As an FYI, site plan approval cannot be granted until the Final Plat is filed. Noted 2. Provide volume and page numbers for easements dedicated by plat (once the plat is filed). Noted 3. Please make sure the storage tank details match the NRA plans. From my understanding the storage tanks will no longer be screened by a 13 foot wall. Adjusted to Match NRA; will use decorative storage tanks. 4. Repeat Comment Landscaping _ Please clarify the points required and total points provided. The points required should be 4931 and with the above mentioned point revisions the points provided is 5270. Reference Landscape S. Repeat Comment Landscaping _It appears that some of the plantings may not fit within the required end islands. Specifically the ones with only a 3 -foot clear area adjacent to the sidewalk. (Repeat) C -OS The retaining wall needs to be removed from the PUE. The landscaping walls are shorter than 2' and their location has been approved by Gilbert Martinez. 2. (Repeat) C -07 At the north corner of the building a 45° bend is proposed. You may want to have a cleanout or manhole at that juncture to prevent clogging. It looks like a 90° bend at the southwest corner of the building. Notations have been adjusted. You may want to provide a junction box or manhole rather than a tee to prevent clogging. Junction box added at this location 3. (Repeat) C -08 _A single public waterline should be extended along the northern property line within a PUE. The fire line, domestic waterline, irrigation line, and meters may then be extended off of a single tap of this main. Please call to discuss. The irrigation line should come off of the new public waterline rather than the fire hydrant lead. Irrigation tap has been relocated. There should be a TS& V where the 6" ties into the 18" waterline. TS &V added. Please label the isolation valve on the fire line and place it at the edge of the PUE. Valve has been labeled and re- located. 4. (Repeat) C -08 _It looks like the waterline and electrical infrastructure will conflict in the 10 -ft PUE. Please provide additional width for the PUE to support the waterline and meters. (Repeat) C -08 _Please follow TCEQ Chapter 217 guidelines for water and sanitary sewer separation distance of less the 9 -ft horizontally. Also, revise Utility Note #9. Please specify the required material, location, and quantity of the pressure rated pipe. Material noted on the plans and adjusted in the notes. 6. (Repeat) C -09 _Please show the existing 8 -inch sanitary sewer to the south. South SS line added in the profile view. 7. (Repeat) C -b You may want to add some hay bales within the bar ditch for additional erosion control. The silt fence (as well as hay bales within the ditch) should be downstream of all construction activities. Silt fence and hay bales relocated to include SS construction. 8. (Repeat) Drainage Report _The BCS Unified Stormwater Design Guidelines specifies that the Rational Method must be used for smaller developments such as this one. As discussed with Erika, the city will allow the TR55 method for this project. 9. (Repeat) Drainage As previously discussed, an offsite drainage easement from the site to the primary channel will need to be secured prior to site plan approval. The property owner is working to provide this document. 10. (Repeat) Cost Estimate The Cost Estimate should only include public infrastructure. Please revise to reflect the pressure rated sanitary sewer pipe and TS &V. See revised cost estimate. 11. Developer provides temporary blanket easement for construction purposes and provides descriptive easements for electric infrastructure as designed by CSU for electric lines. Will be submitted by the surveyor at a later date. 2. Developer may be responsible for locating easements on site to insure that electrical infrastructure is installed within easement boundaries. Noted. 3. Transformer location shown on site plan does not provide clear working access required by CSU. The transformer will need to be relocated next to or possible within the dumpster enclosure if clearance is available in this area. If clearance is not available the transformer will need to be relocated to a front parking median. Transformer relocated to other side of dumpster. 4. If the transformer is relocated to a front parking median then the electric service will need to be located on the south side of the building. CSU will not pull electric service from the front, down the side and around to the back of the building. N /A. 5. If applicable, the following easements will be required: I) If transformer is relocated to the front of the property CSU will require 20' PUE's covering the primary electric route as designed by CSU. As an FYI, site plan approval cannot be granted until the Final Plat is filed. This will be completed once public utility construction documents are approved by the city. 2. Label the location of the bike parking. Bike parking location now labeled. 3. Revise title block, the legal description is "Lot 1, Block 1 Southside Plaza Phase 1" Title block now revised. 4. Zoning is C -1, not C -E. Corrected on site plan. 5. Parking - 80 spaces are listed as being provided, however there are only 79 being provided. In addition, 77 spaces are required solely for this phase of the development, but there are 3 spaces that are being removed from Phase I that need to be accounted for. The parking count has been adjusted to read 79. The three spaces shown on the original site plan were not correctly shown. Although currently cars do park in this area, it was originally designed as a thru -drive and was never included in the original parking count. 