Project: BUFFALO WILD WINGS -SP — 04- 00500072
This is a stop review: Items that need to be addressed may affect the layout of the
site. The following comments do not constitute a full site plan review. The
following comments are a cursory review.
PLANNING
1. Provide a general note that all roof and ground- mounted mechanical equipment
shall be screened from view or isolated so as not to be visible from any public right -
of -way or residential district within 150' of the subject lot, measured from a point five
feet above grade. Such screening shall be coordinated with the building architecture
and scale to maintain a unified appearance.
2. Final Plat must be on file prior to site plan approval.
3. Per previous conversations between Ken Fogle, (City Transportation Planner) and
Mr. Stone (Applicant) back in January concerning the access easement that is
already in place at the front of the property, and that was just recently discussed
again with Becky Poe w /JHW. There were traffic control and safety concerns about
the access to remain up front. The access that is being proposed in the back is not
an option. Please resubmit with the access across the front. Please keep in mind
that the subject property is located in the (OV) Overlay Corridor, so if you intend to
design your site with parking up front (Per Section 5.8.A.1 Setbacks) there shall be a
setback of 20 -feet from the right -of -way to the parking area.
4. Per site plan check list, please provide:
• Current zoning on site plan, as well as all abutting parcels.
• Driveways opposite and adjacent per Driveway Ordinance.
• Water courses
• Meter locations
• Topography (2' max or spot elevations) and other pertinent drainage
information.
• Phasing. Each phase must stand alone to meet ordinance requirements. With
the proposed shared parking agreement, phase II will need to be approved
with this development. Please show entire site.
• Building setbacks.
5. Please be aware that the subject property is required to share signage with lots C,D
and E. (as discussed in the pre - application meeting 01- 12 -04)
6. Please be aware of the attached signage requirements for the Overlay District.
(Section 5.8.A.2.a,b &c)
7. (Section 7.9.C. Prohibited Materials) No more than 40% of the exterior building
materials shall include the following: smooth -faced concrete block, tilt -up concrete
panels, or pre- fabricated steel panels.
8. Building materials and sign colors must be muted natural colors matching the
adjacent development in the area. (See Section 5.8.A.3 Building Colors) Must
provide elevation drawings and color samples.

next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that have not been pointed out
to the City, will constitute a completely new review.

LANDSCAPING /STREETSCAPING /BUFFER
9. Provide a general note that 100% coverage of groundcover, decorative paving,
decorative rock, or a perennial grass is required in parking lot islands, swales and
drainage areas, the parking lot setback, rights -of -way, and adjacent property
disturbed during construction.
10.WiIl address landscape /streetscape /buffer comments when the site plan is re-
submitted.

ENGINEERING
1. Insufficient information to do any kind of review. STOP REVIEW. Not approvable.
Only 2 comments are returned at this time.
2. Development Permit is required as well as Site Plan.
3. Cross access to Chimney Hill Block V Lot 2 not shown as discussed. See UDO for
cross access easement requirements.
4. Existing drive is noncompliant. Minimum commercial driveway width is 24 -ft. With
all the traffic into these lots the drive should meet 24 -ft minimum. See UDO for
driveway information.

ELECTRICAL
1. Developer installs conduit per city specs and design.
2. Developer provides 30' of rigid conduit for riser poles. Developer installs
first 10'. City installs remainder.
3. Developer pours transformer pad(s) per city specs and design.
4. Developer installs pull boxes as per city specs and design.(pull boxes
provided by the city.
5. Developer provides digital AutoCAD 2002 version of plat and /or site plan.

MISCELLANEOUS
1. Irrigation system must be protected by either a Pressure Vacuum Breaker, a
Reduced Pressure Principle Back Flow Device, or a Double -Check Back Flow
Device, and installed as per City Ordinance 2394.
2. All BackFlow devices must be installed and tested upon installation as per City
Ordinance 2394.

PLANNING
1. The sanitation truck cannot service the dumpster in the proposed location
due to the angle that the truck would have to approach the dumpster. (per
Pete Caler, Sanitation Superintendent)
2. (Per Section 7.2.D.1.) End Islands - A raised island, encompassing not less
than 180 square feet in area, shall be located at both ends of every interior
and peripheral parking row, regardless of the length of the row.
3. Ramps will be required on all of the proposed sidewalks.

