HomeMy WebLinkAboutSTAFF REPORT MEMORANDUM January 6, 2004 TO: Planning and Zoning Commission FROM: Spencer Thompson Email: sthompson @cstx.gov SUBJECT: FINAL PLAT for REATTA MEADOWS SEC 1 PH 1 Item: Consideration discussion, and possible action on a Final Plat for Reatta Meadows Subdivision, Section 1, Phase 1 consisting of 75 lots on 19 acres generally located at 2201 Barron Road at future Victoria Avenue. Applicant: Joe Gattis, P.E., Agent for Mr. John Fedora, Developer. Staff Recommendations: Staff recommends approval of the Final Plat as submitted. Item Summary: This item is for the consideration of a Final Plat for Reatta Meadows Subdivision, Section 1 Phase 1. The plat conforms to the approved Preliminary Plat. The subdivision will construct a portion of Victoria Avenue from Barron Road to the south. The plat will dedicate a portion of right -of -way for Barron Road. Included on the plat are two temporary turn - around easements. Turn - arounds are required by the City Subdivision Regulations where citizens or emergency vehicles may need to turn around on dead -end streets. The project will also construct Phase 2 of the Spring Creek Sewer Line from the Crowley Tract. Please note, Reserve Tract "A" is not included in this plat. This tract is a separate, proposed commercial, lot. The adjacent tract to the west is the proposed site of the CSID High School. Comprehensive Plan Considerations: Land Use Plan: Shown as single - family residential. Thoroughfare Plan: Barron Road is a minor arterial. Victoria is a major collector. Additional ROW is being dedicated for Barron Road. Victoria is being constructed in accordance with the Comprehensive Plan. Parkland Dedication: Parkland dedication requirements have been approved by the Parks Board and P &Z. The Developer wishes to privately develop the park. At this time the ordinance allows for this but it must be done prior to the land dedication. Therefore, parkland must be dedicated prior to filing of the subdivision plat for record. An ordinance amendment is being processed to allow the delay of parkland dedication to allow for private development of parkland. If the ordinance is approved prior to filing of this plat, it may be possible for the developer to develop the park between Phases 1 and 2. However, if the ordinance amendment is not approved in a timely manner, the Developer is required to dedicate parkland with Phase 1. The Development Fee will also be due. Open Space Dedication: Some Open Space/ Greenway will be dedicated as part of the parkland. Impact Fees: The subject tract is in the 97 -01 Spring Creek Sewer Impact Fee area. The current fee is $349.55 per Living Unit Equivalent. This fee is due at the time of filling the plat. Budgetary & Financial Summary: OP has been approved for the Spring Creek Sewer line, now under construction. OP is expected to be requested on the construction of Victoria. OP is also expected to be requested on the construction of the waterline along Barron and along Victoria. Attachments: 1. Area map 2. Application 3. Copy of Plat on wall of Council Chambers
