SUBJECT: VILLAS OF HARVEY (PP) -Preliminary Plat
Staff reviewed the above - mentioned preliminary plat as requested. The following page
is a list of staff review comments detailing items that need to be addressed. If all
comments have been addressed and the following information submitted by Monday,
November 10, 10:00 a.m., your project will be placed on the next available Planning
and Zoning Commission meeting scheduled for November 20, 2003, 7:00 p.m. in the
City Hall Council Chambers, 1101 Texas Avenue.
Ten (10) copies of the revised preliminary plat; and,
One (1) Mylar original of the revised preliminary plat.
One (1) copy of the digital file of the preliminary plat on diskette or e-mail
to nmanhart@ci.college- station.tx.us
Upon receipt of the required documents for the Planning & Zoning meeting, your project
will be considered formally filed with the City of College Station. Please note that if all
comments have not been addressed, your project will be pulled from the scheduled
Planning & Zoning Commission agenda. Your project may be placed on a future
agenda once all the revisions have been made and the appropriate fees paid. If you

Project: VILLAS OF HARVEY (PP) - 03- 00500281
ENGINEERING
1. In order to proceed with this project as shown Staff will need to review your
calculations for verifying down stream sewer capacity. Please include calculations
demonstrating the impact of this development on the public sewer system down to
the 21 -in trunk line, all current uses and future uses per the Comprehensive Land -
use Plan. Please note, this line serves a portion of Harvey Hillsides, Crescent
Pointe and Central Baptist Church.
2. A few amenities that were approved with the concept plan and are shown on the
preliminary plat are contingent upon approval from the Army Corps of Engineers.
Permission will need to be obtained from the Corps before the preliminary plat may
be taken forward to the P &Z for approval.
3. The Subdivision Regulations state that lots abutting accessways will be considered
corner lots. This will require 12.5 -foot setbacks on the lots abutting the pedestrian
accessways. Some of these accessways are labeled "open space" on the
preliminary plat, but they are required to be called access right -of -ways to meet the
subdivision requirement for length of block.
4. Please label applicable detention /retention areas as private detention /retention
areas, and add note to the plat that the private facilities will be maintained by the
HOA.
5. Easements along unplatted property are shown as 10 -ft. Regulations call for 20 -ft in
this situation. College Station Utilities is aware that the rear setback on this
particular project has been reduced to 15 -ft. CSU will make an exception to the 20-
ft requirement to accommodate the Developer in this instance.

ELECTRICAL
1. Developer installs conduit as per city specs and design.
2. Developer provides 30' of #4 rigid conduit for riser pole(s). Developer installs first
10'. City installs remainder.
3. Developer installs pull boxes as per city specs and design. (pull boxes provided by
the city).
4. Developer provides digital AutoCAD 2002 version of plat and /or site plan. Email to
rbolin @cstx.gov.
5. Developer provides load data for project.
6. Developer installs street lighting per city specs and design.
7. Developer provides temporary blanket easement for construction purposes.
8. Developer provides easements for electric infrastructure as installed for electric lines
(including street lighting).

next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that have not been pointed out

Staff reviewed the above - mentioned master preliminary plat as requested. The
following page is a list of staff review comments detailing items that need to be
addressed. Please address the comments and submit the following information by an
established deadline to be scheduled for a future Planning & Zoning Commission
meeting:
One (1) copy of the revised application;
Variance Request to Subdivision Regulations fee $100; and
Ten (10) copies of the revised master preliminary plat;

STOP REVIEW; See comment #1.
ENGINEERING
1. Plat does not meet minimum regulations for platting. See Section 842 of the
Subdivision Regulations. Block 8 and Block 13.
2. The maximum number of dwelling units /lots on a cul -de -sac was not approved as a
meritorious modification, but requires a variance to the Subdivision Regulations.
Please remove the statement from the "General Development Information ", formerly
request the variance, and submit the $100 fee. You will need to amend the
application.
3. The application states under Parkland Dedication: zero (0) acres of parkland in
detention and zero (0) acres in floodplain. Please correct this statement on the new
application.