PLANNING
1. Bradford Pear is considered a non - canopy tree. Please provide a canopy species
from the College Station Plant List. (Can provide you with one upon request).
2. Streetscape calculation is incorrect: 240.55 divided by 50 = 4.81 x 300 = 1443.3, this
added to 1800 (landscape point requirement) = 3243.3 for your total point
requirement for the site. Currently 2160 is being provided. Please make necessary
changes.
3. The parking spaces along the 35- access easement are visible from University Drive,
these spaces will be required to be screened.
4. Please note on the site plan: "At any given time there is a seating area provided
outside, the property owner will be required to provide additional parking to meet the
parking requirement ". Please be aware that this site is built out and does not have
the room for additional parking unless a parking agreement and cross access
easement is approved by the city on the phase II portion of this development.
5. Per (Section 7.2.I.6.c.) Bicycle Parking: The Administrator may authorize a reduction
in the number of required off - street parking spaces for developments or uses that
provide bicycle parking or that makes special provisions to accommodate bicyclists.
Examples, and connections to the route (s) within or adjacent to the development.
If the developer would agree to install a bike rack at the front south west portion of
the 15 -foot concrete walkway that runs along the west side of the building, staff
would allow for the one parking space north of the dumpster to become part of the
end island for safety purposes (a parking space will not work in this location).
6. Please note on the site plan that an irrigation plan must be approved installed prior
to C.O.
7. Please note on the site plan that the subject property is required to share signage
with lots C, D and E.

ENGINEERING
1. As presented, the fire line is a public line and requires construction documents be
submitted for review.
2. Include fire hydrant and valve relocation information with 8" water line construction
documents.
3. Water design report is required.
4. Show location of irrigation meter. It must be located within a public utility easement.
5. Provide additional design information for the grade change along the shared access
drive with the existing hotel. It appears that there is 10% slope in the walkway west
of the handicap ramps. Is this ADA compliant?

6. What is elevation of existing hotel pavement.
7. A portion of the rip -rap for Drainage Area A is located off -site. You will need an off -
site drainage easement or remove rip -rap from adjacent property.
8. Is the 33% slope behind the dumpster pad enough to support the dumpster weight?
Will a retaining wall be necessary?
9. Show location of construction exit on Erosion Control Plan.
10. Do you have permission from the adjacent property owners to encroach into their
properties with construction activities, silts fence, or storage?
11. Drainage design will be discussed at meeting scheduled on 06/29/04.

PLANNING
1. Per my conversation with Jonathon the retaining wall along the sidewalk up front
will be required to be decorative treatment (stucco to match the building).
2. As previously commented on staff review comments #3 "At any given time there
is a seating area provided outside, the property owner will be required to provide
additional parking to meet the parking requirement ". Please be aware that this
site is built out and does not have the room for additional parking unless a
parking agreement and cross access easement is approved by the city on the
phase 11 portion of this development ".

ENGINEERING
1. Minimum width of the PUE for the water (fire) line is 15 feet. This will also need
to be reflected in the easement dedication documents.
2. Fire line design needs to be sealed by a Registered Professional Engineer. It
appears that Mr. Garrett is certifying the plat, not sealing the design.
3. Minimum cover for the water (fire) line is 4 feet.
4. Please tap the 3" water (fire) line for the irrigation line instead of the 8" line.
5. The meter vault assembly is not required and the bypass is not allowed. You
only need to tap the 3" line for your domestic line.

ENGINEERING REVIEW
COMMENTS No. 1
(Per meeting on 6- 29 -04)
As presented, the drainage report does not meet the Drainage Ordinance.
1. Please refine your drainage areas and /or study points.
2. Property is within the mandatory 100 -year detention area. You are
required to detain the 100 -year storm. Detention Area A does not do this.
3. What is the total post development discharge from each drainage area
(free -flow and detention)? It has to be less than the pre - development flow
at study point(s). Please provide this in tabular form.
4. Modify discharge to return to more of a sheet flow.
