SUBJECT: FINAL PLAT for USDA SUBDIVISION
Item: Consideration, discussion, and possible action on a Final Plat for the
USDA Subdivision consisting of 1 lot on 1.7 acres generally located at 1001
Holleman Drive.
Applicant: Curtis Investments, LLC
Staff Recommendations: Staff recommends approval of the Final Plat as
submitted. The plat incorrectly shows approval of the City Council. Plats do not
go to Council. This signature block shall be struck through.
Item Summary: This item is in conformance with the approved Preliminary Plat.
The plat is in preparation for the USDA office building. A water line must be
extended to the site for development. The plat dedicates 10-ft of additional
ROW for Holleman Drive. When the office building is complete, someone's
office window will look out over the statue of the wolves in the park.
Comprehensive Plan Considerations:
Land Use Plan: Wolf Pen Creek Special Design District.
Thoroughfare Plan: Holleman is a minor arterial.
Parkland Dedication: NA
Open Space Dedication: None
Special Area Plans: Wolf Pen Creek Special Design District. The site plan for
this development will be reviewed for compliance by the DRB.
Budgetary & Financial Summary: OP was denied on the 12-in water line
extension. Therefore an 8-in line is being constructed.

Staff reviewed the above-mentioned engineering documents as requested. The
following page is a list of staff review comments detailing items that need to be

COMMENTS No. 1
STOP REVIEW
1. The construction plans show street cut that is not permitted. Continue the water line
along Holleman outside the paved area within the ROW or within an easement
adjacent to ROW.
2. Sta 2+32.94 Is there a spool piece between bends; what length? Is one a street
bend (MJxPE)? Please be specific. Same comment for Sta 2+67.93.
3. Typical Water Trench Detail did not print legibly. Please increase size.
4. Fire hydrant is outside easement dedication on plat. In order to review and approve
construction plans the public line must be in an easement or an easement must be
submitted with drawings.
5. Detail 6 shows minimum 2-ft. Where did that come from?
6. City specs state that the trench for an 8-in PVC water line shall not exceed 32-in.

Staff reviewed the above-mentioned final plat as requested. The following page is a list
of staff review comments detailing items that need to be addressed. If all comments
have been addressed and the following information submitted by Monday, February 23,
10:00 a.m., your project will be placed on the next available Planning and Zoning
Commission meeting scheduled for, March 4, 2004, 7:00 p.m. in the City Hall Council
Chambers, 1101 Texas Avenue.
Two (2) copies of the revised final plat;
One (1) Mylar original of the revised final plat; and
One (1) copy of the digital file of the final plat on diskette or e-mail to
nmanhart@ci.college-station.tx.us
Upon receipt of the required documents for the Planning & Zoning meeting, your project
will be considered formally filed with the City of College Station. Please note that if all
comments have not been addressed your project will not be scheduled for a Planning &
Zoning Commission meeting. Your project may be placed on a future agenda once all
the revisions have been made and the appropriate fees paid. If you have any questions

ENGINEERING
1. Please remove set-back lines from Final Plats unless the setback shown is stricter
than the UDO. Note 5 states all setbacks per UDO requirements. Please remove all
language, arrows, notes, etc that do not pertain to the Final Plat of Lot 1.
2. Remove "Proposed" from 20-ft easement along Holleman. If the applicant's purpose
is to not dedicate the easement with this plat, then comments concerning the
required utilities will be affected. It was assumed that the easement is to be
dedicated by plat. The word "proposed" would negate dedication by plat.
3. Title of Plat should read USDA Subdivision Lot 1 Block 1. Not Phase 1.

ELECTRICAL
1. Developer installs conduit per city specs and design.
2. Developer provides 30' of rigid conduit for riser poles. Developer installs
first 10'. City installs remainder.
3. Developer pours transformer pad(s) per city specs and design.
4. Developer installs pull boxes as per city specs and design.(pull boxes
provided by the city.
5. Developer provides digital AutoCAD 2002 version of plat and/or site plan.

8. Developer provides easements for electric infrastructure as installed for
electric lines (including street lights).

1. STA 0+00 plan call and profile call do not match. Is the existing tee 12x12x8
or 12x12x6? Please rectify.
2. As previously commented, the fire hydrant is outside easement dedication on
plat. In order to review and approve construction plans the public line must be
in an easement or an easement must be submitted with drawings.
3. How do you plan on centering the encased pipe at STA 3+27, then centering
the next section of pipe at STA 3+26?
