Response to Staff Review Comments No. 2
Engineering:
Minimum regulations for platting have been addressed for Blocks 8 & 13. An
access way has been added to Block 13, and lot sizes have been adjusted as
needed to meet the setback requirements. For both Blocks 8 & 13, the
drainage ways have been modified to accommodate an access way, and they
have each been re- labeled accordingly.
2. The application has been revised, and the $100 Variance Request Fee has
been included. Please see the attached Justification for Variance Request for
more detailed information.
3. Parkland Dedication acreages have been corrected on the revised application.
OTHER REVISIONS:
The size of the existing sewer line at the entrance of this proposed subdivision has
been corrected. It was initially shown as an 8" line. The line is actually a 12"
line.
Justification for Variance Request

Variance Requested: Number of Lots /Dwelling Units on a Cul -de -sac Street
The number of lots /dwelling units on two of the cul -de -sac streets proposed on the Villas
of Harvey Master Preliminary Plat exceeds the maximum of 24 lots allowed on a cul -de-
sac street, as required by the Subdivision Regulations. Moonflower Court has 32
dwelling units, and Morning Glory Court has 28 dwelling units proposed on the plat.
Prior to being amended to allow a maximum of 24 lots on a cul -de -sac street, the
Subdivision Regulations required that a cul -de -sac street not exceed 600 feet in length to
the radius. There was not a maximum number of dwelling units specified. Moonflower
Court and Morning Glory Court are 553 feet and 543 feet in length, respectively. These
cul -de -sacs previously would have been allowed by the Subdivision Regulations. These
two cul -de -sacs do not meet the requirement of minimum number of lots due to the
unique nature of the high density residential use proposed for this subdivision, which has
connected dwelling units on 35 feet wide lots.
An additional benefit of these cul -de -sac streets is that they also have right -of -way
frontage along the parkland, which will allow pedestrian access to the park from the cul-
de -sacs.

Dear Ms. George:
Attached are 9 copies of the revised Master Preliminary Plat and 2 copies each of Tables
1 & 2 from the revised Sanitary Sewer Capacity Analysis for the above - mentioned
project. Revisions to the plat have been made per the Park's Board recommendation.
Other plat revisions include changes to the storm sewer system just past the entrance on
Blazing Star Drive at Mountain Laurel Loop. Because of these changes, Lots 1 & 2 of
Block I were able to be widened from 36' to 40'. Revisions to Tables 1 & 2 of the
Sanitary Sewer Capacity Analysis were made per Spencer's comments.

Response to Staff Review Comments No. 1
Engineering:
1. Information for the sewer calculations has been requested from The Wallace
Group for the Crescent Point sewer line. Information has also been requested
from Frank Simoneaux concerning the existing sewer line. We will provide a
sewer report once this information has been received.
2. We currently have on -going permitting activities with the Corps of Engineers
for these improvements.
3. Lot lines have been adjusted to allow for 12.5' setbacks on lots adjacent to the
access ways. This involved a number of lot line changes, however, no lot
sizes were significantly changed, other than those adjacent to the access ways.
4. A note has been added stating that the detention/retention areas are private and
will be maintained by the Home Owners' Association.
5. Easements have been left "as is."

Notes have been included on the plat.

Dear Ms. George:
Attached are 9 copies of the revised Master Preliminary Plat for the above - mentioned
project. The Pamela Drive entrance has been revised at the request of the Corps of
Engineers. (It has been renamed Blazing Star Drive). By revising this entrance street,
the layout of the lots in this area changed, as well as the adjacent utilities. Revisions also
affected Lantana Court and some of the lots around the proposed park area. These
changes also resulted in some renumbering of surrounding lots.
