SUBJECT: SOUTHWEST BUSINESS CENTER (SP) - Site Plan
Staff reviewed the above - mentioned site plan as requested. The following page is a list
of staff review comments detailing items that need to be addressed. Please address
the comments and submit the following information for further staff review:
One (1) complete set of construction documents for the proposed
development with the revised site and landscaping plans attached
Easement Dedication Sheet and required documents.
Please note that the Easement Dedication Sheet and the necessary documents are
required prior to the issuance of a building permit. If there are comments that you are
not addressing with the revised site plan, please attach a letter explaining the details. If

The bollards on the dumpster pad are required to be a minimuml2 -ft apart (currently
showing 10 -ft.) Please adjust. Gates will be required to screen the dumpster from
the R.O.W.
The one fire hydrant that is being proposed will not be adequate coverage for this
site. If there is an existing fire hydrant please show the location of it.

ENGINEERING
1. There is an approved Site Plan for the adjacent Fedora property. You will need to
work out the driveway grading conflicts with that owner or meet their proposed
grade.
2. Please incorporate the information presented in the waterline drawings submitted for
Lots 5 and 6 in this Site Plan.
3. An easement is required for the fire water line that was constructed with the project
on Lots 5 and 6.
4. Engineered drawings for the water meters /manifold and fire hydrant are required.
5. Verify location of BTU easement along southeast property line. It appears that it
should be 5 feet wider.
6. Show 15' PUE along southeast property line.
7. Provide paving detail. Pavement thickness of fire lanes and sanitation routes is 6
inches.
8. For the water demands provided, 1 -inch meters will be allowed for Buildings A and
C. A 3 /4 -inch meter will be allowed for Building B.

MISCELLANEOUS
1. Irrigation system must be protected by either a Pressure Vacuum Breaker, a
Reduced Pressure Principle Back Flow Device, or a Double -Check Back Flow
Device, and installed as per City Ordinance 2394.
2. All BackFlow devices must be installed and tested upon installation as per City
Ordinance 2394.

If all items have not been addressed on the next submittal, another $200
processing fee will need to be submitted for the subsequent set of three (3)

Please be aware that all outside lighting must be directed away from the single
family residential. This has been an issue on Tots 5 &6. Lots 5 &6 of the S.W.
Business Center has a deficiency in the required parking, therefore the rear
building will not be permitted for C.O. (excluding the Justice of the Peace Office)
until the parking is installed and accessible on Lots 7 &8.Outstanding lighting &
parking issues could cause delay in receiving the Certificate of Occupancy.
PLANNING
1. Please provide water courses and topography information on the site plan.
2. Please show fire lane markings on interior and end islands.
3. The dumpster enclosure is required to be 12 ft. in depth and 24 ft. in width.
Please provide 24 feet on the width, currently there is 23.4 feet, this will not
be sufficient.
4. All end islands are required to be 180 -sq. ft. in area. The proposed end island
adjacent to the dumpster enclosure is not meeting this area requirement.
Please adjust.
LANDSCAPING /STREETSCAPE /BUFFER
5. Please add to the note "All disturbed earth must be covered with 100%
established grass or ground cover prior to C.O."
6. If the intention is to use Bald Cypress as opposed to Live Oaks then please
make the specie name change on the landscape plan.

ENGINEERING
1. Submit TxDOT permit application for driveway.
2. Was the location of the BTU easement verified per previous review
comment?
3. I have not received anything from the adjacent property owner agreeing to
the modifications to their approved drive. As discussed, the Site Plan cannot
be approved until the grading conflicts are worked out with the Fedora
property. The letter submitted states that they agree to work with you to
resolve issues, not that they agree to the changes.
4. Show the location of the fire hydrant on Sheet SP -1 with the fire lane
markings.
NOTE: Any changes made to the plans, that have not been requested by the City of College Station, must be
explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these plans
that have not been pointed out to the City, will constitute a completely new review.

