SUBJECT: SOUTH HAMPTON (MPP) — Master Preliminary Plat
Staff reviewed the above - mentioned master preliminary plat as requested but had to
stop review. The following page is a preliminary list of staff review comments detailing
items that need to be addressed. Please address the comments and submit the
following information to be scheduled for a future Planning & Zoning Commission
meeting:
Two (2) revised copies of the Master Preliminary Plat

ENGINEERING
1. As it has been determined that the PDD zoning has expired for Phases 2, 3, and 4,
this is a stop review for these phases, therefore, only a few comments are provided
below.
2. Please note, a portion of this property has previously been platted. Therefore, the
title block should reflect a replat of Nantucket Phase 2 Block 14, Lots 1 and 2.
When this comes in for a Final Plat, please note as replat and provide any
associated deed restrictions. A public hearing will be required. Also, there were
platted easements associated with that plat. Please show on plat. Please note
whether you are proposing to abandon these easements or not.
3. As shown, Lot 4 Block 5 is undevelopable.
4. Please remember, the City has adopted new engineering design criteria. All
infrastructure is required to comply. See required easements for water and
wastewater lines.
5. If easement abandonment is proposed, please consider early on in process.
6. Is stormwater detention proposed?
7. Why is the easement on the rear of Phase 7 shown as "public ". An improved
channel that meets all requirements is acceptable as public. However, the
downstream portion of the drainage way does not appear to be improved.
8. If fire hydrant coverage does not exist across Nantucket Drive it may be necessary
to extend the water line to the Sand Dollar Cove intersection.
9. Please show service lines from water main across Sand Dollar Cove to Phase 7.
City data shows the existing CCN is the southwest edge of ROW. No meters will be
set on these service lines until all CCN disputes are resolved.
10. Show proposed lay out of public water to serve Phase 7.
11.It appears Phase 7 can go through with platting when rezoning is approved and all
comments addressed. Show this phase on pre -plat.

PLANNING
Upon further research after the Pre - Application Conference, staff has discovered that
the previous PDD zoning, approved in December 1997, has expired. According to City
Ordinance, the property has reverted back to its previous zoning, A -O Agricultural
Open. An amendment to the PDD ordinance was approved in August 2001 that placed
an expiration date of 24 months on all PDDs. The PDD zoning expired in August of
2003. The section of South Hampton that is already platted is still zoned PDD.
NOTE: Any changes made to the plans, that have not been requested by the City of College 9 p q y y Co ege Station, must be explained in your
next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that have not been pointed out
to the City, will constitute a completely new review.

In order to plat lots smaller than the 5 -acre minimum required by A -O, rezoning will be
required. The zoning request must go before the Planning and Zoning Commission for
recommendation and the City Council for final approval. Once a PDD zoning is
approved by the City Council, a concept plan of the development would go before the
Design Review Board for approval. Once the concept plan is approved, you may plat
the property in compliance with that plan.
Since the plat has expired and the concerns about connectivity have become more and
more of an issue, staff anticipates that the DRB will look for another connection to the
larger subdivision. Access points are currently only shown to the frontage road. This
may be problematic for emergency access as the frontage roads change to one way.

ELECTRICAL
These comments are provided for informational purposes only and are not required to
appear on plat as such.
1. Developer installs conduit as per city specs and design.
2. Developer provides 30' of rigid conduit for riser pole(s). Developer installs first 10'.
City installs remainder.
3. Developer pours transformer pad(s) per city specs and design.
4. Developer installs pull boxes as per city specs and design. (pull boxes provided by
the city).
5. Developer provides digital AutoCAD 2002 version of plat and /or site plan. Email to
rbolin @cstx.gov.
6. Developer provides load data for project.
7. Developer installs street lighting per city specs and design.
8. Developer provides temporary blanket easement for construction purposes.
9. Developer provides easements for electric infrastructure as installed for electric lines
(including street lighting).
10. Part of the subdivision is outside College Station Electric's service territory.

ENGINEERING
1. Please add 10' P.U.E. on the rear of the lots along Nantucket Drive to comply
with Subdivision Regulations. This 10' easement may be placed on the
outside of the "40' Buffer Zone" so as to preserve the natural vegetation in
the buffered area.
2. Drainage Report needs to address capacity of ditch along Nantucket Drive.
3. Please note, the 3 -in waterline is not in compliance with City Standards and is
not approved with this plat. The City Engineer must approve all "deviations"
from the standards set forth in the BCS Unified Design Manual. No deviation
has been approved at this time.

once Phase 2 is developed due to its shallow depth. The detailed design drawings

Ginger & Joe,
Just to let you know, we are unable to return comments on this submittal without doing a 'stop review'
because the lots do not meet the existing zoning. We will return comments on this submittal after the
zoning is approved at City Council on May 13th and the Concept Plan is approved at the Design review
Board on May 14th. This item will then be tentatively set for June 3rd P &Z meeting. Please call or email if
