HomeMy WebLinkAboutSTAFF REPORT STAFF REPORT Project Manager: Jennifer Prochazka Date: October 28, 2003 Email: jprochazka @cstx.gov Item: Consideration, discussion, and possible action on a Final Plat for Bridle Gate Estates Phase 2, consisting of 27 lots on 8.1 acres, generally located at the intersection of Bridle Gate Drive and the future extension of Longmire Drive. Applicant: Alton Ofczarzak, property owner Staff Recommendations: Staff recommends approval of the Final Plat with Staff Comments # 1. Item Summary: This is for consideration of a final plat of the second phase of Bridle Gate Estates. The first phase was platted in 1999. With the adoption of the Unified Development Ordinance, final plats may be filed without filing a preliminary plat if all the requirements of preliminary and final plat are complied with on the final plat. This plat has met this requirement. The applicant is proposing single - family residential development. The property is currently zoned R -6 High Density Multi- family. With the adoption of the Unified Development Ordinance, single - family homes are not longer a permitted use in R -6. A rezoning to R -1 Single Family Residential will be required before any building permits can be issued. The proposed lots meet all lot dimension and area requirements for both R -6 and R -1. Comprehensive Plan Considerations: The Land Use Plan designates this area as Single Family Residential. This property is adjacent to the future extension of Longmire Drive, a major collector on the Thoroughfare Plan. Item Background: The property was annexed in 1983 and rezoned to R -6 in 1985. This property was previously master planned and preliminary platted along with the first phase of Bridle Gate. The second phase was not final platted because of complications in implementing the Thoroughfare Plan on this site. The master plan and preliminary plat have since expired. Budgetary & Financial Summary: N/A Related Advisory Board Recommendations: This project went to the Parks Board on Tuesday November 4, 2003. Commission Action Options: The Commission has final authority over the final plat. The options regarding the final plat are: • Approval as submitted; or, • Denial. Supporting Materials: 1. Copy of Final Plat INFRASTRUCTURE AND FACILITIES Water required for plat: Each lot is required to have public water service and fire service, as shown on the plat. Water service will be extended from an existing 8 -inch water line along Bridle Gate Drive. Water Service: Water is to be provided to each structure, as required. Sewer required for plat: Each lot is required to have public sewer service, as shown on the plat. Sewer extension will come off an existing 8 -inch main located in Bridle Gate Phase 1 and extended to Phase 2. Sewer Service: Sewer is to be provided to each structure, as required. Streets /Access: Longmire is a major collector on the Thoroughfare Plan. Residential access is precluded from Bridle Gate Drive, a collector, where applicable. Off -site Easements required for plat: None Drainage: Detention will be provided for development as shown on plat. Flood Plain: No FEMA floodplain onsite. Oversize request: None Impact Fees: None Parkland Dedication Fees: The Parks Board reviewed this case on November 4, 2003.