6. Retaining walls greater than six inches (6 ") in height are required to be treated so as to replicate stone, wood or other alternatives may be approved. Please provide a detail showing how this requirement is being met. Detail is now included on the site plan. 7. (Repeat) Please remove all private water, sanitary sewer, and storm sewer infrastructure from PUEs. All private utilities have been removed from the PUEs. 2. The FDC appears to be in the middle of the proposed sidewalk. Please move to pervious area. Symbol adjusted on plan to show correct location 3. (Repeat) All water meters need to be located adjacent to the edge of the PUE (within the PUE). Water meters moved to the edge of the PUE. 4. Site Plan — Please add a note regarding the property being located within the Harley Water Impact Fee Area. Please see site plan note #19 5. Site Plan — Please label proposed PUE for waterline with fire hydrant. Proposed 15' PUE now labeled. 6. Site Plan — Please label sidewalk within PUE and provide a note stating that the sidewalk shall not be part of the foundation and is removable if necessary for maintenance of utilities within the PUE. See site plan note #20, referenced on plan 7. Now Labeled 9. C -03 — What is the 14'x18' section of pavement at the northwest corner of the building? A proposed play area. It will consist of flatwork with curb containing soft play yard material. It will not include any permanent structures within the PUE. Referenced w/ detail. 10. C -05 — The retaining wall needs to be removed from the PUE. The retaining wall has been reduced to less than 2' tall and is called out on the plan as a "landscape wall". 11. C -05 — Revise the label the reads "ME ? ? ?" in the southwest corner of the detention pond. Revised to include the existing elevation that should be matched in that location. 12. C -05 — Please provide additional grading information around the detention pond including top of wall elevations, pilot channel flowlines, and pond slopes. Additional information is now included. 13. C -07 — How does the 12 -inch HDPE from the rain barrels tie into the outfall? A blow up view has been provided. The line is not connected to the outfall but empties out behind the outfall at the rip rap area. 16. C -07 — Please provide a detail of the detention basin and curb break for the pond. Detention basin detail added on sheet C -07; Curb break detail added on sheet C -11. 17. C -08 — A single public waterline should be extended along the northern property line within a PUE. The fire line, domestic waterline, irrigation line, and meters may then be extended off of a single tap of this main. Please call to discuss. The domestic and fire line have been combined and tap into the main line at the front of the property. The irrigation tap remains as this location makes the most sense for landscaping purposes. 18. C -08 — It looks like the waterline and electrical infrastructure will conflict in the 10 -ft PUE. Please provide additional width for the PUE to support the waterline and meters. Based on the plans provided by Gilbert Martinez, the electrical line will be located on the far side of the easement. As only a 2' clearance is required by electrical, there will be enough width in the 10' PUE without conflict. 19. C -08 — Please provide a plan and profile drawing for the proposed public waterline. Profile now added. 20. C -08 — The private sanitary sewer service line should be at a minimum 1% slope. The pipe has been increased to an 8" line, which allows for a 0.5% slope. A 0.6% slope will be used - velocity in the pipe with this slope will be 2.65 fps. 21. C -08 — The sampling well and grease trap were previously labeled incorrectly. Please show and label their revised location. These will be shown on the MEP plans that will be submitted for building permit. 22. C -08 — Please follow TCEQ Chapter 217 guidelines for water and sanitary sewer separation distance of Tess the 9 -ft horizontally. Also, revise Utility Note #9. C -09 — The sanitary sewer line needs to be at least an 8 -inch to for future development. The public SS extension is 8". 26. C -09 — Please label the flowlines of all pipes coming into or out of a manhole. Profiles adjusted to include existing flowlines. 27. C -10 — You may want to add some hay bales within the bar ditch for additional erosion control. Additional hay bales have been added. 28. C -11 — It does not look like details for all the items that were referenced Sh. C -07 were included on this sheet. Please include a detail for the rain barrels, too. These details are now included. 29. C - 11 — Which sheet shows where Sections A - A and B - are located? Now referenced on sheet C -05. 30. Drainage Report — The BCS Unified Stormwater Design Guidelines specifies that the Rational Method must be used for smaller developments such as this one. The UDO states that the rational method may not be used for detention design. Also, because the TR -55 method is more accurate, we understood it to be allowed for all sites. 31. Drainage Report — The curve numbers don't seem to correlate to Table C -6 and seem high. Please clarify and /or revise. We have referenced the curve numbers provided in TR -55. 32. Drainage — As previously discussed, an offsite drainage easement from the site to the primary channel will need to be secured prior to site plan approval. The site owner is currently pursuing this easement. 33. Drainage — This development was partially included in the original Southside Plaza development drainage calculations. We also view this as a new phase of that development and will require that existing issues with site drainage and detention for the original phase of the project be addressed at this time. The owner has taken this under consideration and will deal directly with the city regarding this issue. 34. Cost Estimate — The Cost Estimate should only include public infrastructure. Cost estimate revised. 35. Cost Estimate — There is more than 20 LF on sanitary sewer line proposed across the front of the property. Cost estimate revised. 36. Water /Sanitary Sewer Report — Please clarify how the water and sanitary sewer demands were calculated and how the water meters were sized. Water and SS report revised. 37. Fire Flow Report — Please reference the proposed square footage of the building in the letter. Fire flow letter revised. 38. Fire Flow Report — The minimum required fire flow after the 50% reduction for sprinklered buildings is 1500gpm. Fire flow letter revised 39.
