Payne & Associates, Via fax 696.8114 ✓ FROM: Bridgette George, Assistant Development Manager SUBJECT: BRAZOS VALLEY BANK (SP) - Site Plan Staff reviewed the above - mentioned site plan as requested. The following page is a list of staff review comments detailing items that need to be addressed. Please address the comments and submit the following information for further staff review: One (1) complete set of construction documents for the proposed development with the revised site and landscaping plans attached Easement Dedication Sheet and required documents. Please note that the Easement Dedication Sheet and the necessary documents are required prior to the issuance of a building permit. If there are comments that you are not addressing with the revised site plan, please attach a letter explaining the details. This submittal is incomplete. Items listed under engineering comments Nos. 1 and 2 are required in order to be considered a complete submittal. PLANNING /1. Provide a general note that all roof and ground- mounted mechanical equipment shall be screened from view or isolated so as not to be visible from any public right - of -way or residential district within 150' of the subject lot, measured from a point five feet above grade. Such screening shall be coordinated with the building architecture and scale to maintain a unified appearance. V. The current zoning of the subject property is C -1 General Commercial. Please adjust all site plan notes. V3. Please delineate building setbacks. ,/4. Please show all easements as proposed or existing. ,✓5. A 6 -inch curb is required at the front of the interior parking spaces, except where the handicap access ramp is located. ✓6. (Per Pete Caler, Sanitation Superintendent) The island located 20 feet in front of the enclosure is partially blocking access. Several options can remedy this: 1 - Keep the current approach angle and move the enclosure approximately 7 feet to the north (or right when looking at the enclosure opening). 2 - Reduce the approach angle to 23 degrees by rotating the enclosure counter- clockwise by 22 degrees (will probably affect the 3 parking spots to the north). 3 - Swap the enclosure location with the three parking spots allowing for a straight approach to the dumpster (preferred remedy). LANDSCAPING /STREETSCAPING /BUFFER ✓ 6. Provide a general note that 100% coverage of groundcover, decorative paving, decorative rock, or a perennial grass is required in parking lot islands, swales and drainage areas, the parking lot setback, rights -of -way, and adjacent property disturbed during construction. )\ . 7. Although it is not a requirement, staff recommends the screening of the three parking spaces that face the main drive. Any additional changes on these plans that have not been pointed out to the City, will constitute a completely new review. Page 2 of 3 ENGINEERING 1. A Drainage Report and Grading and Erosion Control Plans must be turned in and reviewed prior to Site Plan approval. 2. A Water Design Report is required per the new BCS Unified Design Guidelines and Construction Specifications. 3. Please add and /or revise note to state that all Water and Sewer construction to be in compliance with BCS Unified Design Guidelines and Construction Specifications. (Streets and drainage are still in compliance with COCS Standard Specifications). 4. Unless there is a public utility to be located in the PUE, the PUE is not necessary on the designated 24' PUE and PRA between Lots 1 and 2. 5. A copy of filed access easement between Lots 1 and 2 will be required prior to Site Plan approval. 6. Monolithic curbing is required on all new pavement. "Knock -off' curbing is not allowed. The curb detail seems to indicate that there is an option. 7. Verify that the public 8" water line stub to the site is existing. Reviewed by: Carol Cotter Date: 03 -11 -04 ELECTRICAL 1. Developer installs conduit per city specs and design. 2. Developer provides 30' of rigid conduit for riser poles. Developer installs first 10'. City installs remainder. 3. Developer pours transformer pad(s) per city specs and design. 4. Developer installs pull boxes as per city specs and design.(pull boxes provided by the city. 5. Developer provides digital AutoCAD 2002 version of plat and /or site plan. email to rbolincstx.gov 6. Developer provides load data for project. 7. Developer provides temporary blanket easement for construction purposes. 8. Developer provides easements for electric infrastructure as installed for electric lines. Reviewed by: Ronnie Bolin Date: 3 -10 -04 MISCELLANEOUS 1. Irrigation system must be protected by either a Pressure Vacuum Breaker, a Reduced Pressure Principle Back Flow Device, or a Double -Check Back Flow Device, and installed as per City Ordinance 2394. 2. All Back Flow devices must be installed and tested upon installation as per City Ordinance 2394. If all items have not been addressed on the next submittal, another $200 processing fee will need to be submitted for the subsequent set of three (3) reviews. Please address the comments and submit the following information for further staff review and approval of the plans: Six (6) complete sets of construction documents for the proposed development with the revised site and landscaping plans attached (please submit additional copies to be stamped for your records). Two (2) revised site plans; and One (1) landscaping plan. If there are comments that you are not addressing with the revised site plan, please attach a letter explaining the details. May 22, 2003 the subject property was rezoned from C -2 Commercial - Industrial to C -1 General Commercial. Please cap or plug the open upstream storm sewer pipes. Leaving them open with just silt fencing as the erosion control method is problematic. This note was added to the site plan. X 2. The property is zoned C -2. 3. Building setback lines are shown and labeled on the site plan. J4. All of the easements are existing per the Final Plat filed in Volume 5878, Page 129. No new easements are proposed. 15. The 6 -inch curb has been added. J6. The trash dumpster has been moved to allow access. Landscaping /Streetscaping/Buffer II 6. Note is on the Landscape Plan. 7. Consideration to screen this area will be given in Phase 2. Engineering 1. Two copies of the Drainage Report have been submitted. The erosion control plan requirements are shown on the Grading Plan. 2. Two copies of the Fire Flow Analysis Report have been submitted. The domestic water demand calculations are also included in the report. 3. The note has been revised. 4. The PUE is existing per the Plat. 5. The access easement is already in place per the Plat. 6. Indian Lakes Ph 5 (04 -71): Sanitation is OK with this project. Buffalo Wild Wings (04 -72): Each dumpster enclosure gate opening needs to be 12 feet wide. They measure 11 feet in the site plan. Waterwood Condos Ph 2 -B (04 -76): Sanitation is OK with this project. Comfort Inn (04 -75): Enclosure approach angle (45 degrees) is too sharp for the lane space (25 feet). Enclosure needs to be rotated by 15 degrees in either direction to create an approach angle of 30 degrees. Thanks!
