Spencer,
If Chicken Express is going to move from their existing location next to the Exxon, they will need to have
an enclosure built at their new location. The Exxon site has the solid waste capacity for the store and a
restaurant (I'm assuming that they will lease the space to another one) at that location. Beyond that
specific case, I'll try to answer your questions:
Can you let us know what you require when sites want to share dumpsters?
If a site is planned all at once we just require enough enclosures to ensure capacity when it's fully
occupied. At locations such as the Kroger Center, we usually work with the property management to
ensure that they have enough service, and we bill them instead of each individual tenant.
Now at older sites were we may not have enough physical area to place additional containers and no
management company willing to pass the solid waste costs on the leasing businesses , we have assisted
customers in sharing containers. This is not desirable for billing and enforcement issues and is avoided
whenever possible.
Do they all share the cost? Yes. The cost is divided equally between sharing businesses.
Do you know if the property owner can make them pay him /her for using his /her dumpster space? Several
stip centers in town are managed that way. However, many are not. Bryan has an ordinance requiring the
property management to take care of solid waste billing, we do not.
Do you need any written agreement from the sharing property owners? We do not have any written
agreements.
Can we require dumpster sharing? Nope, it's not in the ordinance. Heres what it says:
(c) When it is beneficial for small businesses that generate low volumes of waste to jointly
use a container set for their convenience, the basic charge will be divided between the businesses.
However, this charge shall not be lower than the minimum charge for any commercial location. The size
and number of containers provided shall be determined by the Solid Waste Division manager or designee.

RE: Use of solid waste container agreement
Dear Mr. Congleton,
The purpose of this letter is to facilitate an agreement for Chicken Express of
College Station to use the solid waste container located on the property at
Gateway Fuels, LLC convenience store at the corner of Earl Rudder
Freeway and University Drive. As per a phone conversation with Pete in the
City of College Station Sanitation Department on 13 August 2003, upon
adding a second dumpster to the existing enclosure, the waste created by
Chicken Express would not exceed the limits set by the city.
Let this document show that both parties have agreed to this arrangement
and will settle on the proper compensation for the use of this container at a
later date.

Comment: T'thc fire hydrant line should not end in a tec. It should end in just the fire
hydrant assembly. I will be glad to amend the plan with your permission.
Answer: It now ends in a fire hydrant assembly_ Also the line has been changed
back to an 8" line because of velocity problems. The 6" line, which you
requested we change to, produces a velocity of 17 fps_

curb is being removed along the access easement should be striped as well_
