apr. 04.
Comment: Please show irrigation meter location (must be in right-of-way or
easement).
Answer: Shown on sheet C 1 as submitted 21 Apr. 04.
Comment: Please label all building setbacks as required by Article 5 of the
Unified Development Ordinance.

Comment: Why are the driveways and the first 30' of the drives not identified
as "Concrete Pavement By This Project."
Answer: The driveways are not by this site package. Greens Prairie Road is
currently being designed & grades for this road are not available in
order to tie the driveways to Greens Prairie Road. These driveway
aprons end 30' from the property line in order to allow for the
regrading that will be necessary to connect to Greens Prairie Road.
These driveway designs will be submitted shortly after grades for
Greens Prairie Road are established.
Comment: Please call out driveway radii and widths on the site plan.
Answer: Please see above comment regarding driveway connections.
Comment: Because a curb is required around all paved areas in the site, a lay
down curb is needed between the fire lane and the "Overflow
Parking" and around the fire lane turn around.
Answer: Because the curb is intended to prevent traffic from leaving the
pavement, but we want traffic to leave the pavement at this
location, we feel the curb is not warranted. The fire lane turn
around is also intended to double as a basketball play area, so again
we feel the curb is not warranted.
Comment: Please show the Fire Department Connection on the site plan.
Answer: Shown on sheet C 1 as submitted 21 Apr. 04.
Comment: The northern most fire hydrant and fire line do not appear to be in
an easement.
Answer: Shown on sheet C 1 as submitted 21 Apr. 04.
Comment: Please identify the material to be used in the parking islands. Grass,
plantings, brick pavers, etc.
Answer: Shown on Landscape Plan as submitted 21 Apr. 04.
Comment: Are gates on the dumpster enclosure/ If so, the enclosure wall depth
needs to be 12 feet instead of the nine feet deep.
Answer: The dumpster enclosures are not gated.
Comment: Provide a general note that all roof and ground-mounted mechanical
equipment shall be screened from view or isolated so as not to be
visible from any public right-of-way or residential district within
150' of the subject lot, measured from a point five feet above grade.
Such screening shall be coordinated with the building architecture
and scale to maintain a unified appearance.
Answer: Shown on sheet C 1 as submitted 21 Apr. 04.
LandscapinE/Streetscapin2/Buffer:
Comment: Please provide a barricade locations for any natural areas that are to
be preserved. Barricades must be in place before ANY work is done
on the site.
Answer: Please see the locations shown on landscaping plan and sheet C2,
"Grading & SWPP Plan."
Comment: Please identify the "30' Buffer" as a "Platted 30' Buffer." The
UDO buffer requirement (without the masonry wall) is 45 feet from
the property line. Please label.
Answer: Shown on sheet C 1 as submitted 21 Apr. 04.
Comment: Provide a general note that 100% coverage of groundcover,
decorative paving, decorative rock, or a perennial grass is required
in parking lot islands, swales and drainage areas, the parking lot
setback, right-of-way, and adjacent property disturbed during
construction.
Answer: Shown on landscaping plan and sheet C 1 as submitted 21 Apr. 04.
Engineering:
Comment: The water, sanitary sewer and storm sewer cannot be approved until
the required water, sewer, and drainage reports are submitted for
review.
Answer: Drainage report and water/sanitary sewer letter are attached to this
letter.
Comment: Show driveway design.
Answer: The driveways are not by this site package. Greens Prairie Road is
currently being designed & grades for this road are not available in
order to tie the driveways to Greens Prairie Road. These driveway
aprons end 30' from the property line in order to allow for the
regrading that will be necessary to connect to Greens Prairie Road.
These driveway designs will be submitted shortly after grades for
Greens Prairie Road are established.
Comment: PUE required over northernmost fire line. Please reconcile.
Answer: Shown on sheet C 1 as submitted 21 Apr. 04.
Comment: Profile and Site plan call show 6" sanitary sewer line, but the layout
shows 8".
Answer: Shown on sheet C4 as submitted 21 Apr. 04. The sewer is a 6" line.
Comment: Per the Unified Design Guidelines, the private sanitary sewer
connection will need to tap into the main line.
Answer: Subsequent discussion of this requirement indicates that tying into
the manhole is acceptable.
Comment: The private sanitary sewer will have to meet building code for slope
and cleanout spacing requirements. Two sections of pipe do not
meet the I% minimum slope. In addition, manhole placement does
not meet cleanout spacing requirements in several areas.
Answer: Please see revision 1, sheet C4, "Sewer Line Plan and Profile."
Comment: Per the Unified Design Guidelines, Domestic Water, PVC pipe
shall meet AWWA C-909 standards.
Answer: Revised. Please see revision 1, sheets C5 and C6, "Waterline W-1

Remarks:
There are a total of 122 trees and 988 caliper inches in the designated 200 foot square. The area is
representative of the overall site as u -can determine from the aerial photo we sent you last month.
This would represent a coverage 2.47 c `liper inches per 100 square feet. We would like to use this
number to estimate the mass of tre a ning on the site in areas that will be undisturbed. These
trees will be used in achieving landscape 4nd bufferyard requirements. We'll be submitting a
landscape plan soon. I'll call you next w0ek.

RE: Domestic Demand and Meter Size Requirements-Forest Ridge Elementary
School
Dear Carol:
The domestic water service peak demand has changed for the Forest Ridge
Elementary School. The plumbing engineer informed me that the peak demand has
increased from 125 gpm, as shown on the plans, to 163 gpm. Although 163 gpm is
slightly over the 160 gpm maximum required for a 2-inch meter, I believe that a 2-
inch meter will be sufficient.
MikeNET analysis of the increased domestic demand on the system did not result in a
significant change on the pressures and velocities in the waterlines. Because the
resulting change was not significant, a MikeNET report is not included with this letter.
A fire flow report will be submitted to you once we receive the flow report from Butch
Willis for the existing hydrant along SH40.
