List the changed or changing conditions in the area or in the City which make this zone change necessary. This property is completely surrounded by property owned by the Texas A &M Univesity System which is being used for Commercial/Industrial uses. It is not reasonable to believe that it can be used for residential purposes. (See attached map.) 2.) Indicate whether or not this zone change is in accordance with the Comprehensive Plan. If it is not, explain why the Plan is incorrect. Considering the fact that the entire area is owned by the Texas A &M University System, the Comprehensive Plan is not applicable in this situation. 3.) List any other reasons to support this zone change. The Texas A &M Univsersity System is using the adjoinging property for experimental animals, barns and sheds. It would be more realistic to have the subject property zoned C -2. The applicant has prepared this application and supporting information and certifies that the facts stated herein and exhibits attached hereto are true and correct.
