Item: Consideration, discussion, and possible action on a Preliminary Plat for the
USDA Subdivision consisting of 14.62 acres of the Morgan Rector Survey Abstract No.
46 generally located on the north side of Holleman approximately 850' northeast of the
Dartmouth /Holleman intersection.
Applicant: Curtis Investments, LLC Developer
Staff Recommendations: Staff recommends approval of the final plat as submitted.
Item Summary: The applicant is requesting a preliminary plat for the development of
the new location of the (USDA) United States Department of Agricultural building.
Comprehensive Plan Considerations: The subject property is located in the Wolf Pen
Creek zoning district which permits the development of Governmental Facilities. The
plat and the use is in compliance with the Land Use Plan and is in compliance with the
Thoroughfare Plan; thus staff is recommending approval of the preliminary plat.
The property to the north is zoned as R -6 and developed as an apartment complex, to
the west and southwest of Dartmouth drive is zoned WPC and is currently
undeveloped, the property to the south across Holleman Drive is zoned WPC and
developed as the Wolf Pen Creek Amphitheater and City Park. The property to the
immediate east is City of College Station property that is zoned R -1 and used for utility
easements as well as the Post Oak Sub - Station. Property to the east of the sub - station
is zoned C -1 and developed as Post Oak Mall.
In order to comply with the Thoroughfare Plan 10' of additional right of way will be
dedicated for Holleman Drive along the frontage of lot 1.
This portion of the Wolf Pen Creek Corridor is not located in the minimum reserve area.
Item Background: The subject property was annexed into the City in 1971 and is
zoned as (WPC) Wolf Pen Creek Corridor.
Commission Action Options: The Commission has final authority over the preliminary
plat. The options regarding the preliminary plat are:
• Approval with conditions;
• Approval as submitted;
• Denial;
• Defer action only at applicant's request; or,
• Table only at applicant's request.

INFRASTRUCTURE AND FACILITIES
Water required for plat: There is an existing 12 -in water line in Holleman to
the east. This line will need to be extended to provide domestic and fire flow
capacity to the development.
Water Service: Domestic water service will need to be extended to any
proposed structure.
Sewer required for plat: There is an existing 30 -in sewer main along the east
property line.
Sewer Service: Sewer service will need to be extended to any proposed
structure.
Street(s) required for plat: The property fronts on Holleman. Holleman is a
Minor Arterial. Additional ROW is needed for the roadway section. The plat
shows a 10 -ft dedication to comply with the City's Thoroughfare Plan.
Streets /Access: Access will be to Holleman. Access must comply with the
UDO.
Off -site Easements required for plat: None required.
Drainage: Drainage is to an unnamed tributary to Wolf Pen Creek. The plat
provides for an easement from Lot 1 to the channel.
Flood Plain: It appears the FEMA map panel eliminated this tract from the
floodplain. It appears that by elevation the property may be in the floodplain.
Staff will need to look into the issue.
Oversize request: None at this time.
Impact Fees: None.
Parkland Dedication Fees: This is a commercially zoned lot. The parkland
dedication ordinance does not apply to commercial lots.
