The following page is a list of staff review comments detailing items that need to be addressed. If all comments have been addressed and the following information submitted by Monday, April 5, 10:00 a.m., your project will be placed on the next available Planning and Zoning Commission meeting scheduled for April 15, 2004, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue. Ten (10) copies of the revised preliminary plat; Engineering Study of floodplain; One (1) Mylar original of the revised preliminary plat; and One (1) copy of the digital file of the preliminary plat on diskette or e-mail to nmanhart@ci.college-station.tx.us Upon receipt of the required documents for the Planning & Zoning meeting, your project will be considered formally filed with the City of College Station. Please note that if all comments have not been addressed, your project will be pulled from the scheduled Planning & Zoning Commission agenda. Your project may be placed on a future agenda once all the revisions have been made and the appropriate fees paid. Note, utility sizes on this plat are not approved if plat is approved. The B/CS Unified Design Guidelines require engineering studies to verify flows, capacities, velocities, etc. Utility line sizes can only be approved with a complete engineering analysis. In addition, easements and other related items may be required that are not shown on this plat. 2. An engineering study is needed to analyze and delineate the boundaries of the floodplain. The plat can not be approved without such a study. The study should tie-in to the FEMA approved study, establish base flood elevations and show a floodway. Additional concerns are that the cul-de-sacs are extended very close to the channel. No construction documents have been submitted to verify slopes or proximity to the creek channel; retaining walls, pull-back of roadways, etc. may be required when the Final Plat is submitted with supporting documents. These issues will also be addressed to the Planning and Zoning Commission when the Preliminary Plat goes for consideration. 3. As mentioned in the Preapplication Conference, the required ROW along Barron Road was included in a Needs Resolution approved by City Council. ROW dedication is required on this plat along Barron Road to meet subdivision regulations. Plat does not meet minimum requirements without said dedication. Reviewed by: Molly Hitchcock Date: March 23, 2004 ELECTRICAL 1. Developer installs conduit as per city specs and design. 2. Developer provides 30' of rigid conduit for riser pole(s). Developer installs first 10'. City installs remainder. 3. Developer installs pull boxes as per city specs and design.(pull boxes provided by the city). 4. Developer provides digital AutoCAD 2000 version of plan and/or site plan. Email to rboliN( cstx.gov. 5. Developer installs street lighting as per city specs and design. 6. Developer provides temporary blanket easement for construction purposes. NOTE: Any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that have not been pointed out to the City, will constitute a completely new review. 7. Developer provides easements for electric infrastructure as installed for electric lines (including street lighting). Reviewed by: Ronnie Bolin GREENWAYS Definition of Greenways (from the 1999 Greenways Master Plan): Greenways in College Station (and Brazos County) are defined as linear open spaces that follow natural features like the floodplains of creeks and rivers or human-made features such as utility, road, or rail corridors. College Station's floodplains will serve a variety of functions, including but not limited to, floodplain mitigation, provide trails to link neighborhoods, parks, public institutions and businesses, provide for aesthetic beauty, recreation and alternative transportation and protect wildlife and plants. Greenways along human-made corridors, associated with facilities like roads and utilities, will provide trail connections for alternative transportation and recreation. They will help link economic nodes, cultural/historic areas, parks, and residential areas. Greenways in College Station should form a network and should be diverse in their form and function linking developed urban corridors with undeveloped natural areas. After reviewing the Master Preliminary Plat for Phases 10-17 of Shenandoah Subdivision and attending the Pre-Application Conference for this project on March 8, 2004, the Greenways Program submits the following comments regarding this plat: 1. Spring Creek flows along the Southwestern edge of said property. The area of the creek which falls along said property is classified as a Priority 2 in the 1999 Greenways Master Plan. Spring Creek is categorized as a suburban greenway, whose functions include providing flood control, recreation, and transportation, and serving economic and aesthetic purposes. The 1999 Greenways Master Plan recognizes suburban greenways as having moderate to high levels of use and providing connections between users and their destinations. We envision Spring Creek as providing a valuable connection among adjoining neighborhoods and proposed facilities as this area of College Station is developed. 2. The Greenways Program would like to see the exact nature of the Greenway dedication and "Greenbelt & Residential Reserve Tract" as shown on the plat. 3. We would like to note that dedication and designation of a suburban greenway does not preclude the ability of a developer or landowner from providing necessary infrastructure to its users, such as sewer lines, as long as the property would require minimal funds for restoration, development, and/or maintenance because it is in a relatively natural state. 4. The Bikeway and Pedestrian Master Plan appears to show a bike path traversing the property. This bikeway can be constructed as a transportation mode within the greenway, if designated as such.