5. The location of the existing fire hydrant and water line that was installed with
the Lots 5 &6 project is incorrectly shown on Sheet SP -3. However, the fire
hydrant will need to be moved to this location. Incorporate the Engineered
water line drawing in the Site Plan, showing existing location and proposed
location of fire hydrant, entire waterline and taps, and entire easement.
6. Sealed engineered drawings for the water tap, meters /manifold and hydrant
relocation are required as previously commented.
7. Provide calculations to support water and sewer demands per fixture units.
8. The City does not use 1 " water meters.
9. Revise curb detail to show curbing on fire lane with 6 -inch pavement. Show
or indicate on plans where pavement thickness will be 6 -inch thick and 5-
inch.
10. Remove the fire lane designation from southeast side of Building "C" or
provide approved turnaround.
11. Remove 9 Asphalt Apron Detail for Sheet SP -2. The detail on Sheet C1 is
better.
12. The proposed pilot channel and drainage apron are the same as those that
were approved for Lots 5 &6. However, this is not what was constructed. Do
you intend to change this design, or construct as proposed?
13. The public drainage easement along the back of the property must be graded
to allow for upstream drainage through the property and downstream of the
property.
14. Continue concrete pilot channel to downstream inlet.
15. This property is in Impact Fee Area 92 -01. Impact fees are due at time of
building permit.

PLANNING
1 1. On the parking legend under Parking Requirements for Building "B" Retail Area,
your note says (no more than two restaurants allowed on Tots 7 &8). It should say
"No more than two Retail ". Please make this correction.
- - --2. Please be aware that the masonry wall that is required on this site (Lots 7 &8 that
has been installed without site plan approval) will be required to have the same
texture, paint, and /or finish on both sides. (Per U.D.O. Section 7.6.i.3.a)
�3. The City has received numerous complaints in the past few weeks regarding the
outdoor lighting on Lots 5 &6. In response to those complaints the lights have been
turned off and disconnected. However, they have since been turned back on, and
hence, have not addressed the issue. Therefore, the lights will need to be removed
or a different type of lighting or fixture installed prior to any further Certificate of
Occupancies for lots 5 &6. This will apply to Lots 7 &8, as well. (Per U.D.O. Section
7.10 A &B)

ENGINEERING
1. The fire hydrant needs to be relocated on the next end island back. The location of
the fire hydrant in the drive through island is problematic. Show proposed location
and provide engineering documents for relocation. (Previous comment)
2. The 10' PUE that covers the fire hydrant water line extends almost to the back of the
property where it turns to go into the back building on Lot 6. Show this easement
and water line. Also show the easement and line that enters the front building on
Lot 6. Refer to water line drawings approved for Lots 5 and 6. (Previous comment)
3. The Grading Plan does not reflect the recent changes to the Site Plan. Please
reconcile.
4. The demand provided for Building A supports a 1 -inch meter. Change 1% inch
meter to 1 -inch (Sht SP -3).
5. Water demands are provided for 5 meters; however, the Engineered documents
show 7 meters. Please reconcile.
6. Change the manifold line from ductile iron to PVC. (Sht C3)
7. The detail provided for the concrete pilot channel does not incorporate the CMU
block wall. Please revise. You will also need to show any modifications that are
necessary to achieve the capacity of the drainage channel as originally approved for
Lots 5 and 6.

8. All of the flow in the drainage channel needs to enter the inlet box. It appears that
the current design will allow flow to pass the inlet box. Also, verify that what you
show matches what has already been constructed on Lots 7 and 8, or indicate that
what has been constructed will be modified.
9. Locate the curbing shown in the concrete apron detail closer to the detention outlet
so that it is not within the drainage easement.
10. Should there not be some slope to the 18 -inch CMP with slotted -drain pipe? The
City's Drainage Policy requires a minimum bottom slope for detention ponds to allow
them to drain in time for next rain event.
11. Add erosion control to inlet box.
12. The note on the outfall into the TXDOT drainage ditch is missing. Is it concrete?
Riprap? What are dimensions? A 12" toe -wall is required on riprap section.
