HomeMy WebLinkAboutSTAFF REPORT STAFF REPORT Project Manager: Molly Hitchcock Date: December 11, 2003 Email: mhitchcock @cstx.gov Item: Public hearing, discussion, and possible action on a rezoning for the Frieda Louise Huff Estate from R -1 Single Family Residential to C -2 Commercial - Industrial, consisting of 5.297 acres located at 3477 F &B Road. Applicant: Florence Huff Schaffer, Executrix of the Frieda Louise Huff Estate Staff Recommendations: Staff recommends approval of the rezoning. Item Summary: The subject property is surrounded by land owned by TAMU. As the City does not have control over state -owned land, it is uncertain what uses TAMU will continue and /or determine appropriate for the area in the future. As private property, the subject tract was zoned R -1 Single Family Residential upon annexation, but it is staffs opinion that more intense uses are appropriate because of the flexibility available to surrounding property. Comprehensive Plan Considerations: The 5.297 -acre tract was included with the surrounding property on the Land Use Plan in being designated as TAMU. It has frontage on F &B Road, a major collector. The City has recently begun a capital improvement program that will extend water to the property. Item Background: The property was annexed in 1970. Because the property has not had access to city water in the past, its development capabilities have been limited. Commission Action Options: The Commission acts as a recommending body on the question of rezoning, which will be ultimately decided by City Council. The Commission options are: 1. Recommend approval of rezoning as submitted; 2. Recommend a less intense zoning classification; 3. Recommend denial; 4. Table indefinitely; or, 5. Defer action to a specified date. INFRASTRUCTURE AND FACILITIES Water: The City is currently constructing an 18 -in water main along Joel Mitchell Parkway from the Dowling Road treatment facility, to F &B Road, to Wellborn Road and thus to Maple Street. The water main will allow this property to develop with domestic and fire flow capacity. Sewer: Public sewer is not in the vicinity of this tract. The development of this tract will require the installation of an OSSF in accordance with County regulations. Streets: The Thoroughfare Plan shows F &B classification as a Major Collector. The required ROW is 70 -ft. Off -site Easements: None known to be needed at this time. Drainage: Surface drainage is to the southeast. Development of the tract will be required to comply with the City's Drainage Policy. Flood Plain: No FEMA floodplain appears on the subject tract. Oversize request: None Impact Fees: None Huff Rezoning Slide (SAM) Staff recommends approval of the rezoning. The subject property is zoned for single family and has been since it was annexed into the City. Slide (comp plan graphic) It currently does have a home on the property, but the owners have expressed an interest in changing the use of the property to commercial. It's surrounded by land owned by Texas A &M, which is not under the jurisdiction of the City's zoning ordinances. A CIP is currently underway in the area that will bring city water to the property, making more intense development of the property an option. The zoning requested would allow uses that primarily serve other commercial and industrial enterprises. A representative from A &M has contacted staff fin opposition of the rezoning; but A &M has made an offer on the property in the past.
