It compares the existing and proposed conditions to show that improvements associated with the development do not cause adverse impacts on downstream properties. LOCATION: The site is located in College Station, near the intersection of Rock Prairie Road and Wellborn Road (FM 2174). The site is bounded by Wellborn Road to the west, property owned by Oak Forest Rentals to the north, Covenant Presbyterian Church to the east, and property owned by Craig Breedlove to the south. DESCRIPTION: The portion of Lot 4, Block 2 that is being studied covers approximately 0.49 acres and is being developed as a parking lot. The southwestern half of Lot 4, Block 2 is currently a car wash. Lot 9, Block 2 covers approximately 0.58 acres and is being developed as a parking lot as well. Both sites currently are covered by pastureland consisting of grassland and brush. The sites drain to the north to an existing 20' drainage and utility easement. DRAINAGE REPORT pg. 1 Lots 4 & 9, Block 2 Edelweiss Business Center College Station, Texas DRAINAGE BASIN: The site lies in the drainage basin of Lick Creek, which is a tributary of Carters Creek. No part of the site is located in a 100 -Year Flood Hazard Area according to the Flood Insurance Rate Maps for Brazos County, Texas and Incorporated Areas, Map No. 48041C182 C effective July 2, 1992 as prepared by the Federal Emergency Management Agency (See Exhibit A). STORM DRAIN DESIGN CRITERIA: The proposed drainage system is designed in accordance with the City of College Station Drainage Policy and Design Standards (DPDS). The design storm for the overland and underground drainage systems is a 10 -year event, and flow calculations are based on the Rational Method. Pipe sizes were determined from Manning's Equation using an "n" of 0.014. STORM DRAIN SYSTEM DESIGN: Storm water from the proposed development will be captured in the parking lot curbs and conveyed to curb openings that drain into the detention areas. Existing drainage areas and patterns are depicted in Exhibits B-1A and B -1 B. Exhibits B -2A and B -2B show the proposed drainage areas. Drainage areas #2, #3, and #4 represent the drainage areas that are conveyed to detention ponds #1, #2, and #3, respectively. Drainage area #5 represents the drainage that is conveyed to detention pond #4 located on Lot 9, Block 2. Exhibit C -1 gives the runoff calculations for the drainage areas in Exhibits B -1 and B -2. All computations use the parameters provided in the DPDS. DRAINAGE REPORT p 2 Lots 4 & 9, Block 2 Edelweiss Business Center College Station, Texas DETENTION POND DESIGN: A portion of the proposed parking lot is located on Lot 8R, Block 2. Stormwater detention for this lot was analyzed by L.A. Berry, P.E. with the drainage report for Lots 7 & 8, Block 2. The amount of impervious cover has been reduced by approximately 0.10 acres with the current plan than what was analyzed by Mr. Berry. Therefore the existing stormwater detention for Lot 8 is adequate for the new parking area. re The stormwater detention plan for Lot 4, Block 2 consists of a series of 3 detention facilities. Detention ponds #1 and #2 are made up by 4" PVC pipes through the curb of a parking median. Storage for these ponds is located in the parking lot immediately upstream of the outlet pipes. The two detention ponds discharge directly into detention pond #3. The flow from these two ponds is combined with the stormwater runoff from drainage area #3 and then routed through the outlet for detention pond #3. The outlet consists of a 2' curb opening located in the northwest corner of the parking lot of Lot 4. The post - developed flowrates are lowered below the pre - developed flowrates for the 5, 10, 25, 50, and 100 year storms as a result of the three ponds. Stormwater runoff from Lot 9, Block 2 is detained in a pond located in the proposed parking lot planned for Lot 9. The outflow from the pond is metered through a 3' curb opening. The storage for this pond is located in the parking lot immediately upstream of the outlet. The post - developed flowrates are lowered below the pre - developed flowrates for the 5, 10, 25, 50, 100 year storms as a result of this pond. Exhibit D -3 shows hydrograph plots for the range of design storms. CONCLUSION: The post - development flowrate is reduced to a level less than the pre - development flowrate for the 5, 10, 25, 50, and 100 -year events. The 100 -year event is contained in the pond and released through the pond outlet devices. The drainage design for this site meets the requirements as stated in the City of College Station Drainage Policy and Design Standards.
