Item: Consideration, discussion, and possible action on a master plan and
preliminary plat, with a variance request to the maximum block length, for the
Spring Creek Corporate Campus consisting of 19 lots on 384.1 acres located at
4301 State Highway 6 South. (03 -270) & (03 -314)

Staff Recommendations: Staff recommends approval of the master plan. Staff
also recommends approval of the preliminary plat on the condition the variance
request is approved and that the attached Staff Review Comments are
addressed.
Item Summary: This item is for consideration of a master plan and a preliminary
plat for the Spring Creek Corporate Campus. This property is planned for the
development of the City's second business park and is currently zoned M -1
Planned Industrial.
The property is surrounded by vacant C -1, R -1 developed as Woodland Hills
Subdivision, and vacant A -O property to the south, and C -1 developed as the
Christ United Methodist Church and vacant A -O to the north and the landfill to
the east. The property has access to Earl Rudder Freeway and Greens Prairie
Road. 116.25 acres have been dedicated as public greenway.
Approval of the preliminary plat requires a variance to the maximum block length
of 800 feet.
Comprehensive Plan Considerations: The subject property is in compliance
with the Rock Prairie /Greens Prairie Small Area Plan which shows this area as
Industrial R &D, and with the Thoroughfare Plan which shows the extensions of
Pebble Creek Parkway and Lakeway Drive as major collectors.
Item Background: The subject property was annexed into the city in 1983 and
1995 and was rezoned from A -O to M -1 Planned Industrial in 2000 and 2003 for
the development of the business park. This property has never been platted.

INFRASTRUCTURE AND FACILITIES
Water required for plat: Public water is required to be extended to each
platted lot. The plat, being a commercial environment, shows water line
extensions sufficient for commercial uses and fire flow capacity.
Water Service: Domestic water service is required to each lot and
structure. This will be accomplished by way of the water main
extensions shown on the plat.
Sewer required for plat: The City's Comprehensive Plan shows the
Spring Creek line being extended up Lick Creek. The line is required to
be constructed with development. Public sewer is required to be
extended to each platted lot.
Sewer Service: The 27 -in Spring Creek sewer line runs through a
portion of the subject property. Service to tracts along Spring Creek will
be served by extensions off this line. Other tracts will need to be served
off the sewer main along Lick Creek. Both lines are Impact Fee lines.
Street(s) required for plat: Pebble Creek Parkway and Lakeway Drive
appear on the T -fare Plan as minor collectors and are required for
development.
Streets /Access: The property has access to Earl Rudder Freeway and
Greens Prairie Road. The extension of Pebble Creek Parkway and
Lakeway Drive, as shown on the plat, will provide internal access.
Off -site Easements required for plat: None required at this time.
Drainage: Drainage of the site is to Spring Creek to the south and Lick
creek to the west.
Flood Plain: Spring Creek floodplain and Lick Creek floodplain are
shown on the plat. Most of the floodplain area is being donated into the
City's Greenway program. The Spring Creek floodplain has a regulatory
floodway, as shown on the plat; the Lick Creek floodplain does not. Any
encroachments or development into the Lick Creek floodplain will need
to be analyzed on a case by case basis.
Oversize request: None at this time.
Impact Fees: The subject property lies within the City's 97 -01 Spring
Creek Sewer Impact Fee Area.

ENGINEERING
1. On Sheet 1 of 3 there is a "property" line shown across Lot 13. This line does not
appear on Sheet 2 or Sheet 3.
2. It appears Lot 14 does not have sewer service.
3. Is Lot 15 intended to be sewered by the line across Lakeway?
4. Note 5 is not somewhat inaccurate. Whereas the floodway for Spring Creek does
not appear on the FIRM panel, it is still a FEMA approved, regulatory floodway
(LOMR #99 -06- 1960).

Dear Commissioners:
Please allow this letter to serve as an explanation of the request for a variance to the
Maximum Block length requirement. This request is necessary in order to develop the
new Class "A" City business park (Spring Creek Corporate Campus) in accordance with
the master plan which was reviewed by the Planning and Zoning Commission and
approved by the City Council.
The overall goal of the Spring Creek Corporate Campus is to provide a quality
environment for businesses to locate in College Station. All developments in the park
will be required to have "forest preserves" with a 50 foot preserve along Pebble Creek
Parkway and Lakeway Drive and a 100 foot preserve along State Highway 6 and smaller
preserves along the sides and rear of all sites. This will create a "Woodlands" effect for
the development.
The proposed roadways are in conformance with the adopted Thoroughfare Plan and the
Rock Prairie Small Area Plan. Additional roadways would not provide access to other
tracts, as there is significant floodplain on either side of this property that has been
dedicated as greenways. Where a street would normally be provided at the 800 foot
block length a public access easement has been shown that will provide pedestrian access
to the greenways trail system.
