Per our discussion last week, we have modified the hydraulic modeling to reflect ineffective flow areas where appropriate. The ineffective flow area is reflected in the model and on the attached Exhibit A. Note that the entire compensatory storage area does not fall within the ineffective flow area so there are some effects on the calculated parameters. Per your request we have added the FIRM Floodway to Exhibit A and we show a 100' floodway offset. The fill for this project is well outside of both the floodway and offset, but the compensatory storage areas (cut only) fall into this area. Per our discussion, we all agreed that we do not view a "cut" area as an encroachment. For the record, this is because we protect floodways based on the concern that the flood carrying capacity of the stream be impeded with fill or structure; a cut area will not impede and will in fact improve the flood carrying capacity of the stream. Compensatory storage areas are routinely and will serve their purpose when located within the floodway. Also for the record, we discussed at length the meaning of the 100' offset from the floodway and 18" depth defined in the ordinance. We determined that the limit of the area that must be protected from encroachment was the floodway plus 100' (max) on each side as defined by where the 100 year storm is 18" deep. We have sketched this condition for clarity. The modeling shows insignificant changes (see Table 1, Changes in Parameters.) Exhibit B reflects only sections from Harvey Road to the downstream end of the project. Table 1 is created from Exhibit B. Exhibit C is a complete printing of Standard Table 1 from HEC -RAS reflecting all of the sections of the model. The water surface elevations are generally decreased, with one station showing an increase of 0.02'. The velocity is increased by a maximum of 0.07 fps. Note that all remaining parameters (Surface Area, Conveyance, and Volume) are very sensitive to the water surface elevation, and therefore not a direct indicator of floodplain impact. With this work assume that no grading of any type is completed. This would serve to reduce the manning's N value, which would increase the velocity but decrease the water surface. Because the water surface was decreased, the surface area would be decreased, the conveyance would be decreased, and the volume would be decreased. By this measure, our project to increased the conveyance reduced the conveyance of the stream. The problem with using the HEC -RAS parameters for Surface Area, Conveyance, and Volume is that they are calculated at the water surface surface elevation, so any decrease in the water surface (generally considered a positive change) will automatically generate decreases in those parameters. Based on this analysis, we are confident that the construction of the Entergy Site has no adverse impact on the floodplain of carters creek and recommend approval. The models and drawings are included on the CD provided with this letter. Additionally I have included a spreadsheet plotting the Existing vs: the Proposed Cross Sections.
